REQUESTS FOR DISCUSSION - SPECIFIC UPDATE ITEMS V. NEW BUSINESS/PRESENTATION: A. PRESENTATION - CONKLIN POINT A presentation was given by Timothy L. Stone, Architectural Engineer and Dan Johnson, Civil Engineer, of Gee & Jensen; and Tom Donegan, OCPM, regarding the Conklin Point Boat Launch Facility. Plans of the Conklin Point Boat Launch Facility were displayed and discussed. There is a strip of land, approximately 30' wide by 550' long on the north side of the property, that may be purchased and used for future additional parking. The facility includes space to be leased by the Coast Guard - the Executive Summaries for this Agreement with the Coast Guard, and the award of the bid for construction of the facility will be presented to the Board of County Commissioners at the same time. Bid #92-1965, for construction of this facility, was discussed. Of the five bids submitted, Vanderbilt Bay Construction Company was the lowest bidder. The dollar amount bid of $866,750 was still approximately 6 1/2% over expectations. A grant in the amount of $505,660.91 has been received from the Florida Boating Improvement Program, and an additional $19,114.09 has been requested. This would bring the total amount of the grant to $524,775. MOTION by Mrs. Till : Move that Vanderbilt Bay Construction Company bid for Conklin Point Boat Launch Facility be accepted. Seconded by Mr. Blackford. Passed 3/0. B. DISCUSSION OF GROWTH MANAGEMENT PLAN A table of Parks and Recreation Facility Standards was distributed and briefly reviewed. Mr. Brinkman left the meeting at 2:45 and was not present to review this report in depth. This will take place at the next PARAB meeting. VI. REPORTS/UPDATES A. IMMOKALEE PROJECTS The Amphitheater is being renovated with the final completion date approximately November 2nd. The entire facility will be handicapped accessible and should be ready for the Thanksgiving Day festivities. The cooking area at Airport Park is in need of major repair, a new roof, etc. but there is no money budgeted this fiscal year. The grills will be repaired and everything will be in order for the holiday festivities held there. Dinners are served to the needy on Thanksgiving and Christmas and in the spring a Harvest festival is held at this site. B. Conklin Point Boat Ramp - discussed during presentation C. Vanderbilt Beach Access This project has slowed down for several reasons. The brick pavers had to be put out for bid and the State had some concerns with the type of lighting being used. We are currently looking at a completion date the end of November. D. Collier County Racquet Club Two clay courts have been installed, one court refinished, and lighting installed. Although the contractor is still making adjustments to the water, the facility is open to the public. There will be some type of grand opening soon to promote the facility and the new courts. Mr. Mueller made favorable comments about the maintenance of the new courts. C Policy/fees - New fees have been submitted to the BCC for the use of County recreational facilities. Instructions from the Board were to �r leave the fees as submitted, but to meet with Mr. Prey and some other interested people, to discuss the fees at the Racquet Club. The concensus was there should be a variance between the fees charged for tax payers and non-residents. Results of this meeting will be presented to the BCC soon. BEACH PARKING FEES - Mr. Mueller read a report to the PARAB members regarding the beach parking fees and the decision of the BCC. Update of the BCC decision on beach fees - on June 30 we were instructed to raise the beach fees to $2.00 per car as the result of the productivity committee review, thus increasing the parking revenue for the upcoming fiscal year. On September 29, at the BCC meeting, a small group opposed this increase, and the BCC eliminated all County beach parking fees. This also resulted in the termination of 10 beach parking attendants. Concerns were raised regarding vandalism, parking, etc. without supervision at these sites. A discussion was held regarding the importance of PARAB if the BCC did not adhere to any of their recommendations. Comments by Murdo Smith reassured the PARAB members that their recommendations had indeed made a difference on various issues - i .e. Bluebill property, etc. Mrs. Till wished to go on record as saying that PARAB stands by their decision to charge at County beach sites. E. Ballfield Construction - Veterans and Golden Gate Community Park The construction of the Little League field at Golden Gate is progressing well and is approximately one week ahead of schedule, with substantial completion expected in December. The North Naples Little League/softball project is two weeks behind schedule due to extremly wet conditions in the area. Lynch Construction Co. feels that they will be able to make up time and completion will occur in mid January. F. Swimming Pool Construction The bids came in above our estimate. Policy allowed negotiations with the lowest bidder - Weller Pools, 1 .9 Million Dollars - to reduce the total cost by eliminating some "extras" . The BCC approved $1,580,000 and was favorable about retaining the slide and plunge pool if moneys can be found to fund this portion of the project. A revised Executive Summary should be presented to the Board soon. G. Community Center Schedules - this item was tabled. 4 H. Vineyards Community Park A Grand Opening was held October 17 for the new soccer complex constructed at Vineyards Community Park. There will be 62 teams playing there every Saturday and the facility will be well used. The staff did an excellent job getting the fields into shape and ready for play. I. Proposed Regional Sports Complex Staff has been working with members of the School Board and principal of Barron Collier High School to expand this facility. There is approximately 35 to 40 acres available east of the school . The School Board would be donating the land - 4 baseball fields and 5 softball fields would be constructed by our Department for joint use. There would also be soccer fields at this location. This would be of great benefit to both entities. J. Lighting Football/Soccer Fields - East Naples and Veterans Park Lighting of the football/soccer fields at East Naples and Veterans Park is taking place. Mid Continent Electric was awarded the $100,000 contract in August, the poles have now been delivered to the sites, and should be installed by the second week of November. The County sponsors flag football programs - tackle football programs are offered by the City of Naples. VIII. Meeting was adjourned at 3:55 pm.
