III. Minutes of June 23, 1993, meeting approved. Motion by Mr. DePasquale
and seconded by Ms. Koontz.
IV. Requests for Discussion - Specific Update Items
A. Step by Step, South Immokalee Park
Mr. John Lawson, representing TECH, spoke regarding the expansion
of the Step by Step program in Immokalee. The Step by Step
program is a prevention system that minimizes the effects of
young children handicaps as soon as possible. Last year a
request was made to sub-lease a portable building and another
request is being made for an additional portable on this site.
This group works directly with the child, as well as with the
family. The Step by Step program works with the Immokalee Day
Care Center, which provides needed day care for these children.
Motion by Geneva Till: PARAB wishes to advise the Board of
County Commissioners to accept this request from Step by Step for
an additional mobile to be installed at the site. Seconded by
Mr. Zaks and approved 5 to 0.
B. Launch Fees
A packet of information regarding the background of beach and
launch fees was distributed. This topic has been discussed many
times and no doubt will be reviewed by the BCC again. This topic
will be discussed at the next PARAB meeting. Since the beach
parking fees were eliminated, attendance figures have almost
doubled.
C. Clam Pass/Barefoot Concessions
The Clam Pass Concession Agreement with the AUO (Registry Resort)
has been signed for another five year lease.
The Barefoot Beach Concession Agreement should be approved by the
BCC at their next meeting.
Caxambas Concession and Cocohatchee Concession are being combined
in one RFP which is now being prepared. The Caxambas agreement
expires December 31, 1993. The new concessionaire at Cocohatchee
would then be collecting the launch fee, which is currently being
done by County employees.
D. Annual Bids
As the annual bids come up for review, the bids will be brought
before PARAB.
V. New Business/Presentations
A. Design for Golden Gate Estates Park
Twelve firms responded to the RFP. This park will be 15 acres
adjacent to the Big Cypress School, which will allow joint use of
some of the existing facilities.
There will be two recommendations from Parks and Recreation
regarding the choice of the desired design firm. One
recommendation will be from Staff and one from PARAB. A decision
was made that Mr. Zaks and Mr. DePasquale would review the
responses to the RFP and make a recommendation.
VI. Reports/Updates
A. Pool Opening at Golden Gate Community Park
The pool at Golden Gate is now open and has proven to be very
popular - 600 attended the first day, 800 the second, and 1,000
the third. BCC voted to rescind admission fees for the first
month of operation.
B. Growth Management
Handouts were distributed indicating the level of services,
inventory and cost of facilities - all information for the Growth
Management Plan. Mr. Brinkman went through the proposed
construction of facilities item by item for the five-year CIE
plan.
Vineyards - name Vineyards must remain in name - probably can add
Public to name. Pelican Bay Park is being donated by

Westinghouse and will present the same type situation.
Regional Parks - include beaches, boat launching facilities,
swimming pools and gyms.

Bike Trails - Handled by Transportation and is in their budget.
Rec Centers - Cannot use impact fees for the expansion of Golden
Gate Community Center. The center comes under a special MSTD.
The Department is investigating floating a bond issue for this
project.
Boat Ramps - Proposing building two lanes in Golden Gate Estates
and doing some additional work at Bayview.
So. Naples Park - The land adjacent to Lely High School proved to
be 70% wetlands. Now contemplating obtaining some land from the
Hubschmanns for this facility.
Athletic Fields - Money is proposed for building 8 fields at
various locations which have not been determined.
1 Clam Pass Utilities & Boardwalk - project to extend water,
1 electric and telephone lines to the beach. The boardwalk will
have some sections replace starting October 1. The trams cause
considerable wear and tear. Recycled material has been
considered for the boardwalk, but cannot be installed on top of
the current wooden walk.

Tigertail - Consideration is being given to additional parking
and building a turnaround so vehicles will not have to actually
Center the park when the lots are full.

Vanderbilt Restrooms - This project will begin when the State
1 issues the necessary permits. The location of the restrooms
became a problem and had to be changed.
Vanderbilt Walkovers - These are access areas along Gulfshore
Drive that need to be made handicapped accessable.
Orange Tree - A 56 acre regional park on Immokalee Road. The
Department is exploring the possibility of have a private firm
dredge a lake approximately 20 acres. The firm would sell some
of the fill, giving the County a certain percentage of receipts,
and reserve some fill for use in the park. This would develop
into a bid situation with specifications provided by the
Department. A master plan of the area would be needed. It would
take approximately 3 years for the dredging to be completed and
property ready for constructing the park.
Community Park #9 - This money is for land acquisition. Golden
Gate Estates and South Naples Parks would be completed before
this park began.
Regarding regional parklands, there are two options. Impact fees
could be modified and the money spent as received, or the money
could be saved until the needed amount has been accumulated. The
other option would be to secure a loan and use regional park
dollars to repay the loan - this would mean that not only would
we have the construction cost but the need to repay the loan.
Next meeting the Department will be looking for suggestions from
i 0 PARAB on the expenditure of this money. One option is to enlarge
Bayview Park - additional parking and adding more boat lanes.
This facility would then be large enough to charge a launch fee
as is done at Cocohatchee and Caxambas. A discussion was held
concerning the possibility of building some boat docks and
renting slips. There is no overnight docking allowed at
Cocohatchee, and renting slips was not considered as Westinghouse
is building 100+ at their project next door.
The possibility of acquiring land for natural areas was discussed
- these sites to have nature trails, etc. , not necessarily any
recreational facilities as such.
C. Budget - Mr. Brinkman went over the budget which will be
presented to BCC.
D. Ordinance 93 - An ordinance confirming the creation of the Parks
and Recreation Board. All Boards that were not established by
Ordinance are required to do so in order to make Boards more
uniform - terms, meeting requirements, etc. The process for
advertising this Ordinance for adoption will be started. Geneva

Till's situation regarding terms will be investigated.
E. Telephone Survey. The County performs a telephone survey yearly.
Two things on this survey deal with Parks and Recreation -
C whether the person is satisfied or not in different areas. On
this subject we came in number 2. The other section deals with
times parks are visited and how often.

The Department would like to establish a survey dealing with
Parks and Recreation issues and will bring to PARAB questions for
the survey and your impute. Someone in the parks would be
trained to help in that area, someone in the beach area, etc.
There would be different type of surveys related to boat
launching, community parks, beaches, etc. The results of this
survey could be compared with the telephone survey, and will give
an idea of services desired by the public. The Park Rangers make
many personal contacts per day and could help with this survey.
F. The next meeting will be held at Veterans Park on Immokalee Road.
G. The meeting was adjourned at 4:45 p.m. Anyone interested could
take a tour of Cocohatchee River Park facilities with Mr.
Brinkman.
