Enclosure 1 MINUTES Meeting of the Immokalee Lighting and Beautification MSTU Advisory Committee Board on September 23, 2015. 750 South 5th Street, Immokalee, FL A. Call to Order. The meeting was called to order by Cherryle Thomas MSTU Chairman at 8:30 AM B. Roll Call and Announcement of a Quorum. MSTU Advisory Committee Members Present: Cherryle Thomas, Andrea Halman, Bill Deyo and Lucy Ortiz. MSTU Advisory Committee Members Absent/Excused: Norma Garcia Others Present: Armando Yzaguirre, Priscilla Roman, Dottie Cook and Marvin Courtright. Staff: Brad Muckel, Christie Betancourt, and James Sainvilus. C. Introductions. The board members present and members of the public introduced themselves. D. Adoption of Agenda. Action: Ms. Andrea Halman made a motion to approve the Agenda. Mr. Bill Deyo seconded the motion and it passed by unanimous vote. E. Communication. 1. Public Notices F. Approval of Minutes. MSTU Advisory Committee Meeting for August 26, 2015 Action: Ms. Lucy Ortiz made a motion to approve the minutes for the August 26, 2015 MSTU Advisory Committee Meeting. The motion was seconded by Ms. Andrea Halman and the minutes were approved by unanimous vote. G. Announcements. 1. December 3, 2015—2nd Annual of the Christmas Tree lighting on 1st and Main Street (Zocola Plaza). 2. December 12, 2015 -24th Annual Christmas Around the World and Gala. 3. Next Fiscal Year James Sainvilus will be on Active Duty starting January 9, 2016 ending January 23, 2016 in Germany. H. New Business 1. Shopping Carts Issue in Immokalee was presented to the Board again because it has not been resolved. The Board asked the MSTU Project Manager to write a letter to Corporate Headquarter or send out an email to the manager at the Immokalee Winn Dixie shopping Center. I. Old Business 1. Code Enforcement—Update: Joseph Mucha could not make it to the meeting. 2. Contractor Reports i. Maintenance Report—A&M (Enclosure 5). Armando reported that Parks& Recs. is not doing the maintenance in Immokalee. If both A&M Property Maintenance and Parks&Recs. are doing the maintenance in Immokalee within the same week,then the town will look better or much cleaner. 1 Collier County Community Redevelopment Agency IMMOKALEE CRA i The Place to Coll Home! Enclosure 1 3. MSTU Project Manager provided Board with updates on the i. Current Budget (Enclosure 3) ii. PO Report (Enclosure 4) iii. Expenditures (Enclosure 5) iv. Christmas Tree Lighting: 2nd Annual Christmas Tree Lighting scheduled for December 2nd at 6 PM. Cherryle Thomas asked the MSTU to prepare a map of the Zocalo, identifying all the trees that will be illuminated and location of Santa and Santa's mail box. v. Lighting Report- Tricia from LCEC who was at the last MSTU meeting in August sent out an email stating that the decorative lights that LCEC offers are not recommended for roadway lighting. James Sainvilus,MSTU Project Manager will meet with Tricia to discuss the LCEC Cobrahead light fixtures on concrete pole before our next MSTU meeting in October. 4. CRA Project Manager Report-Brad Muckel provided board with an update on: i. CRA Business Assistance Grant— Still looking for applicants. The businesses do not want to wait 2 months for about$2,000 before they could start doing the work. ii. Drainage/sidewalk improvement projects are now closed. But the contractor for Immokalee Dr. is fishing a few punchlist items. The Punchlist items for Colorado Ave will be contracted to a different contractor for the repairs. iii. LDC Amendment to reduce the Main Street/Business overlay on first Street and Planning on having several workshops for the LDC Form Guidelines- Construction designs guidelines new businesses will have to go by for their business Structures. iv. Also, an update was provided on the Turtles on the Town project. This project is similar to the Gators Galore project in 2001, a four-foot square loggerhead sea turtle sculpture with fiberglass reinforcement will be place at the Zocalo during the public art exhibition period,mid November 2015 through February 2016. J. Citizen Comments: Marvin Courtright presented & provided for the first time documents about the Federal Inspection Station (US Custom Building) at the Immokalee Regional Airport to the MSTU Advisory Board. Lucy Ortiz shared what she had remembered about this project when it was first presented to Immokalee many years ago. She said it was presented as this Federal Inspection Station will bring so much business and growth to Immokalee. K. Next Meeting Date: MSTU Meeting October 28, 2015 at 8:30 A.M. L. All meetings will be publicly noticed in the W. Harmon Turner Building (Building F), posted at the Immokalee Public Library and provided to the County Public Information Department for distribution. Please call Christie Betancourt,Administrative Assistant,at 239-867-0025 for additional information. In accordance with the American with Disabilities Act,persons needing assistance to participate in any of these proceedings should contact Christie Betancourt, Administrative Assistant, at least 48 hours before the meeting. The public should be advised that members of the Immokalee Master Plan and Visioning Committee and the CRA Advisory Board are also members of the other Boards and Committees, including, but not limited to: EZDA, Immokalee Local Redevelopment Advisory Board, Immokalee Fire Commission, and the Collier County Housing Authority; etc. In this regard, matters coming before the IMPVC and the Advisory Board may come before one or more of the referenced Board and Committees from time to time.
