ADVISORY COMMITTEE LAND DEVELOPMENT REVIEW
SUBCOMMITTEE

LET IT BE REMEMBERED, the Collier County Development Services Advisory
Committee Land Development Review Subcommittee in and for the County of Collier,
having conducted business herein, met on this date at 10:00 AM in a REGULAR SESSION
at the Growth Management Division Building, Room 609/610 2800 N. Horseshoe Drive,
Naples, FL with the following persons present:

1. Call to Order
Chairman Brooker called the meeting to order at 10:09am and a quorum was established.
2. Approve agenda
Mr. Mulhere moved to approve the Agenda. Second by Ms. Taft. Carried unanimously 3—0.
3. Approve prior meeting minutes: August 27,2014 and September 8, 2014
Ms. Taft moved to approve the minutes of the August 27, 2014 meeting as presented. Second by Mr.
Mulhere. Carried unanimously 3—0.
Ms. Taft moved to approve the minutes of the September 8, 2014 meeting as presented. Carried
unanimously 3—0.
4. Amendment discussion
a. 2.03.01 Agricultural Districts, 4.02.07 Standards for keeping animals, 5.04.05 Temporary
events- Clarifying the process for raising hogs for the 4-H program
Ms. Cilek provided an amendment proposed for LDC Section(s): 2.03.01 —Agricultural Zoning
Districts; 4.02.07 Standards for Keeping Animals and 5.04.05 - Temporary Events. The proposed
amendment seeks to clarify the process for raising hogs in the Estates and Agricultural zoning
districts in relation to the County's 4-H youth development program. She noted:
• The amendment is proposed as the result of a directive from the Board of County
Commissioners following a Code Enforcement case.
• The proposed amendment will make the activity a temporary accessory use eliminating the
current requirement of obtaining a special use permit.
• It would allow a temporary activity for youths (raising a hog over a 16 week period), no more
than 1 hog per child and no more than 2 hogs per acre.
• Minimum requirements are proposed for the use and/or structures associated with the activity
(setback requirements, etc.).
• The program will be administered by 4-H.
• The public input on the proposed amendment was garnered at public meetings held at
University of Florida IFAS Center and with the Golden Gate Estates Area Civic Association.
There was discussion of a public comment that noted some children are not of market age to sell
their hogs at the time of the fair.
Ms. Cilek stated that staff will clarify market age and the hogs returning home after the fair.
Mr. Mulhere moved for the Development Services Advisory Committee to recommend the Board
of County Commissioners approve the proposed amendment as written. Second by Ms. Taft.
Mr. Brooker noted many lots located in the Estates and Agricultural Districts are currently deemed
"non conforming" (i.e. 75x660 feet, which is less than 1.25 acres) and would not conform to the
minimum requirements outlined in the proposed amendment. The residents of these lots would be
unable to participate in the program.

Additional discussion occurred noting, in order to protect potential contamination of drinking water
consideration should be given to requiring a setback distance from a well head for the activity.
Mr. Mulhere amended the motion for the Development Advisory Services Committee to
recommend the Board of County Commissioners approve the proposed amendment as written
subject to consideration being given to requiring and/or recommending the activity be a minimum
of 75 feet away from a well head and consideration be given to incorporating non conforming lots
into the proposed amendment. Second by Ms. Taft. Carried unanimously 3—0.
b. 2.03.01 Agricultural Districts- Adding the growing of fruits,vegetables, and nursery
plants for off-site retail sales.
Ms. Cilek provided an amendment proposed for LDC Section(s): 2.03.01 Agricultural Districts
The proposed amendment allows residents to grow fruits, vegetables and nursery plants for both
personal consumption and off-site retail sale, such as at farmer's markets, pursuant to LDC Section
5.02.00, Home Occupations. She noted:
• The proposed amendment allows the growing of fruits, vegetables and nursery plants in the
Agricultural Districts for off site sale of the products.
• The commercial activity must conform to home occupation and commercial agricultural site
design standards and is intended to be a secondary use, not a"bona fide agricultural"use.
• Public input was garnered on the proposed amendment at a meeting held at University of
Florida IFAS Center and with Golden Gate Estates Area Civic Association.
Ms. Taft moved for the Development Services Advisory Committee to recommend the Board of
County Commissioners approve the proposed amendment as written. Second by Mr. Mulhere.
Carried unanimously 3—0.
