Ochopee FCD Advisory Board Minutes 07/13/2015 OCHOPEE FIRE CONTROL DISTRICT ADVISORY COMMITTEE MEETING ON JULY 13, 2015 CALL TO ORDER: Roll Call of Attendees Alan McLaughlin, Fire Chief, Ochopee Fire Control District Anthony Davis, Chairman of the Advisory Committee, Port of the Islands Ron Gilbert,Advisory Committee Member, Port of the Islands James Morris, Advisory Committee Member, Port of the Islands Jean Kungle, Guest, Port of the Islands Additions and Deletions to Agenda None Approval of Agenda A motion was made to approve the agenda as written it was seconded and passed the Agenda was approved. Approval of Minutes of Regular Meeting of June 8,2015 A motion was made to approve the Meeting Minutes of June 8, 2015 as written it was seconded and passed the meeting minutes were approved. REPORTS: Chief's Report Budget—Attached Chief McLaughlin — He went over the current Ochopee Fire Control District budget explaining that the negative and positive balances cancel each other out. We are currently low in our regular salaries which occurred due to employees using long term FMLA leave. Another impact was the loss of our Job bankers and not being able to utilize Isles of Capri's part time firefighters because they were short personnel. However, corrections have been made which should help the budget shortfalls and budget amendments have been completed to also help with the shortages. Page 1 There were 46 US Firefighter line of duty deaths for the year of 2015 and 8 in the month of June, 2015. Awards, Recognitions and Certifications Chief McLaughlin and Chief Morris were recertified for their Fire Instructors certifications. OPERATIONS REPORT: There were a total of 59 calls for the month of June 2015 and one mutual aid fire alarm activation to Marco Island. There was an incident report attached to the agenda with a break down of the calls for the month of June. The Chief briefly explained the report to the committee members. There were no boat rescue incidents and there were 22 calls on 1-75; 8 vehicle accidents, 1 vehicle fire, 5 emergency medical calls, 4 brush fires, and 4 smoke investigations. A monthly inspections report from Greater Naples Fire District was attached revealing the amount of Fire Inspections that were completed within the Ochopee Fire Control District. The Chief explained the report to the Advisory Committee Members. The monthly Greater Naples Fire Inspections report will be attached to every Ochopee Fire Control District Advisory Committee Agenda from now on. There were no fire investigations conducted in the Ochopee Fire Control District for the month of June. OLD BUSINESS: FEMA Grant for Smoke Removal Station 60 Chief McLaughlin—The FEMA Grant is open and we are still waiting for a response. Volunteer Fire Assistance Grant for Foam Chief McLaughlin The Volunteer Fire Assistance Grant has been completed the purchase order has been opened the foam has been ordered and we are waiting on delivery. FDOT 15/16 Budget Chief McLaughlin- The FDOT 15/16 budget has been completed and we should be able to process purchase orders by the 20th Page 2 Update regarding the water system at the 1-75 Station Chief McLaughlin —The new RO system for the 1-75 station should be up and running by the 23rd. Working on 1-75 Station Internet Chief McLaughlin —There has not been any movement on the internet for the 1-75 station but he is still trying to resolve the problem. Flag Pole at Station 60 Chief McLaughlin -The flag pole at station 60 is going to be replaced in next year's budget. New Base Radio for Station 61 Chief McLaughlin — The new base radio for Station 61 was purchased, installed and is operational. The base radio purchase was made via funds left in the construction budget for Station 61. 2 New MDTs for Engine 60 and 61 Chief McLaughlin—The two new MDTs (mobile data terminals)for Engines 60 and 61 have been purchased. The MDTs were programmed by the Sheriff's Department and personnel have been trained on the units. Currently the equipment is in place and functioning in the Engines. NEW BUSINESS: Wayne Martin leaving Isles of Capri Fire District impact on Ochopee Fire Control District Chief McLaughlin — Wayne Martin left Isles of Capri Fire District and as of today is working at Greater Naples Fire District. The Chief is again supervising the Isles of Capri Fire District personnel for the next six to eight weeks they have been incorporated into our call back staffing system for scheduling, leave time and payroll. The intention of Greater Naples Fire District is to hire all of the Isles of Capri Fire District personnel sometime prior to October 1, 2015 once that happens we will pull them off of the system. The Chief will be involved regarding asset control because of the Collier County Clerk's Office until by legislative action Isles of Capri Fire District is adopted into the Greater Naples Fire District. Until that time all of the assets remain with the County. Wayne is going to work as a contracted employee on Saturdays to assist with the payroll and asset inventory. Page 3 Discuss skipping August and have the next Advisory Committee Meeting September 14th Chief McLaughlin - The Chief suggested making the next Advisory Committee meeting September 14, 2015 which would mean skipping the month of August. He will be on vacation and there are no pressing issues at this time that would warrant a meeting in August. A motion was made to skip the August Ochopee Advisory Committee Meeting it was seconded and passed the next meeting will be September 14, 2015. Anthony Davis — He feels there needs to be a policy or strategy formulated in regards to situations like the vandalizing of the North Hotel where the water pipe was broken and the water couldn't be turned off. Chief McLaughlin — The Fire Department should have been notified when the water was first coming out of the building because then it becomes a public service call which allows them to enter the public building and find the major water leak. Anthony Davis—The water department told him they could not enter the building. Chief McLaughlin —The personnel at the water department should be advised that if they have any water leak in the buildings to call the Fire Department because they can enter the buildings. Anthony Davis—He asked if there could be some kind of policy for private residences if there is a water leak. Chief McLaughlin —They cannot enter the private residences but they can help with any of the fire suppression systems that are leaking in the buildings. Ron Gilbert— He brought up the fact that the drinking water line feed is different from the fire suppression feed so it could be turned off and not affect the regular water line. Chief McLaughlin—The Fire Suppression system was built to protect the building. Jean Kungle—What if they condemn the building does it still have to be on. Chief McLaughlin—Until it is on the ground.
