FMP Committee Minutes 04/08/2015 April 8, 2015 MINUTES OF THE MEETING OF THE COLLIER COUNTY FLOODPLAIN MANAGEMENT PLANNING COMMITTEE Naples, Florida, April 8, 2015 LET IT BE REMEMBERED, the Collier County Floodplain Management Planning Committee in and for the County of Collier, having conducted business herein, met on this date at 9:00 A.M. in REGULAR SESSION at the Collier County Growth Management Division Building, Conference Room #609/610, 2800 N. Horseshoe Drive, Naples, Florida, with the following members present: Chairman: Jerry Kurtz, CC Staff Vice Chairman: Craig Pajer, CC Staff Kenneth Bills, (Excused), Rick Zyvoloski (Alt.), CC Staff Christa Carrera, City of Naples Phillip Brougham Clarence Tears, (Excused) Chris Sparacino, City of Marco Island Joseph Gagnier Duke Vasey Mike Sheffield, CC Staff(Excused), Lisa Koehler Raquel Pines, Everglade City (Excused), Jon Walsh, CC Staff(Excused) James Hale ALSO PRESENT: Caroline Cilek, M.S., FMPC Staff Coordinator Howard Critchfield, Floodplain Coordinator Kathy Badger, Customer Service Specialist William Lang, CFM, Operations Coordinator 1 April 8, 2015 Any persons in need of the verbatim record of the meeting may request a copy of the audio recording from the Collier County Growth Management Department—Planning and Regulation building—Contact Mr. Evy Ybaceta at 239-252-2400. The meeting was called to order at 9:O5am 1. Approval of previous meeting minutes from January 21,2015 Mr. Pajer moved to approve the minutes of the January 21, 2015 meeting as presented. Second by Mr. Gagnier. Carried unanimously 9—0. 2. Update on the Floodplain Management Plan (FMP) approvals Mrs. Cilek reported a new Community Rating System classification is being sought by the County based on adoption of the new Floodplain Management Plan. The desire is for the County to be deemed a Class 5 community which would provide for an additional 5 percent reduction in flood insurance premiums for County residents (25 percent total). Ideally,the new rate will be available by October and she will provide updates as they become available. 3. FMP Mitigation Action Items review a. Overhaul of website: Existing Mitigation Action Item #10 and New Mitigation Action Item #2 i. Overview of conceptual pages Ms. Cilek presented the "2015 FMP Existing Mitigation Action #10 Schedule Sheet" for information purposes. They noted a new website is being developed for the Committee and noted it will: • Be interfaced with the Floodplain Management website. • Be an icon based, user friendly format. • Provide the most updated information on floodplain items and related topics. • Include an overview of the Floodplain Management Plan, its goals and Community Rating System information. • Contain a section where public feedback is encouraged and answers to Frequently Asked Questions are available. • Provide access to a form allowing individuals to pose questions on Floodplain Management to Staff. Ms. Cilek reported the website is anticipated to be launched by the end of the year and she and Mr. Critchfield will develop the content and another party will be responsible for development of the site. ii. Feedback welcome The Committee recommended the County consider developing a phone "App"for use by the public during extreme weather events. Staff relayed it's a good idea, may be possible at later stage. b. Updates on other new Mitigation Action Items Staff provide the document "Draft FMP Progress Report for 2015 Action Items" for information purposes. 2 April 8, 2015 4. Coastal Barrier Resource System Presentation a. Overview of proposed changes by USFWS Mr. Critchfield presented "Overview of the Coastal Barrier Resources Act and 2015 USFWS Proposed Changes" highlighting: • The Act seeks to minimize loss of human life by discouraging development in high risk areas. • Reduce wasteful spending of Federal resources and protect natural resources of coastal barrier(unique land forms protecting diverse aquatic wildlife). • There are 2 types Units: System Units that are generally private lands undeveloped at times of designation and Otherwise Protected Areas (OPA)that are generally comprised of lands held by a qualified organization, primary for wildlife refuges, recreational or natural resource conservation, etc.. • There are 5 map changes in Collier County which include incorporating roadway portions of Treviso Bay Blvd., Shell Island Road and Capris Blvd., Goodland Drive and Whiskey Creek Drive on Marco Island. • The areas with the changes are not expected to have a major impact on the County as they are primarily "undeveloped." • Any new buildings built in the proposed designation will not qualify for NFIP flood insurance. 5. Committee Member Vacancy a. CCPC recommendation - rural area representation Ms. Cilek provided a Draft Advertisement soliciting a member for the Committee to represent the rural area. The Member would ultimately be appointed by the County Manager. The Committee recommended: 1. The term "rural area"is defined, i.e. the area East of 951 including Golden Gate Estates Immokalee or Ave Maria. 2. Ensure any representative chosen is committed to participating in the process. If necessary to facilitate attendance, consider holding meeting in venues other than Horseshoe Drive. 6. Scheduling of next quarterly meeting—possible dates: a. Wednesday,August 5,2015 from 9:00 am to 11:00 am b. Wednesday,August 19,2015 from 2:00 pm to 4:00 pm c. Wednesday, September 2,2015 from 9:00 am to 11:00 am d. Wednesday, September 9,2015 from 9:00 am to 11:00 am Staff reported they will notify the Committee on the next meeting date after receiving feedback on the dates proposed. 7. Other Items/Committee Correspondence None There being no further business for the good of the County, the meeting was adjourned by the order of the Chair at 10:02am. 3 .
