Call to Order Chairman Branco called the meeting to order at 2:03 pm. A quorum was established. II. Attendance Members: Tony Branco, Robert Slebodnik(Excused),Kathleen Dammert, Linda Jorgensen, (Vacancy) County: Harry Sells—Project Manager, Leslie Hayes—Project Manager. Approval of Agenda Ms. Jorgensen moved to approve the Agenda subject to the following: • Addition to Item X—Numerical Identification of Medians • Addition to Item X—Contact List Update Second by Ms. Dammert. Carried unanimously 3—0. IV. Approval of Minutes—July 23,2015 Ms. Dammert moved to approve the minutes of the July 23, 2015 meeting as presented. Second by Ms. Jorgensen. Carried unanimously 3—0. V. Chairman's Report Mr. Branco reported he conducted a drive through tour with Mr. Kindelan on August 27,2015. Observations will be addressed with the landscape architect's report. VI. Project Manager's Report—Harry Sells A. Budget Report Mr. Sells submitted the document"Lely MSTU Fund 152—August 27, 2015" for information purposes and provided an overview of the budget. He noted there is approximately$8,000 of uncommitted funds remaining in the current year's budget. Irrigation Controller Repair Mr. Sells reported that Hart Electrical, Inc. has completed the work for Grounding and Surge Protection of irrigation components of four controllers in the MSTU to code specifications. Invoiced cost is less than quoted proposal. 1 Street Lights The Committee expressed an interest in street light installation on area streets to improve safety and security. They inquired who installed,maintains and bears the operating costs for the street lights in the area of Lely Golf Estates/Royal Palm Golf Club. Mr. Sells will research and confirm the party that is responsible for the lights including maintenance and report back to the Committee. A determination may be made by the Committee on how to proceed if they so desire. Lightning Strike Repairs Mr. Sells noted following repairs have been completed: • Irrigation water line leaks. • Surge control wiring to the decoder which blew one-half a panel at Pebble Beach Circle. • Removal of three Palm trees. He noted he has not received invoices for the water line and wiring repairs. The MSTU will notify the County on the cost of the repairs so an insurance claim(which has a$500 deductible)may be filed. B. Irrigation is being worked on by Collier County and CLM Mr. Sells reported that a lightning strike disabled the irrigation radio receiver for ten days. The system is now working. C. Holiday Decorations,Done by November 15,Need Quote Signed Mr. Sells presented a price quote dated August 18, 2015 from "White Holiday Decor for Lely Golf Estates dated August 18, 2015" in the amount of$2,185.00 for consideration and noted that the power source is in working order. Ms. Dammert motioned to accept the "Holiday Decoration"contract from "White Holiday Decor for Lely Golf Estates dated August 1, 2015"in the amount of$2,185.00 for installation by November 15, 2015. .Second by Ms. Jorgensen. Carried unanimously 3—0. D. Flag Pole—Quote has been Approved Waiting for Item to be Fixed Mr. Kindelan reported that the flag pole lanyard in median 1 —St. Andrews has been repaired including installation of a new steel pulley. E. Grounding of the Irrigation Controllers has been completed. Mr. Sells reported that irrigation malfunctions have been addressed and repaired. F. Flower Bed on St.Andrews, Still Waiting on the Irrigation to be Fully Fixed The Committee discussed the landscape design prepared by Mr. McGee for median 1 at St. Andrews. The work cannot be completed until the County makes the necessary repairs to the irrigation system. Mulch will be applied in the interim followed by seasonal plantings in October. Ms. Jorgensen motioned to approve up to $2,500.00 for Fall planting of the flower bed at the entrance to St Andrews Median 1 per Mike McGee's design. Second by Ms. Dammed. Carried unanimously 3—0. 2 G. Dorel Sign Repair Only Had One Quote Submitted Mr. Sells noted that the sign will be repaired in the near future. VII. Landscape Architect Report— McGee&Associates Mr.McGee submitted the "Landscape Observation Report: -FY14-15, 08/24/15, 8-12-15" for information purposes and the following items were discussed: St. Andrews Blvd. & US 41 In bound R/W South Area requires general clean up,pruning and mulching particularly in the area of Suncoast Credit Union construction. A proposal has been submitted for plant replacement at the previous accident location. St.Andrews Blvd. • Median#5—Remove and replace Juniper between the Queen's Crape Myrtle and the Plumbago at new light pole installation. Clean up disrupted area and re-mulch. • Median#6—Remove Fox Tail Palm with Ganoderma butt rot disease on east end of median at addresses 255 &256. • Median#9—Prune Bougainvillea shrubs from address 367—355 to Juniper height to correct sight line issue. • Median#12—Monitor insect activity and take necessary action to eliminate. Forest Hills Golf Crossing&Lake—Spraying required to control insect activity. Valley Stream Cir. • Median#13—Remove and replace stressed turf areas. Pebble Beach Blvd. • Medians#15 & #16—Spraying required. If spraying is not effective, cut back plants. • Median#9—Heavy presence of Torpedo Grass. Submit proposal to replant. Baltusrol Signs—Keep foliage off the monuments. Doral Circle—General clean up required. Water Usage Mr.McGee noted potable water use high possibly due to software issues with Staff noting resolution of the issue is the responsibility of the County. Project Manager Report Comments Ms. Hayes noted that in an effort to streamline future landscape reports only active projects should be referenced, not those already completed with no issues to be addressed. VIII. Landscape Maintenance Report—CLM Mr. Kindelan reported: Solar Panel Mr. Kindelan suggested relocating the solar panel at the corner of Forest Hills/Cart Crossing approximately thirty feet west to optimize performance(current placement shaded by Palm tree). 3 The recommendation was tabled for a future meeting. Lights Mr. Sells has purchased a case of light bulbs at a cost of approximately$1,000 for replenishment of malfunctioning lamps in the light poles. The Committee requested that the MSTU research the feasibility of LED bulbs to reduce operating costs. Mr. Sells noted that the light sockets are not compatible with LED bulbs. General Maintenance • Decoders in two zones are not operational due to a lightning strike-Mr. Sells will provide the landscaper with a proper decoder for reprogramming. Mr. Kindelan will verify decoder issue specifics via email to staff on August 28, 2015. • Plants are being pruned and beds weeded. • Palms will be trimmed and seed pods removed. • Spraying for insects will be undertaken as requested by the landscape architect. • Washingtonian trees will be removed August 28, 2015.
