EXECUTIVE SUMMARY
RECOMMENDATION THAT THE BOARD OF COUNTY COMMISSIONERS RENEW BID #91-1814 FOR
THE PURCHASE OF SPORTS EQUIPMENT AND GAMES TO PYRAMID SCHOOL PRODUCTS,
SPORTIME, AND BSN SPORTS.
OBJECTIVE: The Board of County Commissioners renew Bid #91-1814 for
1992/93 for Sports Equipment and Games for the Parks and Recreation Department
to Pyramid School Products, Sportime, and BSN Sports.
CONSIDERATION: On November 15, 1991, the Purchasing Department published and
distributed nine (9) bid packages for sports equipment and games for the Parks
and Recreation Department. The bid is in effect for one (1) year and had a
renewal clause for an additional two years. The Bid Opening was held on
December 10, 1991, with six (6) vendors responding. The results were as
follows:

Passons Sports No Bid
Dominica Recreation Products was eliminated from the bid as the company sells
playground structures not sporting equipment such as basketballs and bats.
After reviewing the bid it was determined that the prices of goods in each of
the catalogues varied. Because the prices varied, the percentage discount by
catalogues may not reflect the best buy for the County.
It has been the policy of the Purchasing Department to obtain three quotes and
usually buy from the apparent low bidder. On all equipment orders placed by
the Parks & Recreation Department, staff will use the three quote system
between Pyramid, Sportime, and BSN. The Department will then purchase the
products from the company with the lowest quote. The Department has been
operating under this system for the past nine months and it is working well .
FISCAL IMPACT: Monies have been allocated in Fund 001-156341 and 111-156343
for these purchases. This expenditure is 85% offset by program user fees.
GROWTH MANAGEMENT: none
RECOMMENDATION: The Board of County Commissioners renew Bid #91-1814 to: (1)
Pyramid School Products, (2) Sportime, and (3) BSN Sports for the purchase of
Sporting Equipment.

EXECUTIVE SUMMARY
RECOMMENDATION THAT THE BOARD OF COUNTY COMMISSIONERS RENEW BID
#91-1802 FOR THE PURCHASE OF ARTS AND CRAFTS SUPPLIES.
Objective: That the Board of County Commissioners renew Bid #91-1802
for 1992/93 to Triarco Arts and Crafts, Inc. , S & S Arts and Crafts
and Dick Blick Company for Arts and Crafts supplies for the Parks and
Recreation Department.
Considerations: On October 25, 1991, the Purchasing Department
published and distributed bid packages for arts and crafts supplies
for the Parks and Recreation Department. The bid has been in effect
for one year with a renewal clause for two (2) years. The Bid Opening
was held on November 13 , 1991 with five (5) bidders submitting. A bid
tabulation sheet is attached for your review. The results were as
follows:
Triarco 20% discount from catalogue price
S & S Arts and Crafts 15% discount from catalogue price
Dick Blick 10% discount from catalogue price
U S Toy 5% discount from catalogue price
Sax Arts and Crafts NET
Staff has reviewed the Bids and based on percentage off catalogue
price, the Bid be awarded to three (3) vendors offering the best
I catalogue discounts in the order shown above. During the evaluation of
the bids, staff discovered that not all arts and crafts companies
carry the same merchandise. Therefore, it is proposed that purchases
be made based on the availability of products from the different
catalogues.
It is because each of the arts and crafts suppliers are different in
the materials and items each carries, staff is recommending that the
bid be awarded to three companies. The Department has been working
with the companies for the past nine (9) months and the system has run
well .
The supplies purchased through these contracts will be used in
programs such as summer camp, pre-school , after school , and other
recreation programs. Revenues received from programs pay for 70% of
the supplies purchased.
Fiscal Impact: Monies have been allocated in Fund 001-156341 and
111-156341 for these purchases.
Growth Management: None
Recommendation: That the Board of County Commissioners renew Bid
#91-1802 to (1st) Triarco Arts and Crafts, Inc. , (2nd) S & S Arts and
I 410 Crafts, and (3rd) Dick Blick Company for the purchase of arts and
crafts supplies.
