EFFECTIVE DATE: January 15, 1994 PROCEDURE NUMBER: A-028 I. SCOPE: To describe the procedure for utilizing fresh water canals for recreational activities. II. PROCEDURE: Recreational activities within the canal system are intended to be passive in nature, primarily designed for shallow draft vessels. A minimum wake zone exists within the entire,-canal system. The launching of vessels in excess of 14 feet or are equipped with engines which exceed 15 hp. is prohibited at this facility. Speed is not to exceed 7-10 mph. Vessels with electric motors or non-motorized vessels are encouraged. Recreational activities such as water skiing or vessels pulling any type of flotation devices with passengers (tubing) are prohibited. Aaron Lutz Park 110,000 Capital projects has given this project to a Project Engineer and design should be starting soon. Play structure ordered November 1993, S30,000. C. Tony Rosbaugh Park 40,000 Work has begun on upgrading the fields, quotations obtained for lights. Sodding and fencing will be done from existing contracts and the project should be completed by the start of their season. D. Tigertail Parking 261,000 Reconfiguration of existing parking lot - completion 12/31/93. E. Vanderbilt Beach Walkovers 100,000 Capital Projects will be permitting and designing these pedestrian walkways on N. Gulfshore Blvd. F. Children's Play Equipment 30,000 Playground equipment for Golden Gate Community Park - purchased November 1993 G. Athletic Court Resurfacing 39,000 Resurfacing tennis and basketball courts throughout County - 3 to 5 year cycle. ... Vineyards Public Park 3,024,000 Bids were opened on December 15, 1993. The apparent low bidder is Vanderbilt Bay Construction at a cost of approx. 2.5 million. I. Pelican Bay Public Park 250,000 Westinghouse is building the park. The $250,000 is County's contribution to the lighting and play structures, etc. Westing- house is starting to stake the clearing limits the first week in January. J. Immokalee Recreation Center 2,700,000 The final plans are to be submitted to the County by 12/31/93. 12/29/93 final SDP submittal. K. Fresh Water Boat Launch in 300,000 Presented options to the BCC on 12/21/93. County Golden Gate Estates Attorney reviewing legal options. L. Golden Gate Community Center Expansion 1,500,000 On 12/14/93 BCC approved funding this project. Capital Projects is currently advertising for Request for Proposals for professional services to design facility. Tom Donegan has been selected the Project Manager. M. Golden Gate Estates Community Park 1,343,000 Negotiations ongoing with top ranked firm for professional services. N. Purchase of Gulf Coast Little League 118,526 Doing property survey, will probably purchase in next 2 weeks. - South Naples Park 1,000,000 Department and Real Property are continuing to investigate potential property in the South Naples area for a community park site. This is for your information on action taken and the process to start the construction. The Board of County Commissioners approved the 1.5 million dollar expansion of the Center on December 14, 1993 . The funding for the project is divided into several impact fee funds. Please see attached Executive Summary submitted to the BCC. With the Board of County Commissioners approval, the next step was to author a memo to the County Manager requesting authorization for the Purchasing Department to secure Request for Owim Proposals from architectural firms and establishing a review team to select a firm for professional services in regard to design of the Center expansion. This memo was written by the Director of Capital Projects Management. Members of the review team that were recommended to the County Manager are as follows: Community Center Supervisor, one member from the Parks and Recreation Department, two members from the Office of Capital Projects, one member from the Purchasing Department, and one member of Facilities Management. The time frame to secure Request for Proposals should take approximately one month. Once the Proposals are submitted, the Review Team will select a top rated firm and make a recommenda- tion to the Community Center Advisory Board and then to the BCC. This will take approximately four to six weeks. Once a contract is negotiated and signed, the design process can begin. Estimated design time frame - four to six months. The final design will be presented to the Center's Advisory Board for approval, then the Purchasing Department will place the project out for competitive bid for construction. The bid process takes approximately one month. The bids for construction will then be reviewed by the architectural firm and Office of Capital Projects. A recommendation will be presented to the Center's Advisory Board and the BCC. Estimated construction time - nine months. 4:) ESTIMATED TIME FRAMES A. Request for Proposals January 1994 B. Selection of Architectural Firm Mid March 1994 C. Design (4-6 months) September 1994 D. Bid (1 month) October 1994 E. Bid Award (2 weeks) Mid November 1994 F. Begin Construction January 1995 G. MS/bj/10414 Attachment 0 0 EXECUTIVE SUMMARY RECOMMENDATION THAT THE BOARD OF COUNTY COMMISSIONERS APPROVE THE EXPANSION OF THE GOLDEN GATE COMMUNITY CENTER AND AUTHORIZE BUDGET AMENDMENTS TO PROVIDE FUNDING FOR THE PROJECT Objective: To provide the community with adequate community center space. Consideration: Significant growth has occurred in the past =15 years in Golden Gate. When the Center was built there were 2,000 people living in the area, there are over 12, 000 people now. The Center is being operated at peak capacity. The staff is forced to deny use of the facility because of a lack of available space and time. Currently the Center rooms are scheduled a year in advance and have been for the last two years. The Center is booked year round. The Center is home to the Latch Key Camp Program during the summer months- which provides parents in the area with a low cost recreational alternative to having the children play on the streets or staying home alone. _ �- Several government departments also utilize the Center on an on-going basis. Departments give flu shots, register children for park programs, train deputies, have tax certificate sales, hold elections, hold workshops and assist people with food and nutritional aids. 0' The Golden Gate Community Center Advisory Committee recognizes the • +`r facilities maximized usage and at their regular meeting on November 1, 1993, approved the expansion and funding. The Golden Gate Community Park was constructed without community center ' facilities because of the nearby Center on the Parkway_ Now that additional community center space is required, it follows that the existing Center should be expanded rather than building a new and similarly sized facility at the Park. Impact fee budgets submitted for this year did not include this project. It was initially believed that impact tees could not be used; or if used . would require elimination of the existing Municipal Services Taxing Unit (MSTU) . The existing building was built and is operated through the MSTII therefore, bond issues and other funding options were being investigated. Recently it was determined that impact fees can be used given certain criteria are met. Much like the Golden Gate Estates Park, this Center expansion will be seen as a part of the Community Park system. The Center, in its operation, will meet the definitions for community park facilities and will as a result be eligible for impact fee funding. Fiscal Impact: Estimated project cost is $1,500,000. Because of the nature of the project, Community Impact Fees and 306 Funds can be used. Budget amendments are attached which reflect the following. This will establish a full project budget and allow the expansion to proceed. As we have discussed in the past, this parking area is horribly overgrown with exotics which serve to completely obscure the parking area from the roadway. It is our belief as an association that this condition, combined with the fact that there is no longer a parks attendant at the facility, has created a very unsafe condition. It is evident to the members of our Association that the parking lot is not being used because of this security problem and instead beach goers are parking on the vacant Barron Collier lot across the street. It is a shame that such a nice facility is being so tremendously under-utilized. This result is exactly the opposite result from that which the County Board intended when it removed the payment of fees and thus, the parking attendant from the facility. Our Association strongly urges the Parks & Recreation Department to develop a solution to this condition which is absolutely necessary to make the access a safer place. It is my belief that this will only be accomplished through removal of the exotic vegetation so that the parking can be seen from Vanderbilt Beach Road and that an attendant be reinstalled in the facility. We would invite your inclusion of this item on a County Parks & Recreation agenda for recommendations to the County Board. Your assistance in any other fashion, would be greatly appreciated.
