III. Minutes of December 15, 1993 meeting approved. Motion by Mr. Zaks,
seconded by Ms. Koontz.
IV. Requests for Discussion - Specific Update Items.
V. New Business/Presentations
A. Interviews of Applicants for Vacant Positions
Max A. Hasse and Tibor Agoston gave brief presentations of their
interest in PARAB and qualifications. William Homeier deferred
to support Max Hasse; the fourth applicant, Steven Klee, not
present at this time. Gil Mueller was the sole applicant
from the Marco District and Bruce Pray was the one applicant
from the Immokalee area. Voting for the new member was post-
poned until later in the meeting to allow Mr. Klee time to
arrive.
B. Designate Tony Rosbough as a Community Park -
Installation of a new lighting system and resodding the outfield
will take place at Tony Rosbough before the Little League season
begins.

If this site is classified as a community park, impact fees may
be used for any future expansion. i.e. tearing down and
relocting the restrooms, redesigning the field, additional
parking. A Master Plan is now being designed for this park,
which will determine the additional funds needed; there is
$100,000 available that could be used for the first phase of
this development. The existing restrooms will be used for this
season.
There are three classifications of parks - regional, community
and neighborhood. A regional park is larger in size and serves
a larger area than a community park, whereas neighborhood parks
are in neighborhood areas and more passive in nature with no
lighted ballfields, etc. If not designated as a regional or
community park, funding would come from the annual budget.
Those dollars are tight. If designated a community park, the
site is eligible for impact fees as well as capital funds.
The Tony Rosbough site is 6 1/2 acres, with no other land nearby
for expansion. The work that is going to be done is going to
use all the available impact fees. A meeting planned within
30/60 days will determine the cost of future improvements,
estimated to be at least $300,000 - likely 400,000. Two year or
multiple year funding may be necessary for that development.
The pool/rec center is utilizing regional impact fees.
When Gulf Coast Little League site, Vineyards, and Pelican.Bay
parks come on line, it will be necessry to designate them as
community parks also.
MOTION by Mr. Zaks - designate Tony Rosbough Park a community
public park. Seconded by Vin DePasquale. Motioned passed 4 to
0.
C. Wave Runner/Jet Ski Rental Policy
This is a Parks and Recreation operational policy to exclude the
rental of jet skis and wave runners on County owned beaches for
safety reasons and the protection of natural resources. The
current ordinance (89-11) regulates the use of these vessels -
have to operate 500 feet off the beach and cannot be launched
from a County beach.
Motion by Mr. Zaks to support the passing of this policy, A-026,
as presented. Seconded by Mr. DePasquale, passed 4 to 0.
D. Fresh Water Canal Boating Policy
The BCC has directed staff to establish a policy for boats using
the canals if a boat ramp is built on the Golden Gate canal
system. Because of deed restrictions on the lots, it will be
difficult to obtain a site in the Estates. The canals are
designated as drainage easements and each owner will be required
to grant permission to construct a boat ramp; building a boat

ramp looks doubtful. The BCC has requested a report and a
policy for the use of these canals, considering the size of boat
and engine. The first version restricts the size of boat and
horse power of motors as well as speed. The second version is
like Broward County's policy with the restriction on speed only,
regardless of the boat or engine. Broward County has an
extensive canal system and found when one restricts the size of
boat and engine it creates many concerns. Enforcement would be
difficult as it would be done by the Sheriff's Department. Ms.
Koontz was of the opinion that the idea of a boat ramp should be
dropped completely. The consensus was that limiting the size
and/or power was not a large enough statement and restriction of
speed would be more effective. Motion by Mr. DePasquale that
the first paragaraph of the policy would address the issue and
be the recommendation of the PARAB. Seconded by Mr. Zaks,
passed 4 -0.
(This paragarph reads "Recreational activities within the canal
system are intended to be passive in nature, primarily designed
for shallow draft vessels. A minimum wake zone exists within
the entire canal system with a speed limit of 10 mph.")
Voting for proposed PARAB member:
As Mr. Klee had not arrived at this point, voting for the
proposed member of PARAB took place. Mr. Max Hasse was the
first choice and Ty Agoston the second choice. The applicants,
under the new Ordinance, will serve staggered, four year terms.
In order to implement this system, the following was
recommended:
Proposed members Tim Blackford and Vin DePasquale will serve 4
year terms, Gil Mueller and Max Hasse will serve two year terms,
and Bruce Pray will serve a one year term.
VI. REPORTS:
A. Immokalee Recreation Center/Pool
A presentation was held at Immokalee Middle School on January
13, 1994, regarding this new facility. Work should begin in
February this year and be completed January 1995. This includes
both the recreation center and the pool.
Ms. Koontz questioned the feasibility of a pool in Immokalee -
being self supporting and able to keep it open.
When the project goes to BCC for approval a decision will be
made regarding the budget to operate this facility. An option
of three, six, nine and twelve months operation will be
presented. The Golden Gate pool has not had a full year of
operation so it is difficult to determine the percentage of
revenue that will be received; the tourist season is also just

beginning. The Department would like to see the revenue be 50%
of the operation and maintenance costs. The pool is being used
by school swim teams but there is no fee involved due to the
Agreement we have with the School Board; we do not charge them
and they do not charge us for use of facilities. The facility
in Immokalee is more complex, a charge could be associated with
the racquet ball courts, fitness rooms, etc. The operation and
maintenance costs are not budgeted by a special taxing district.
The Department is developing a RFP for a concession at the
Golden Gate aquatic location. It will be necessary for the
concessionaire to provide some sort of portable trailer,
building, etc. as this was cut from the original plans. PARAB
members wish to view the figures for operating this pool site;
the thought projected that it might be feasible to shut down for
a few months during the year.
Figures and options for the Immokalee pool will be ready for the
next PARAB meeting.
B. RFP Golden Gate Estates
Still in process of negotiation.
C. Vineyards Community Public Park
Work should commence in February and there will be a ground
breaking ceremony. Completion date is January 1995.
D. Pelican Bay Community Public Park
Construction has begun, the park will be completed sometime this
summer.
E. Golden Gate Community Center Expansion
RFP going out now with a projected Spring 1995 completion.
F. New Recreation Supervisor
Steve Peffers, former Park Ranger, was introduced. Steve
possesses great qualifications, has a great deal of Recreation
experience and is also a Q+ team Leader.
NEW BUSINESS
Exotic removal is currently taking place at the Vanderbilt Beach parking
lot site. A suggestion was made to install a free parking sign to make
people aware of the parking lot location. The pre-bid has been held for
the restroom facility and work should be started within the next 30 days.

Clam Pass - The Registry Resort requests use of the County parking lot for
special events. As parking fees were abolished, there is no revenue.
Geneva Till will be invited to the next meeting and recognition made of her
service to the PARAB and Parks and Recreation Department.
Mr. Brinkman stated that a change in the recreation brochure was being
considered with distribution being handled by the newspaper. The real
glossy cover would not be used, but the brochure would still be of good
quality.
A survey is being conducted by the Park Rangers of the beach areas. These
surveys will be tabulated by location (Regional Parks) . A survey in the
various community parks will also be conducted (Community Parks) .
Consideration is being given for Parks and Recreation to use the middle
schools athletic fields. The principals at these schools are receptive and
the matter will be taken to the School Board. A report may be ready for
the next PARAB meeting.
The next meeting will be held at Veterans Community Park, 1900 Immokalee
Road, 2:00 pm.
