Approval of Agenda Chairman Fogg moved to approve the Agenda subject to include discussion of Potato Vine growth on Woodshire Lane fence in item V. A. Second by Ms. Fanning. Carried unanimously 3—0. IV. Approval of Minutes—July 7, 2015 The Board tabled approval of the minutes of the July 7, 2015 until the October meeting pending clarification of agenda format and discussion details. V. Approval of Monthly Budget Ms. Arnold and Ms. Hayes presented the "Forest Lakes MSTU Fund 159, September 1, 2015" for information purposes and provided an overview of the budget noting there is approximately$55,233 of uncommitted funds remaining in the current year's budget. The Committee reviewed the budget by line item with the following items highlighted: • The Landscape Incidentals line item has increased by$3,600. • The 2016 approved budget(reviewed by the Committee in March 2015) becomes effective October 1, 2015. This may provide an increase in revenue for the MSTU. • Funds held in reserve accounts are adequate to finance bond debt obligations. Access to these funds for operating capital may be possible in the future providing the monies to satisfy the debt payment plan continue to be sufficient. 1 The Committee requested a review of the Fiscal Year2016 budget be included in the October meeting Agenda. The Staff will email the Committee Members the amount of incidental funds available for 2016 for planning purposes and a copy of the bond payment schedule. Project Managers Report A. Vegetation over growth on the Fence along Woodshire Discussion occurred on the vegetation overgrowing on the fence along Woodshire Lane. Staff reported that Naples Bath and Tennis Club are responsible for maintaining the area along the fence. They have agreed to remove the invasive plant material by September 5, 2015. Landscaping The Committee requested that the Staff schedule a meeting with Mr. Windham to review general landscape maintenance including adherence to the ten foot limb clearance regulation. Mr.Windham will provide "read ahead"reports to the Staff for future meetings. The Committee requested Mr. Windham present a recommendation on landscape lighting at the October meeting. B. Australian Pine Trees along Pine Ridge Road Australian Pines Discussion occurred on the trimming of the Australian Pines along Pine Ridge Road and the feasibility of removing those citing safety and drainage concerns. Mr. Windham noted if they are removed alternate plantings may be required by the County. Staff reported the Golf Course landscape staff is responsible for maintaining the trees and they have scheduled a meeting with the Golf Course management staff to determine a plan of action. They will report back to the Committee on their findings. Fichus Hedge Discussion occurred on the Fichus hedge in the area of the Australian Pines with Mr. Windham noting installation of the hedge was funded by the residents of Forest Lakes and maintained by the County. Lakes and Fountain Chairman Fogg noted that the Committee has assumed responsibility for the lakes and fountains in the community. C. Drive Through in July The Committee and Staff conducted a community drive through in July. As a result of the tour, Ms. Hayes distributed a "Quail Run Golf Course Swale Map—B: On-Going Maintenance"to the Committee for reference. The map highlights swales to be maintained by the MSTU. The Committee requested Staff to provide an additional map at the October meeting referencing significant issues for the MSTU to address and any swales they are responsible to maintain. 2 VI. New Business A. Next Meeting The Committee requested Staff place the following items on the next meeting Agenda (in addition to any other necessary items): 1. Review of maps. 2. Review of the 2016 approved Budget. VII. Committee Member Comments Communication The Committee Members agreed to create a newsletter to update the Condominium Associations and owners on Committee activities and accomplishments. Ms. Bell will be the administrator. Staff will research possibility of utilizing the Collier County Commissioners email list for communication purposes. Quail Run Golf Course Sale Ms. Hayes reported she will research any information available on the potential sale of the Golf Course and email members her findings. The Committee suggested that the MSTU invite a Quail Run Golf Course representative to attend future meetings. VIII. Public Comment None IX. Next Meeting Date OCTOBER 6, 2015 10:00 A.M. During discussion the consensus was that it wasn't needed at this time. Motion failed 0-4. VI. This proposal includes 6 months of maintenance consulting services to be provided on a monthly basis generally coordinated with the M.S.T.U. Advisory Committee monthly meetings. Understanding of project and required deliverables We understand this maintenance consulting scope of services to be for the residents of the Forest Lakes MSTU area to preserve and perpetuate the health and vigor of the existing median and right-of-way landscaping together with the MSTU Committee and Collier County staff. This will involve monthly site reviews, monthly MSTU Committee meeting attendance, preparation of monthly status reports and review of maintenance contractor report sheets. Project Scope Scott Windham will personally attend all advisory committee meetings and project site walk throughs. He will also review the General Maintenance Report Sheets and prepare monthly written reports to inform the committee and county project manager of project status, contractor performance and related action/resolution items. The monthly status reports will be submitted to the county project manager a minimum of 3 days prior to the MSTU meetings. TASK 1. Attend M.S.T.U. Meetings Windham Studio will attend Forest Lakes M.S.T.0 Advisory Committee monthly meetings. (This proposal assumes one meeting per month totaling 6 meetings) TASK 2. Field Review Meetings Windham Studio will attend one (1) meeting per month in the field with staff to review the project. Project review will include one (1) hour to complete each site visit. However, for the future, we recommend removing and replacing the Oleander with 7 gallon Ixora Trinidad', sourced from Boynton Botanicals. ..: ;, -. ,4400„ • Trim long shoots on Green Island Ficus, west side of directory sign. • Mechanically edge all plant beds and tree rings. Not crisp at all. There is evidence of herbicide edging around a few of the tree rings which has randomly burned back the turf and is unsightly. Stop doing this and mechanically edge the tree rings. • The lawn east of the club parking lot at Quail Forest Blvd beneath the large Mahogany Tree needs to be mowed and the bed edged. (Club responsibility?) CIRCLE MEDIAN: • Trim out the dead wood from the Cassia Trees. • Weeds in Juniper. • Trim long shoots on Green Island Ficus. They are also chlorotic. • All plant beds in the median still need to be edged including tree rings. They are not crisp. • Trim plants away from landscape lights. • Trim dead, melted stalks out of Euphorbias. ENTRY EAST ROW: • Trim and shape east ROW Clusia hedge and remove Potato vines at utility boxes. • Stand up, trim and clean up one damaged Clusia near Pine Ridge Rd. ENTRY WEST ROW: • Remove Potato vine from the Ficus hedge between service vehicle pad and Pine Ridge. Trim out dead limbs and clean up/remove landscape limbs/debris and trash • Trim dead, drooping branches on a few of the Big Rose Euphorbia in the south end of the primary entrance median. • Remove low hanging Cabbage Palm fronds that are encroaching into sidewalk. • Recommend replacing the Ficus hedge with Clusia as a future project. We recommend planting the Clusia hedge in front of the Ficus and allow it to grow to a desired 8-10' height then remove the Ficus behind. MAIN ENTRY ISLAND: • Replace damaged golf club west side sign light. (Golf Club's responsibility?) This light was existing and was not part of the landscape improvement project. • All plant beds in the median still need to be edged. They are not crisp. • Trim out the dead wood from the Cassia Trees. • Trim dead, melted stalks out of Euphorbias. • In general, there are significant infestations of weeds in the St. Augustine lawn in the entry medians and directory sign area. Strategize spray with atrazine this fall and patch with sod. Then keep up with weeds throughout year. • Trim plants away from landscape lights. • There is evidence of herbicide edging along some of the plant bed which has randomly burned back the turf and is unsightly. Stop doing this and mechanically edge the tree rings. • We recommend filling the space where the Oleander was with 7 gallon Ixora 'Trinidad', sourced from Boynton Botanicals. • Remove fallen Royal Palm fronds. FOREST LAKES BLVD AND WOODSHIRE LN: • Camelia Lane —Trim suckers and dead wood from Cassias • Fig Lane—Trim limbs from Crepe Myrtles that are encroaching into sidewalk • Gardenia Lane—Trim lower limbs from Floss Silk that are encroaching into sidewalk. • Kelp — Restake leaning White Geiger Tree. • Lyonia - Trim lower limbs from Floss Silk that are encroaching into sidewalk. • Milkwart—Trim Live Oaks to 10' overhead clearance above sidewalk • Woodshire — o Remove low hanging Cabbage Palm fronds that are encroaching into sidewalk at south end of Woodshire. o Trim low limbs from sidewalk across from Fairways sign. o Brazilian Pepper Trees, Australian Pines, Royal Poinciana volunteers all growing from the Naples Bath need to be trimmed back to fence line. The maintenance facility south fence line is completely overgrown and unmaintained and an eyesore that needs to be cleaned up (Golf club responsibility?) • GENERAL: Observed that the vast majority of the Publix Ficus hedge is in very ill health with Weedy vine infestation. (Any course of action?) • Observed southwest corner of Woodshire and F. Lakes Blvd need to be mowed and appears not to be being maintained. (Golf Club's responsibility?) • Still observed soil washout along the sidewalk at the base of the landscape block retaining wall at the Turtle Lake sign on the corner of Quail Forest Blvd. (Turtle Lake responsibility?) OVERVIEW The Forest Lakes MSTU, a division of Collier County, is seeking engineering consulting services for the ongoing review and maintenance of the existing stormwater management system. Forest Lakes is a residential and golf course community that was designed and constructed in the 1970's and as amended over time. II. PROJECT DESCRIPTION The project is generally described as: Review site conditions, stormwater plans, plats, permits, easements, and other documents as requested and provide opinion, recommendation or information related to operation and maintenance of the stormwater system. Provide information specific to the requests such as but not limited to: ownership information,design revisions,operation,permitting,and construction. Provide on- site observation and site visits as necessary to assess conditions. Prepare field report and/or email responses. Contact or meet with County staff and attend MSTU Board Meeting, if needed. III. FEES Fees for the task above will be time and materials as necessary, per the attached estimated work hours,not to exceed budget of$2,570.00.
