1991 - Present Mr. Davis is head of the Civil Engineering Division at Coastal Engineering
Consultants, Inc.with responsibility for land planning, rezoning and site engineering
of planned unit developments, including commercial development, multi-family and
single family residential projects. He has successfully negotiated and administered
municipal contracts for the development of environmentally sensitive coastal and
river front projects.
. 1986 - 1991 • As an Associate Engineer with Coastal Engineering Consultants, Inc.,Mr. Davis was
responsible for writing proposals, site planning, site design nd engineering of
utilities (using the kentucky Pipe Program for water distribution and manifolded
pump stations, roads, parking lots, drainage, and water management facilities.
Design and permitting of projects requiring mitigation of ACOE jurisdictional
wetlands. He was responsible for writing project specifications and contract
documents, project construction scheduling and project management.
• 1985 - 1986 Mr.Davis,while with the Nielson Company,worked in highway and heavy industrial
A' contracting; specifically in project estimating and management as related to the
following types of projects: State and Federal highways, power plants, and
wastewater treatment plants. Mr. Davis is experienced in calculating mass
diagrams including free haul and overhaul. Additional experience includes the
following: highway geometric design,traffic operations including progressive traffic
signal timing, trip generation including linear regression and the gravity mode.
Mr. Davis is knowledgeable in the area of computer programming. His computer
background also involves working with the following software:Autocad,Timberland
Accubid (job estimating software) and Earthwork (Quantity take-off software) and
various surface water management program.
1984 - 1985 Mr. Davis, working for Coastal Engineering Consultants, Inc., was involved in the
design and management of civil projects in Southwest Florida, including the site
development of the Marco Beach Hilton on Marco Island, Windstar and Crown
Point West.

I. Introduction
The Collier County Racquet-Club, purchased in 1984, provides Collier County
residents and visitors with a center for tennis and racquetball that is unique to our
area. The facility has enhanced the leisure time of Collier County residents and
visitors. Through the years over 80,000 users have enjoyed this facility.
In a recent Board of County Commission meeting, it was requested that the
Parks and Recreation Department provide alternative views regarding the
management and operation of the Collier County Racquet Club. The following
information, broken down into the history, operations, research, and management
models, seeks to meet this challenge.
II. History
The Collier County Parks and Recreation Department has been operating the
. Collier County Racquet Club since purchasing the facility on June 12, 1984 for the
purchase price of$250,283.37. The facility was purchased because the Master Plan for
Frank E. Mackle, Jr. Community Park showed that it would be extremely difficult to
get all of the required facilities on the available acreage. Because the Marco Island
Racquet Club was for sale and located very close to the Frank E. Mackie,Jr.
Community Park, it was felt at the time that the Marco Island Racquet Club could be
purchased and allowed to act as a small community park with a very limited
purpose. The acquisition of the Collier County Racquet Club allowed the
elimination of tennis and racquetball facilities in the Frank E. Mackie, Jr.
Community Park Master Plan. The reason the Frank E. Mackie, Jr. Community Park
is so limited stems from the fact that the twenty-nine acre site, which was donated,
is considered to be too small for a full-size community park, especially considering
that a large portion of the site is a lake which is needed for drainage. At the time of
purchase the full appraisal of the Collier County Racquet Club, an approximately
three acre property, was valued at $535,000.00. The facility was purchased out of
existing funds of $8,000,000.00 raised by the 1982 Parks and Recreation Bond
Referendum. The purchase of this facility was substantiated by an economic
feasibility study prepared by Revenue Consultants Inc., of Ft. Lauderdale, Florida.
When Collier County purchased the facility, it consisted of two buildings: an
office/club house and a building housing two indoor, air conditioned racquetball
courts. In addition, the facility included 5 "Cushion Comfort" tennis courts, two
courts lighted for night play, a forty-five car parking lot, and facility landscaping.
From date of purchase, the Board of County Commissioners approved
staffing and, on July 14, 1984, an "Open House" tennis event kicked off operations.
On January 15, 1985, the Board established a fee structure. Since the "Open House,"
the Collier County Racquet Club has been one of the busiest tennis and racquetball
facilities on Marco Island offering many fine programs and activities to the public.
General maintenance has been continued over the years with major
improvements made during the summer of 1992. The major improvements
involved replacing two damaged asphalt tennis court surfaces with synthetic clay,
repairing a portion of another asphalt court, lighting two additional courts, and
improving drainage.
III. Operations
The Collier County Racquet Club is a full service racquet sports center. The
facility is operated by the Collier County Parks and Recreation Department and is
open to the public seven days a week for a total of 88 hours per week. During the
1991-1992 Fiscal Year, the Collier County Racquet Club, including the Tommie
Barfield tennis courts, had 21,314 facility users. The net cost for this full service
center was $ 5.42 per hour of operation or approximately $24,000 a year.
The facility includes three "Comfort Cushion" Championship tennis courts,
two Har-Tru Hydrocourt tennis courts, four of which are lighted for night play, two
indoor air-conditioned racquetball courts, a four person practice wall, an office, a
small Pro Shop, lockers and showers, and one meeting room.
• Besides simply maintaining the facility, the Collier County Racquet Club staff
provides a wide array of services and programs. The largest program offered at the
Collier County Racquet Club is an extensive league network. During the 1991-1992
Fiscal Year, twenty-seven different leagues were run. Each league ran for three to
seven sessions per year for a total of 158 individual leagues. Most leagues meet for a
seven week session. The league program provided a service to 299 different
participants, with a total of 1348 league slots offered throughout the year. During
1991-1992 this program showed a 12% increase over the previous year. The league
program offered at the Collier County Racquet Club is by far the largest league
network offered by any facility in Collier county. While most of our league
participants reside in the Marco-Isle of Capri-Goodland area, participants come from
as far as North Naples and Everglades City.
The Collier County Racquet Club offers continuous programs such as weekly
tennis and racquetball mixers. Four round robins are offered each week: Sunday
morning Men's Tennis Mixer, Saturday morning Women's Tennis Mixer, Saturday
afternoon Junior Tennis Mixer, and Friday night Racquetball Mixer. These activities
are open to all skill levels, providing an easy way to meet other racquet sports
enthusiasts. During the 1991-1992 Fiscal Year a total of 2160 players participated in
weekly mixers.
The Patron's Association Team Competition is another popular program
offered at the Collier County Racquet Club. Teams travel around Collier County
playing interclub matches. Teams consist of ten to fifteen players. At the present
time the Collier County Racquet Club offers four teams: Women's 3.0 Team,
Women's 3.5 Team, Women's 4.0 Team, and Men's 4.0 Team. Administrating this
program involves holding try-outs, evaluating players, monitoring each team
weekly, validating scores, and running two hour practices each week for each team.
The Collier County Racquet Club has participated in this program for the past six
years.
The Collier County Racquet Club also offers Special Events and
Tournaments. Special Events range from "Who Dunnit" tennis round robins,
where participants play for clues and try to solve a mystery, to a Tennis Carnival,
Adult/Junior Fun Tourney, a Western Style Mixed Doubles Tennis round robin and
Barbecue, and Christmas Tennis Mixer with a canned food drive for the needy in
our county. The largest single tournament offered is the annual "Turkey Classic"
tennis tournament. The tournament has been held for the past eight years. This
tournament offers Men's and Women's Singles and Doubles events, Mixed Doubles
events, and Junior's Singles events. The "Turkey Classic" is the second largest
tournament in this area and involves 150-175 participants each year. Others large
tournaments include the "Collier County Hard Court Doubles Championships" and
several USTA sanctioned Junior tournaments. All of these tournaments utilize
courts at the Collier County Racquet Club, East Naples Community Park, North
Naples Community Park, and Golden Gate Community Park.
The Collier County Racquet Club Instructional Program consists of private
lessons, group lessons, clinics, and drills. "Beginner's Clinic," "Learning to Win,"
gli and "Intermediate Doubles Strategy" are the most popular. Private instruction is
available seven days a week. During the 1991-1992 Fiscal Year 1289 people
participated in the Instructional Program.
The Collier County Racquet Club strongly supports Junior programs for the
local youth. Staff is involved in the USTA School Program which involves visiting
various local schools and introducing students to the fundamentals of tennis. The
Collier County Racquet Club offers between 12 and 18 tennis classes per year for
juniors ranging in skill level from beginner to advanced player, ages 5 to 15. Junior
tennis leagues are offered as a part of our league program. Each summer Junior
Tennis Camps are offered. In addition, free clinics, tennis and racquetball court
time, and use of the Collier County Racquet Club meeting room are provided for
Frank E. Mackle, Jr. Community Park's Summer Camp program.
Other ongoing services and programs include ball machine rental, a "Game
Finder" program, racquet stringing services, racquet repair and inspection services.
The Collier County Racquet Club offers a small Pro Shop carrying items such as
tennis balls, grip tape, racquetball gloves, and other utility items.
Each year special programs are offered in response to specific desires expressed
by the public. During the 1991-1992 Fiscal Year, the largest special program run was a
4.5-5.0 Men's Tennis Challenge. The program ran for six weeks and involved over
146 matches. Frequently, spectators came to watch the matches as the level of play
was exceedingly high.
In addition to providing services and programs, the Collier County Racquet
Club staff is responsible for collecting court fees, selling annual passes called
"permits," maintaining financial records, obtaining an injury waiver from each
facility user, maintaining Pro Shop records, ordering supplies, maintaining the
Collier County Racquet Club facility and Tommie Barfield Elementary School
tennis courts, making work order requests, assisting in the budget process, and
serving the public by providing information and answering questions. Collier
County Racquet Club staff includes one full time supervisor (40 hours), a part time
Program Leader I (30 hours), a contracted clerk (19 hours), and a contracted Tennis
Pro. The Tennis pro's major responsibilities include teaching private and group
lessons, clinics, drills, and racquet stringing. Collier County collects all fees derived
from these activities and remits 80% to the contractor.
IV. Research
To evaluate the operations of a facility and present options as to how the
facility could be operated, research was conducted regarding how other
governmental organizations throughout South Florida were operating their Tennis
facilities. The information requested included :

The table on the following page describes the results as obtained from other
governmental organizations throughout South Florida. The results show that all
municipal tennis facilities, with the exception of Hollywood, were operated in
house by the various Parks and Recreation Departments.
Two recent changes made by recreation departments within the last year are

Sarasota County and the City of Naples. Both of these agencies now operate their
facilities the way the Collier County Racquet Club currently operates.
At the present time, there are 11 public tennis courts: 7 courts operated by
Collier County Parks and Recreation and 4 operated by the Marco YMCA.

full services. Revenue is generated from court fees, annual "permit"
sales, Pro Shop sales and program fees. in accordance with the current fee
structure.

b. Contractor receives all revenues and remits an estimated 20% of
gross revenue to Collier County.

lease agreement. If this management model were used, it would be best suited
for a multi-year contract.

policies with Parks and Recreation approval.
b. Contractor receives all revenues and remits an estimated 10% of
gross revenue to Collier County.

vices Advisory Board of Naples , having moved to an area out-
side of Naples and no longer being a resident of the city.
Attached is the resume submitted when I applied to that
board .
This recent education in public sector recreation
would very much enhance my contribution to your Parks and
Recreation Advisory Board . I gained understanding of:
1) the budget process ;
2) state mandated requirements (Level of Service) etc . ;
3) the balance among - the wants and needs of the community,
population growth and the financial constraints

1991 - Present Mr. Davis is head of the Civil Engineering Division at Coastal Engineering
Consultants, Inc.with responsibility for land planning, rezoning and site engineering

municipal contracts for the development of environmentally sensitive coastal and

pump stations, roads, parking lots, drainage, and water management facilities.
Design and permitting of projects requiring mitigation of ACOE jurisdictional
wetlands. He was responsible for writing project specifications and contract
documents, project construction scheduling and project management.
1985 - 1986 Mr. Davis,while with the Nielson Company,worked in highway and heavy industrial
contracting; specifically in project estimating and management as related to the
following types of projects: State and Federal highways, power plants, and
wastewater treatment plants. Mr. Davis is experienced in calculating mass
diagrams including free haul and overhaul. Additional experience includes the
following: highway geometric design,traffic operations including progressive traffic
signal timing, trip generation including linear regression and the gravity mode.
Mr. Davis is knowledgeable in the area of computer programming. His computer
background also involves working with the following software:Autocad,Timberland
Accubid (job estimating software) and Earthwork (Quantity take-off software) and
various surface water management program.
1984 - 1985 Mr. Davis, working for Coastal Engineering Consultants, Inc., was involved in the
design and management of civil projects in Southwest Florida, including the site
development of the Marco Beach Hilton on Marco Island, Windstar and Crown
Point West.

A RESOLUTION CREATING A PARKS AND RECREATION ADVISORY
BOARD, PROVIDING RESPONSIBILITIES; PROVIDING
QUALIFICATIONS AND REQUIREMENTS OF MEMBERSHIP;
PROVIDING PROCESS OF APPOINTMENT; PROVIDING TERM OF
OFFICE; PROVIDING ATTENDANCE REQUIREMENTS; AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, <>
SECTION ONE: INTRODUCTION
The Parks and Recreation Board has been established by the
Board of County Commissioners to advise the Commissioners and
the public on all programs involving parks and recreation.
SECTION TWO: RESPONSIBILITIES
The Parks and Recreation Board shall advise, counsel and
recommend to the Commissioners on any matters concerning
acquisition, development, programs, and facilities involving
parks and recreation. The Advisory Board shall take into
consideration all data and statistics and review each project
in detail before said project is presented to the Board of
County Commissioners.
SECTION THREE: MEMBERSHIP
A. Number of Members
The Parks and Recreation Advisory Board shall be composed
of seven (7) members, one from each of the seven original
community park impact fee districts of the County.
B. Qualifications and Requirements for Membership
All members of County Boards shall be permanent residents
and electors of Collier County and should be reputable
and active in community service. In addition, all Board
members should have demonstrated an interest in the
activity or service which is the purpose of the Board.
Any member of a County Board who ceases to be a resident
of Collier County during his or her term of office shall
immediately advise the Commission of such change in
status. Upon such notice the Commission shall declare
the position to be vacant and shall promptly fill Same
pursuant to the provisions of Section Three (C) herein.
No person shall serve on more than two County Boards
simultaneously. If application is made for service on a
third Board, the applicant must resign simultaneously
from one of his or her current Board positions, or the
application for the third Board shall be disqualified.
No member of any County Board shall become a candidate
for an elective political office and continue to serve on
such Board during his candidacy. Should any County Board
member become a candidate for an elective political
office, such candidacy shall be deemed a tender of
resignation from such Board and the Board member shall
immediately advise the Commission of said resignation.
The Commission shall, as soon as practicable after such
resignation, declare the position to be vacant and shall
promptly fill same pursuant to the provisions of Section
Three (C) of this Ordinance. The Board member shall not
serve at any meetings after his or her position is
declared vacant by the Commission.
C. Process of Appointment
Vacancies occurring on any Board shall be publicized, but
need not be advertised, in a publication of general
circulation within the County, and vacancy notices are to
be posted in the County libraries and County Courthouse.
Prior to making appointments to Boards, the Commission's
staff shall provide the Commission with a list outlining
the qualifications and demographic background of each
candidate for Board membership, along with a list
detailing the qualifications and demographic backgrounds
of present members seeking reappointment on each Board to
which an appointment is being made.
D. Term of Office
1. Terms of office for Board members shall be staggered
two (2) year terms.
2 . a. Terms of office for Board members shall be
limited to two consecutive terms of service on any one
Board provided, however, that appointment of a Board
member to an initial term of one year shall not be
considered a "term of office" for purpose of the
limitations set forth in this section and such members
shall be entitled to serve two additional terms if so
appointed.
b. Appointments to fill a vacancy for the remainder
or balance of a term of office shall be considered a term
of office for the purpose of the limitations set forth in
Section 2 (a) above only if the remainder of the term to
be served exceeds 50% of the full term.

c. By a unanimous vote of the Commission, the
limitations set forth in subsection 2 (a) above may be
waived.
3 . Nothing set forth in subsections (2) above shall
prohibit any individual from being re-appointed to a
Board after a hiatus of two years.
E. Attendance Requirement
It is the intent and strong desire of the Commission that
there be full attendance of advisory Board members at all
meetings of the Boards, recognizing, however, that it may
be necessary for Board members to be absent from a
meeting due to unusual or emergency circumstances.
Nevertheless, full attendance at Board meetings is
encouraged and necessary for the proper operation of the
Boards and in furtherance thereof the following
requirements are established:
1. Any Board member who is absent for more than
one-half of the Board's meetings in a given fiscal year
shall be deemed to have tendered his or her resignation
from such Board. The Commission shall, as soon as
practicable after such resignation, declare the position
to be vacant and shall promptly fill same pursuant to the
provisions of Section Three (C) herein. The Board member
shall not serve at any meetings after his or her position
is declared vacant by the Commission.
2 . In the event that any board member is absent
from two consecutive Board meetings without a
satisfactory excuse acceptable to the Board chairman, the
Board chairman shall state such fact at the next
regularly scheduled Board meeting and shall thereafter
notify, in writing, the Administrative Assistant to the
Commission of the board member's failure to attend
without satisfactory excuse. The Commission shall review
the board chairman's notification at a Commission meeting
and shall declare the Board member's position to be
vacant if the Commission concurs that the Board member
was absent from two consecutive Board meetings without a
satisfactory excuse and shall promptly fill same pursuant
to the provisions of Section Three (C) herein. The Board
member shall not serve at any meetings after his or her
position is declared vacant.
3 . A member of a Board shall be deemed absent from
a meeting when he or she is not present during at least
75% of the meetings.

F. Duties
The Advisory Board shall perform its duties as a
committee of the whole.
SECTION FOUR: MEETINGS
A. Quorum:
A majority of the total members shall constitute a quorum
for the conduct of business.
B. Officers:
The Advisory Board, in its first meeting each year, will
select a Chairman and Vice-Chairman by majority vote, to
serve a term of one (1) year.
C. Frequency of Meetings:
The Advisory Board shall meet monthly, or more frequently
at its desire, or upon call of the Board of County
commissioners. Monthly meetings shall be considered
"regular" meetings; meetings of another frequency will be
termed "special" meetings, and may be called either by
the Chairman or a majority of the Advisory Board on three
(3) days' notice to the other members by first class
mail, or waiver of notice if such meeting has majority
approval, or verbally when duly documented in the minutes
of the Advisory Board.
D. Minutes of Meetings:
Minutes will be taken of the meetings conducted by the
Committee by a member designated by the Committee.
Copies of such minutes will be filed with the Clerk of
the Board of County Commissioners, with copies provided
the County Manager.
E. Meeting Facilities:
The County shall provide meeting facilities for the
Advisory Board through the County Manager.
SECTION FIVE: STAFF ASSISTANCE
The County Manager shall provide technical information and
staff assistance on a need basis, as his resources will
allow.
The Parks and Recreation Director will be the liaison between
the County Manager and the Advisory Board.

SECTION SIX: REPORTS
Reports shall be prepared on call of the Board of County
Commissioners. The Board will be reviewed once every four
(4) years by the Board of County Commissioners.
