Hasse, Jr. Mr. Gil Mueller ALSO PRESENT: Mr. Steve Brinkman, Parks and Recreation Director Mr. Murdo Smith, Parks and Recreation Operations Manager Mr. Thomas W. 011iff, Public Services Administrator Mr. Frank Blanchard Ms. Jacquie Minnis, Secretary ABSENT: Mr. Stephen Klee Mr. Bruce Pray (RESIGN) Mrs. Darlene Koontz Mr. Timothy Blackford I. CALL TO ORDER: The meeting was called to order at 2:30 p.m. II. PLEDGE OF ALLEGIANCE TO THE FLAG III. APPROVAL OF MINUTES, Minutes of September 28, 1994 was not approved (NO QUORUM) . IV. REQUESTS FOR DISCUSSION - SPECIFIC UPDATE ITEMS V. NEW BUSINESS/PRESENTATION: A. Kevin Litt was unable to attend meeting. Presentation is reschedule for next meeting November 16, 1994. PARAB meeting on November 23, was reschedule to November 16, 1994, at Golden Gate Community Park due to Thanksgiving Holiday. December 28, was reschedule to December 14, 1994, at Cocohatchee River Park. B. Frank Blanchard - -1- VI. REPORTS/UPDATES A. Pelican Bay Grand Opening will be held November 3rd, from 5:00-7:00 p.m. All PARAB members should have receive an invitation by now. If not you are invited on November the 3rd. Three facilities will be having their Grand Opening at the Pelican Bay Park, Library, EMS Sheriff and Pelican Bay Park. B. Golden Gate Community Center Ground Breaking is November 10th, PARAB may not have receive the announcement on that yet but it will be forwarded. Ground Breaking is November 10th at 10:00 am at the Golden Gate Community Center for the expansion. C. Estate Park Community Park, we are in the process of looking at an acquisition of an entry drive easement. We would purchase to get access to that Estate Community Park so that the park would not have to share the same entry drive with Big Cypress Elementary School. We are hoping to also get some sought of decision on whether Avatar Funds is going to be appropriate. The property that is being looked at is Mr. Smith's properties which are adjacent to Big Cypress Elementary School and The Estates Community Park. The parks department is looking into some environmental concerns permitting issues on that entry way. We should have some more information by the next board meeting as to what the entry way will in fact be. The other option if that's not available would be to go back to the other 5 acres track that Mr. Parker owns and look to purchasing that entry way. D. Immokalee Gym/Pool status still looks like spring break of 1995 In April when the kids are out of school we would be opening the pool and the gymnasium at the same time. Chairman Joe Zaks questions- What is the schedule hours of the gym/pool? Mr. Brinkman state that the hours would be the same as the Golden Gate Community Park 12 months out of the year. Mr. Max Hasse - Do you find it sensible or wise to keep the pool open so early in the day? During 9 months of the year the pool is kept open from 12:00 p.m. to 7:00 p.m. In the summer the pool is open earlier. Murdo Smith briefly described the marketing plan for the pool. Advertising will be done through television, at hotels, and school flyers. We are working with the schools at this time, they are using the swimming programs. The name is Golden Gate Stars who will be busing the kids over. The Naples Christian Academy who is right across the street from the parks, we will work something out with them. -2- The payment from the Elementary school for that program is about $5 . which is a pretty good amount. Gil Mueller - do all of the High Schools has their own swimming pool? Do they all have swimming teams? Chairman Joe Zaks no, none of them do. Murdo Smith - yes, Naples and Lely swim team are both swimming at the pool. Baron Collier uses the YMCA. Immokalee does not have a swim team. The pool is not close to the public when the Swim team meets. A lane or 2 is always available to the public. The only time the pool are closed to the public when swim teams are meet is during the hours of 6:00-7:30 p.m. and it is announce to the public that the pool will be closed at that time. However, if the public needs to use the slide or the activity pool that is still available to them. When they have practice we limit them as to how many lanes they can use. There is a group called Naples Dive Team using the pool facilities trying to raise funds to They also will be doing car wash to raise funds. The instructor for the Dive team is Jeff he also coaches at Baron Collier. Chairman Joe Zaks: The high uses, is that through the joint use agreement or we do not make any money on that. Do they come to clean the pool like the parks cut their grass. What is the other end of reciprocal. Mr. Murdo Smith responded; The parks uses their facilities, gymnasium, during summer camp we use the cafeteria. The only thing we do pay is for additional people that are needed. Chairman Zaks stated that 3 colleges who will be using the pool facilities. What are they going to do. Will they be charge a fee? Murdo Smith - they will be practicing during Christmas break and they will be charge a fee of $30 per hour. Staffing will be the same there will not be additional staffing. The teams are coming from Illinois, Maine and Massachusetts for a couple of weeks. Mr. Tom 011iff stated that it would be difficult finding people to work from Immokalee. Mr. 011iff has serious concerns about when the pool initially opens in Immokalee and making sure that no one gets hurt. Mr. Mueller inquired who train the life guards? We are sanctioned under Red Cross and the parks department has a life guard instructor trainer on staff who would be doing the instructing. -3- There is a training course that will be starting next week which will be held by Bradie Soar. We have invited people from Immokalee to participate and 5 people did not show up. The parks department asked the recreational personnel in Immokalee to distribute information on the course and we had 5 people responded. Mr. Mueller - has it ever been determine whether the pool is going to be build or not at the Seminole Reservation. Mr. 011iff - yes, it is a private pool for the Reservation. Chairman Joe Zaks requested that Jacquie Minnis to prepare a summary of the attendance for this past year. As far as Chairman Zaks understands that if a PARAB member missed more than half of the meetings that member is no longer on the board. Two is a discretionary and half is mandatory so we will review the status of every member next month. Since, there is not a quorum the board will approved the minutes at the next meeting. VII. UPDATES - Mr. Mueller inquired about the beach vendors ordinance. What ever became of that? Mr. Frank Blanchard stated that the Attorney Office is still reluctant to go through a new advertising and formal procedures so the Marco Beach Renourishment agreed to form a sub committee. The Committe is consist of Frank Blanchard, representative of the Beach Vendors, and representative of the managers from the hotel. This organize group will meet perodically to see whether if any problem are showing up. There are 16 beach vendors with permitting and $250 for licencing fee per year that are out there.
