Dear Ms. Taylor:
The Collier Citizens Council strongly endorses an increase of the Tourist Development
Tax ("TDT") from 4%to 5% to augment funds available for Category A expenditures, es-
pecially capital reserves for beach projects, including maintenance, re-nourishment and
catastrophic storm damage, for the following reasons:
• To ensure that adequate financial resources are available for beach projects in the
event of accelerated erosion, major storm damage or curtailment/price escalation of
high-quality inland sand sources. Thin overall capital levels are projected throughout
future years and decline to perilously thin levels in 2022 due to forecasted major
beach re-nourishment of $18 Million.
• To provide capital funds sufficient for a full or partial offshore sand dredging option in
lieu of inland sand hauling to (a) mitigate adverse environmental consequences of air
and noise pollution, (b) expand vendor choices for beach re-nourishment predicated
on unknown future factors, including required sand volumes and timing as well as in-
land vendor supply, quality and pricing; (c) exercise prudent financial management to
more adequately capitalize funding capability for Collier County beaches given the
budgetary uncertainties of actual required beach expenditures.
• To allow allocation of any surplus funding capability to tourist promotion and marketing
as a secondary beneficiary of the 5th percentage tax addition to overall budget rev-
enue.
Clearly our hospitality industry does not require a lower tourist tax than the minimum 5%
overall rate imposed by all competitive Florida coastal counties; our major hotel resorts
and other lodging providers are experiencing high levels of profitability as measured by
the common industry metrics of occupancy, average daily rate and revenue per avail-
able room. Ultimately, the hospitality industry's financial health is predicated upon at-
tractively viable beaches and affiliated amenities or business and vacationing tourists
will elect the many other national and global options for "water, sand, sun and golf." Our
two largest hotel resorts wisely decided to begin operations on the Gulf well before the
availability of any TDT dollars and understood well the location of and distance from
RSW in the formation of their successful business plans.
• To recognize that Collier County beaches are not only our prime tourist amenity but
also a significant driver of overall economic and employment growth, beginning with
the direct generation of hospitality and real estate development and extending to
broad expansion of all industry categories within our community.
The Collier Citizens Council recommends an increase in the Tourist Development Tax
from 4% to 5%, with re-allocation of funding from percentage tiers 1-3 ( which provide
unrestricted availability for beach purposes) to increase beach capital funds. According-
ly, our proposal dedicates a substantial portion of an overall +1- $4 Million TDT incre-
ment to the health and viability of our beaches, with any residual monies benefitting
promotion and marketing. We anticipate that a thoroughly rigorous "needs" assessment
will determine the precise reallocations to ensure a high probability of adequate beach
funding for the future.
This proposed action is simply prudent fiscal management of a critical community
amenity that supports not only our tourism industry but overall economic prosperity.
