III. Minutes of April 28, 1993, meeting approved. Motion by Ms. Till and
seconded by Mr. Zaks.
IV. New Business/Presentations
A. Introduction of New Member, Mr. Vin DePasquale
Mr. DePasquale was appointed to fill the vacancy on the Parks and
Recreation Advisory Board. This vacancy occurred when Mr.
Clendenon resigned due to poor health.
Election of Chairman and Vice-Chairman. Motion made by Ms. Till
to nominate Tim Blackford as Chairman of PARAB. Seconded by Ms.
Koontz and approved by members 4/0.
Motion made by Mr. Blackford to nominate Ms. Till for
Vice-Chairperson. Seconded by Ms. Koontz and approved by members
4/0.
B. Presentation by Youth Foundation of America, Inc. , Antoinette
Olask, PH.D. , Executive Director.
Dr. Olask was not in attendance to make presentation.
C. Name change from Conklin Point to Cocohatchee River Park
Mr. Smith explained that the Department had been requested to
suggest a different name for the Conklin Boat Launch project.

(Conklin was the name of the former owner of the project. ) The
name of Cocohatchee River Park was suggested due to the
geographical location of the facility, and has been approved by
the County Manager.
This four lane boat launch facility is nearing completion and a
tentative date of July 4th has been designated for the grand
opening ceremony. There is trailer parking for 58 vehicles, and
spaces for 60 regular vehicles. The County is still exploring
the possibility of acquiring the 30 foot easement south of the
9 Wigging Pass Marina, which could be used for additional parking.
Request for Proposals for a concessionaire had been issued, with
one vendor responding. It has been proposed that the County have
part time employees collect the $2.00 launch fee until the end of
the year. The concession agreement at the Caxambas facility
expires December 31, and the suggestion was made to combine the
RFP for both of these locations. In the meantime, the Department
would be obtaining data pertaining to the amount of revenue that
the Cocohatchee location could generate. Fuel would not be sold
at Cocohatchee River Park as it is obtainable next door at the
Wiggins Pass Marina.
The Coast Guard Auxiliary will be using the facility also. This
group donated $20,000, and will have use of a radio room, storage
area, and meeting rooms. The agreement is for a ten year term.
Playground equipment has been ordered and should be shipped by
June 10th.
Mr. Smith explained to the new PARAB members that Bayview and SR
951 boat launch facilities did not generate revenue due to the
size of each facility.
D. Estates Park Preliminary Plan
There are 3 five acre tracts next to the Big Cypress Elementary
School site that the County is interested in purchasing for a
park. Yesterday the BCC directed staff to negotiate agreements
for these tracts and to work with the School Board regarding the
tentative design of the facilities and funding partnership. The
plan shown by Mr. Smith is a tentative plan, not approved by the
County or School Department, but it does show what could be built
on the property. The entrance to the park would be shared with
the school, which would have all traffic entering from Golden
Gate Boulevard. The school has a water retention site on their
property which we hope that we will able to utilize, as well as
the package sewer plant. The design cost is approximately 10% of
the project cost. The design cost includes engineering the
entire site, - water management, running elevations, underground
utilities, all bid specifications, traffic patterns, where to
save trees, etc. The work is supervised on site by the design
firm as well as the County.

There is no swimming pool planned for this site.
The Office of Capital Projects is proceeding with the RFP for
design, then the Deparment will meet with the School with a plan.
There will be a community center, approximately 10,000 square
feet in the second phase. The softball fields and tennis courts
will be lighted.
E. Information pertaining to the Growth Management Plan and the FY
93/94 Budget was distributed. These topics will be discussed at
the next meeting.
VI. Mr. Zaks inquired about the possibility of renaming the Vineyards
Community Park. This will be investigated. He had conducted a
poll at meetings he has been attending and the consensus was that
the name should be changed.
A plan for the Vineyards Park was shown.
The playground and buildings will be handicapped accessible,
conforming with ADA rules. Vanderbilt Beach boardwalk was
designed for handicapped accessibility, with an addition of a 4 x
8 section for people in wheelchairs to sit and watch the sunset,
etc. The permitting is still in process for the proposed bath
house at Vanderbilt Beach.
A. Spring/Summer Programs
Mary Ellen Donner, Recreation Supervisor, was introduced. She
distributed the latest copy of the Leisure Line and then
explained the summer camp program.
Discussion of the method of registration for camps was held.
B. Golden Gate Aquatic Facility
Personnel for the pool will consist of 1 head lifeguard, 4 full
time lifeguards, 1 full time maintenance person, and 15 part time
lifeguards. The main pool has one diving board with room for
expansion of more boards; the splash pool can accommodate another
slide in the future, and the activity pool is for the little
people.
The filtration system is high rate sand filters and has an
automatic back wash, the pool has heat pumps to keep the water at
a minimum of 82 degrees, and will have a blanket to help retain
the heat at night. The bid opening for the blanket was held at
2:30 today and the lowest bid was $9,980 - $2,000 lower than
expected. The chlorine being used is in liquid form, not gas.
There will be a necessary training period of two to three weeks
for staff before the pool opens.

Schedules for the pool are not definite at this time. There is a
great deal of community interest - schools, etc. using the main
pool. Swimming lessons will be conducted in the main pool and
the baby pool. There will be numerous activities going on
simultaneously in the various areas. Mention of a July 4th
opening has been made, but it may be later in the month.
A tour of the Aquatic Facility will be conducted at the
conclusion of the meeting.
A Motion made at 3:40 by Ms. Till to adjourn the meeting. Seconded by Mr.
Zaks. Approved 5/0.
