I. Call to Order: The meeting was called to order at 2: 15 p.m.
1 II. Pledge of Allegiance to the Flag:
III. Approval of Minutes: Approval of 25-Mar-1992 Minutes. Motioned by Gil
Mueller, seconded by Ms. Geneva Till , the motion passed unanimously with
1 a 4-0 vote.
IV. Requests for Discussion - Specific Update Items:
A memo from Mr. Murdo Smith was to be added under "Internal Audit
Update" on the Reports/Updates listing. To be discussed at that time.
Mr. Gil Mueller requested the following items for updated list: (1) The
Safe Swimming Areas at Tigertail - The Executive Summary. Mr. Gary
Franco commented that is to construct a safe swimming area at Tigertail
Beach for swimmers only. The BCC Chairman is to sign an affidavit,
authorizing the permit process to go through. (2) We discussed last
month, Program Priorities. What, if anything was resolved on that? Was
there any further progress made on it since last month? Mr. Gary Franco
commented that no further progress has been made. However, that's where
Murdo is today. He' s with the Commissioners reviewing that program
budget priority list. So we may know something later on today on what
was and was not approved.
Ms. Cherryle Thomas asked if there was anything further on
"Reorganization of Parks and Recreation Positions". Mr. Gary Franco
commented that was part of the County Manager' s plan when he decided to
cut some positions from the County Budget. Basically those positions
were the Beach & Water Supervisor, the Recreation Superintendent, and
the Racquet Sports Supervisor. Those jobs will be eliminated as of
October 1st. Now, if there's some vacant positions within our
Department, we will try to absorb those people. Ms. Geneva Till
vet commented that what she was concerned with, is that we don't lose Mary

Ellen, and the other people already in place. Mr. Gary Franco stated
that every effort is going to be made to absorb them into the Department
in some capacity. Ms. Cherryle Thomas requested that staff keep PARAB
abreast by periodically bringing that before them before October.
Ms. Cherryle Thomas requested an update on Mr. Gil Mueller's request for
discussion on "User Fees" .
Mr. Gil Mueller, I was going back in by records, and last July we
started discussing this. We requested this discussion every month, and
nothing seemed to end up being discussed. It always seemed to escape
being on the Agenda. We made an issue of it in March, and as I recall ,
it was agreed that it would be put on the agenda for April , but it' s not
there. He feels that it is something that is extremely important, and
that PARAB should give some input to that to the BCC on that subject.
Ms. Cherryle Thomas requested that that this subject is put on the May
Agenda for discussion under Reports/Updates.
Mr. Gil Mueller requested some discussion concerning beach fees.
Encourage the Commissioners to retain the present fee structure of $1 .00
Since we haven't been successful in increasing it in the past, perhaps
it would be wise to encourage them to retain the current fee structure
and also to place the Lely Barefoot park in that schedule just as soon
as possible. The facilities within that building will be ready for use
within a week to ten days, and it is his opinion at least that once that
is accomplished that, that park should have the same fee structure as
the rest of the beach parks. He really feels strongly about having some
consistency as far as fees at the various park facilities. So, he'd
like to encourage the Commissioners to place that in the same category
as the other Beach Parks in the County, just as soon as possible.
Mr. Gil Mueller commented that he is afraid of the groups of people who
would like to see all of the fees abolished. In other words, what in
effect they would like to see, is for the tax payers of Collier County
to subsidize the maintenance of all the parks and not receive any money
in return. Personally, he resents and believes many tax payers resent
having to pay for that amenity for tourists. He also feels that these
people will be pursuing this very quickly. That is the reason I have
made somewhat of an issue of it and thought perhaps it might be wise for
PARAB to make that recommendation. He wants the County Commissioners to
know how we feel about it at this point, and then discuss it in greater
detail perhaps next meeting. Mr. Gil Mueller motioned that we encourage
the BCC to retain the same fee structure as it relates to our County
beaches as we've had in past years. In view of the fact that Lely
Barefoot Beach Bath-house facilities will be available within ten days,
to give particular attention to placing the Lely Barefoot Beach in that
same fee structure.
Ms. Geneva Till seconded this motion, and it passed with a 4-0 vote.
Ms. Cherryle Thomas requested an update on Tigertail . Mr. Gary Franco
commented that the County Manager is going to sign off on the hiring of
the Ranger position to be paid out of the Marco Beach re-nourishment
taxing district. We need to get that position in place by May 1st,

because that is when Sea Turtle monitoring has to occur. Basically that
position is going to be funded for somewhere in the neighborhood of,
with benefits, 22 or 23 thousand dollars.
Mr. Gil Mueller requested discussion on the "Collier County Park &
Recreation Department Registration Forms", more specifically the Hold
Harmless Agreement on these forms. He commented that the legal way that
this is worded is absolutely ridiculous, and there has been a lot of
dissension and complaining at the Racquet Club. He personally thinks
that its overkill , that it's unnecessary. Mr. Gil Mueller commented
that he had made a recommendation once before that this be looked into
and that PARAB have a report on it. He is still waiting for the report.
Mr. Gary Franco commented that all County activity participants are to
sign that Hold Harmless Agreement.
Mr. Gil Mueller asked if this was unusual to have everybody sign
something like this. It' s Mr. Gil Mueller's opinion that it' s not being
done throughout the County to 100 percent. That is the reason he wanted
some explanation as to if it could be modified, abandoned, or done
completely throughout the County.
Ms. Cherryle Thomas asked if anything has been done lately concerning
this form.
Mr. Gary Franco commented that the basic form has remained unchanged
since its inception.
Ms. Cherryle Thomas also asked if anybody is in the process of re-doing
this form?
Mr. Gary Franco commented, not to his knowledge.
Ms. Cherryle Thomas commented that this be put on the May agenda and
perhaps the Attorneys can come. Mr. Murdo Smith is to give PARAB an
update.
Ms. Cherryle Thomas commented, I really am interested then in the
legalities of this form.
Mr. Gary Franco commented that we've had one law suit against us where a
person tripped over a sprinkler or so he said and hurt his leg.
Fortunately, for the County, we won that law suit. Mr. Gary Franco
commented the general residents or the people that just walk in the park
and want to use the facilities (i .e. tennis courts) do not sign that
form. However, for any Collier County sponsored event (i .e. Tennis
League) they are required to sign it. That is the policy.
951 Boat Ramp Parking:
Mr. Gary Franco commented that he knows we've got to apply to the DNR to
acquire some land out in that area. The time line on that is something
like two or three years.

Ms. Cherryle Thomas asked Gary Franco about the Bid for the Picnic
Tables. Mr. Gary Franco commented that has not gone to the BCC yet.
However, the Executive Summary has been prepared. We're looking forward
to within the next two weeks it should be going to the BCC.
V. New Business/Presentations:
A. Update on Capital Projects:
Mr. Gary Franco commented, "This is for the capital projects that
are planned for the rest of this year, and next year. They are:
THE SWIMMING POOL DESIGN FOR GOLDEN GATE COMMUNITY PARK - Mr. Gary
Franco, "That project should go out for bid, and contract awarded by
the end of the fiscal year. Construction and completion should be
by the end of 1992/93 or the end of next fiscal year and that will
be at a cost of 1 .5 million dollars. That pool is to be located at
the Golden Gate Community Park. Now that is not an Olympic sized
pool , that is a competitive pool which is a 25 meter pool . "
Mr. Timothy Blackford asked about the pool user regulations.
Mr. Gary Franco commented that there will be some times set up for
just the general residents to swim. However, there will be some
meets and swimming programs where we'll have to restrict the amount
of people into the pool . So, it's going to be for the community,
but for scheduled events also.
i 0 BASEBALL FIELDS - Mr. Gary Franco, "The next couple of items has to
do with Baseball fields. We are going to put in some new Baseball
fields at the Golden Gate and Veterans Community Parks. The specs
will be on the street by early June, and the contract should be
awarded in August for actual construction to begin. The total
amount for that project for both of those facilities will be 825,000
dollars roughly. Those moneys will also be drawn from the 306 fund.
LIGHTING OF FOOTBALL/SOCCER FIELDS - Mr. Gary Franco, "Lighting will
be accomplished at Veterans and East Naples Community Parks on the
Football/Soccer fields. That will be a projected cost of $125,000
each. Along with that, there will be construction of a new
Football/Soccer field in Immokalee on the Middle School site. We
have one there currently, to make a total of two fields. That total
project cost will be $150,000."
THE REHABILITATION OF THE IMMOKALEE MIDDLE SCHOOL SITE - Mr. Gary
Franco commented there's $200,000 allocated to rehab. that site.
What that will be going for initially is for the design of the
power, and water, and sewer supply systems for that site. That
should be accomplished next year. The gym is going to be improved. "
B. Tour of Immokalee Community Center & Parks:
Postponed until the end of the meeting.

VI. Reports/Updates:
A. Conklin Point Boat Ramp:
Mr. Gary Franco, "As most of you know, we are reviewing the final
design for the Conklin Point boat ramp. We've make some re-designs
for that facility, namely for some of the parking are and turning
radiuses. Also, we're applying for a grant from the Florida Boaters
Improvement Fund for $500,000 for that facility. It looks like it' s
a positive response right now.
B. Registry Resort Proposal :
Mr. Gary Franco, "As most of you know, this is concerning the
construction of the third pod out there. What the commission has
done, is to renew that option for one more additional year. There' s
$75,000 in escrow for them to construct that within a year from now.
So, they have until a year from the date of the extension. However,
if that does not happen, the $75,000 in escrow plus interest will be
turned back to the County if they don't accomplish that."
C. Clam Pass Park Utilities:
There were some alternatives that the County is trying to explore
right now. One is to run the utility lines underneath the boardwalk
with reduced pipe sizing to keep it off the dune on the beach.
D. Pools:
Previously discussed.
E. Vanderbilt Beach Accesses & Parking:
Mr. Gary Franco, "For some of you that haven't been up that way,
there has been a boardwalk or an elevated dune crossover
constructed at that facility already, and also some planing of sea
oats. That is the first phase of that project. There will be some
other phases of that project for improvements out there, which will
be coming rather shortly. I think that we have $60,000 budgeted for
re-landscaping of that facility.
F. Community Centers:
Mr. Gary Franco, "This may be one of the items that the Chairman has
requested to take off the Reports/Updates. The Community Centers
are built now. We have the Certificate of Occupancy's. Perhaps,
unless there' s any other further dialogue about Community Center we
want to take that off the list. " Mr. Gil Mueller & Ms. Cherryle
Thomas agreed.
G. Soccer Fields:
Mr. Gary Franco, "That is pertaining to the construction of the
Soccer fields at the Vineyards School site. The bid is out, and the
bid opening will be the 29th of this month. We had a pre-Bid
conference and nine vendors were present. The Vineyards itself has
agreed to the design of the basic facility and that should be

constructed by September to accommodate the Youth Soccer
Association. That's when their leagues start. The total cost of
that project is going to be in the neighborhood of $380,000.
H. 951 Boat Ramp Parking:
previously discussed.
I. Collier Bonita Beach Park Project:
Basically what we're doing there is constructing a Dune Crossover
which is in the process of construction right now, and some
re-vegetation to the Dune area.
J. Barefoot Beach Preserve:
Mr. Gary Franco, "We're in the process of the final construction of
the Bath House facility out there. Along with that, we're doing
some exotic removal at the Barefoot Beach Preserve. That means
taking out some of the Australian Pines. Also some re-vegetation
of some native plants is occuring. I believe about 20,000 native
plants are to be planted in that dune area, to bring it back to it' s
pristine nature that it once was.
Mr. Gil Mueller commented that he's concerned about what procedure
will be put into effect as far as the collection of the fee to that
park in view of the problems that we've already had with the Lely
Barefoot Guard situation. I just wonder how that can be rectified. "
Mr. Gary Franco, "Of course the BCC would have to direct us to go
ahead and add some fees and charges there. Mr. Gil Mueller, "When
do you think that you'll be doing that?" Mr. Gary Franco, "I
believe that is going to have to come through the Administrative
channels like Mr. 011iff and Murdo to approach the Board to see if
they would have some additional fees and charges. We have not made
and official recommendation as to any fees and charges there. The
last thing that I was aware of, is that the BCC voted not to have
any fees and charges there until maybe we had some facilities there.
Mr. Gil Mueller, "Maybe that's something that you could relay on to
Murdo at least from this Board Member. An inquiry as to when
they're going to appear before the County Commissioners and ask how
they want that situation handled up there, and when they're going to
start charging fees. This I think should be done before we get into
a general discussion on User Fees, I think. "
K. Immokalee Park Bathrooms:
Mr. Gary Franco, "They've been completed. That may be an item that
we need to take off the Report/Update list. An item that we may
need to add is the IMCP Amphitheater renovations. I think most
people will be happy to know that is finally going out for bid. We
should have a response roughly in a month. I would anticipate
construction to start out there in roughly two months. "
Ms. Cherryle Thomas, "When the Amphitheater is completed, then
you'll work on the Handicapped ramps. " Mr. Gary Franco, "Yes. We
have looked at some deigns. We're trying to put either an asphalt

walk in there, or a concrete walk. "
Mr. Gil Mueller requested a revamping of the monthly agenda.
L. Collier County Racquet Club:
Mr. Gary Franco, "That is proceeding as per schedule. Mr. Gil
Mueller, "I talked to Tom Donnegan about a week ago and he said that
the Company that the BCC had awarded the contract to had been
absorbed by a larger company and it was going to be necessary to
rewrite the contract. The BCC would have to give their approval .
Basically nothing had changed. I asked him whether he felt this
would put the thing on hold for awhile or whether other things could
be accomplished such as going through the Risk Management Dept. and
the Legal Dept. He said that he didn't think that it would delay
it. But other than that, I don't know. It's been delayed four
times already. So, it wouldn't surprise me if it were delayed
again. "
Mr. Gary Franco, "The latest information that I have is that
document is in the hands of the County Attorney and they are
reviewing it right now. I know there was a title change. I will
call Tom Donnegan tomorrow and find out what's going on. "
M. Veterans Community Park Sign Change:
Mr. Gary Franco, "This is an item that we may want to take off the
Reports/Updates list also. We have solicited some vendors to
change those signs to say Veterans Community Park. It's going to be
somewhere in the neighborhood of $2500 to accomplish that. We have
already written a requisition and awarded the refurbishing of those
signs to a vendor. It should happen very shortly. "
N. Internal Audit Update:
Mr. Gary Franco, "We have been audited by the County itself by
Carmen Fatica from the Finance Department. Periodically they come
in and look at our procedures and make sure we're doing everything
according to Finance procedures. We came away very good. There are
some things, but most of the items have to do with how we take
receipts, giving receipts to our customers, matching "Z" Reports
with the total amounts, and verifying what the Concessionaires owe
us for any given month.
Mr. Gil Mueller reminded us that the Productivity study was very
strong in that regard.
Mr. Gary Franco commented that the Productivity study was very
strong in setting fees and charges that are consistent.
Mr. Gil Mueller, "So obviously this gentleman feels the same way,
and I think it's something we should spend some time on. " It was
agreed that the PARAB Members would take the memo home with them to
come back next meeting to discuss this further. Ms. Cherryle Thomas
requested that this subject be put on the May, 1992 PARAB Agenda.

0. Cool Concession Inc. :
Ms. Geneva Till asked if the Marco Concessionaire is back on line.
Mr. Gil Mueller commented that we reduced his payment and then
actually he didn't receive that reduction because it was sitting in
the County Attorney's office for umpteen months. So, as a result in
February it finally came to a head and then they had to make it
retroactive, going all the way back to 1991 and give him a lump sum
settlement.
Mr. Gary Franco commented that the total amount was somewhere in the
neighborhood of $2700 and his check will be ready today at 4:00 p.m.
It has been quite a long time. As of February 1st he was back on
the original schedule of full payment.
P. Reports/Updates for Next Month's PARAB Agenda:
PARAB agreed to remove Soccer Fields and Registry Resort Proposal
from the Reports/Updates list until the completion of them. Then
after next month Internal Audit Update will go off. The items that
they would like put on the Reports/Updates list for may will be:
Safe Swimming Area at Tigertail Beach, Program Priorities, User Fees
(as item A) , Registration Forms - Hold Harmless Agreement, Picnic
Tables at Immokalee Park, Reorganization of Park & Recreation
Positions, and Immokalee Park Amphitheater Renovations, and Internal
Audit Update.
VII. New Business:
A. Next Month's Meeting:
PARAB agreed to hold next month's meeting at the Frank E. Mackle Jr.
Community Park on Marco Island. That will be on May 27, 1992 at
2:00 p.m.
B. Dogs in the Park:
Mr. Gil Mueller, "There seems to be a group of people on Marco that
are insisting that they be allowed to use the parks as a place for
their dogs. " He also commented that he brought this up because it
could proliferate to other parks. They've been talking to the
Commissioners and he feels that they will appear before the
Commissioners. This arose at the Plumber Park, which is a park on
Barfield. Mr. Gil Mueller commented that he feels that this would
be a good time to let the BCC know how PARAB feels about it.
Mr. Gary Franco, "Under current ordinances domesticated animals in
the park is a prohibited act. However, they could petition the
Commission and get the ordinance amended. That may have some
devastating effects on our park system if that would happen. "

C. IMCP Complaints:
Ms. Cherryle Thomas commented that three ladies called her and also
talked to two Commissioners regarding complaints. They live by Big
Cypress School . They were suggesting that there's nothing park-wise
over in that area. They were saying that their Civic organization
has gotten together, and would be favorable of paying an extra tax
or tax set aside so they can get some Park and Recreational things
in that area. Staff has talked to some people concerning some play
structures to be placed in that area. We have tentatively put in
$50,000 in next year's budget under an expanded request to go onto
that site. Tom 011iff has approved it, however it has to still go
through the remainder of the budget process.
Ms. Cherryle Thomas, "Well , they're anticipating coming to one of
our meetings as soon as school lets out to discuss this with us."
D. Maria Perez's Petition:
Mr. Gary Franco, "We have received a petition from Maria Perez,
concerning the condition of the Immokalee Community Park. She was
saying that the parks are not as well maintained as the ones in
Naples." Gary Franco feels that the Immokalee Community Park is in
1 good shape. That her concerns focus mainly on the Softball field
or lights or some type of situation that has occurred with some of
the people out here. He knows that we've had a faulty timer and it
has been replaced. From what staff understands she is supposed to
meet the Commissioner Anne Goodnight. If PARAB can give him some
more specific information, if it's concerning policy, or maintenance
Crelated.
Ms. Cherryle Thomas, "I think it's both. Their concerns are (1)
sprinkler systems and grass and shrubbery. (2) The cost that we're
charging per person or per team or whatever for softball . (3) When
they're half way through their game, the lights go off. " She
understands that we have cut staff down because of budgetary
reasons, but there is no one around for them to call when these
certain things happen. So they're saying that they don't want to
pay the money that they'd rather go to Golden Gate or some other
park where there is somebody constantly present. It's understood
that GGCP' s budget was not cut, that there's somebody out there all
the time, but Cherryle Godfrey is on limited time.
Gary Franco commented that staff has received some correspondence
from Anne Goodnight. As all are aware, the hiring freeze
encompassed several Recreational positions. Cherryle Godfrey has
just received a new hire position at the IMCP just this week. Since
about 1988 we're tried to upgrade the Immokalee area, and
specifically we've done renovations to the Middle School site for
the Soccer field, the Immokalee Airport Park, and the picnic tables,
etc. So, if there's some way that staff can find out exactly what
their concerns are, that helps. We want to work with these people
and try to help them in any way.
or Mr. Gil Mueller commented that maybe Ms. Thomas can put these people
in touch with Gary and let him know specifically what they feel

could be improved upon. Ms. Cherryle Thomas commented that she has
put her in touch with Murdo, and she does have a large following.
Mr. Gary Franco commented that from what he understands, it's quite
large, that he's received a petition. He visited the facility, and
left him at somewhat of a loss. He knows they were saying something
about the clay on the fields, but typically we have that at all our
field that the clay is too soft or too hard. Each organization
likes it a different way.
Ms. Cherryle Thomas commented that she thinks the bone of contention
is the personnel though. They want somebody they can call
immediately to give them an answer.
Mr. Gary Franco commented that he can certainly understand that.
F. Funds 001 and 111:
Mr. Gil Mueller asked Cherryle Thomas if she knew that the Immokalee
parks are under a separate taxing district and that they are not
funded by the advelorum or other impact fees etc. from the County as
a whole. Mr. Gary Franco commented that when he budgets for
maintenance, he budgets under two funds the General fund and the
Immokalee MSTD fund and that is the 111 fund. That is the operating
fund for Immokalee. Moneys for Immokalee can not be used to support
anything in the General Fund and General Fund moneys can not be used
to support anything in the Immokalee Fund. So, in essence what they
have is their own taxing district.
Ms. Geneva Till commented that she is confused about the Golden Gate
Community Center.
Mr. Gary Franco explained that the people within those four square
miles have actually paid for the upkeep that facility in Golden
Gate. However, it is still a County facility. Mr. Gary Franco,
"The tax moneys in Immokalee go to support specific and parks in
Immokalee. "
Mr. Gil Mueller, "Naples, Marco Island, Golden Gate and so forth are
all within the general fund with the exception of the Golden Gate
Community Center which is a separate taxing district. "
Mr. Gary Franco, "Right. Just for the Center itself." Mr. Gary
Franco commented that he will get more specifics on this and report
back on the question of the taxing districts, and the Big Cypress
district idea.
VIII. Adjournment:
Gil Mueller motioned to adjourn the meeting at 3:45 p.m. Ms. Geneva
Till seconded, and the motion passed unanimously with a 4-0 vote.

the Racquet Sports Supervisor has agreed to help Jim Thomas as the
Assistant Athletic Sports Supervisor. He's had to take a drastic pay
cut to keep that job. Concerning Mary Ellen (Recreation
Superintendent) , and Bob Legler (Beach & Water Supervisor) , I have no
idea what's happening with them right now. Ms. Geneva Till commented
that what she was concerned with, is that we don't lose Mary Ellen, and
the other people already in place. Mr. Gary Franco every effort is
going to be made to absorb them into the Department in some capacity.
Ms. Cherryle Thomas requested that staff keep PARAB abreast by
periodically bringing that before them before October. Mr. Gary Franco
commented that some of those positions are still under the hiring freeze
by the County Manager. He has lifted the hiring freeze on the Assistant
Athletic Supervisor. So Ed Torroni is already absorbed. Concerning the
other two, he has not unfrozen any of those positions as of yet.
Ms. Cherryle Thomas requested an update on Mr. Gil Mueller's request for
discussion on "User Fees" . Mr. Gil Mueller, I was going back in by
records, and last July we started discussing this. We requested this
discussion every month, and nothing seemed to end up being discussed.
It always seemed to escape being on the Agenda. We made an issue of it
in March, and as I recall , it was agreed that it would be put on the
agenda for April , but it's not there. He feels that it is something
that is extremely important, and that PARAB should give some input to
that to the BCC on that subject. Ms. Cherryle Thomas request that
Ramona make sure that this subject is put on the May Agenda for
discussion under Reports/Updates. Mr. Gil Mueller requested some
discussion concerning beach fees. Fees at County owned beaches. Other
User Fees is a pretty wide and involved subject and doesn't think we are
prepared for it. Also to discuss fees at County owned parks, and to
encourage the Commissioners to retain the present fee structure of $1 .00
Since we haven't been successful in increasing it in the past, perhaps
it would be wise to encourage them to retain the current fee structure
and also to place the Lely Barefoot park in that schedule just as soon
as possible. The facilities within that building will be ready for use
within a week to ten days, and it is his opinion at least that once that
is accomplished that, that park should have the same fee structure as
the rest of the beach parks. It's just been to erratic in the past.
One has a charge and one doesn't. One charge one rate, and one another
rate. He really feels strongly about having some consistency as far as
fees at the various park facilities. So, he'd like to encourage the
Commissioners to place that in the same category as the other Beach
Parks in the County, just as soon as possible. Ms. Cherryle Thomas
suggested to make the discussion for Murdo Smith at the next meeting, to
find out from the BCC for us. We can even vote on having Murdo do it
the right way. OK. Let's vote on Murdo, if we're that anxious, but
lets have a little conversation first. Request Murdo to go to the BCC
and express our opinion and to give us some feedback on that. Mr. Gil
Mueller commented that he is afraid of the groups of people who would
like to see all of the fees abolished. In other words, what in effect
they would like to see, is for the tax payers of Collier County to
subsidize the maintenance of all the parks and not receive any money in
return. He feels that' s particularly ironic though, for two reasons.
The first reason being that it's his impression from past figures that

something like 70 to 75 percent of the people who use these parks are
tourists. Personally, he resents and believes many tax payers resent
having to pay for that amenity for tourists. Secondly, it is
additionally ironical that this same group of people who are encouraging
free parks, don't even live in Collier County. They live in another
County. He also feels that these people will be pursuing this very
quickly. That is the reason I have made somewhat of an issue of it and
thought perhaps it might be wise for PARAB to make that recommendation.
He wants the County Commissioners to know how we feel about it at this
point, and then discuss it in greater detail perhaps next meeting. Ms.
Cherryle Thomas, OK. Ms. Geneva Till , what kind of connection is there.
If they're not in this County, why are they trying to do this? Mr. Gil
Mueller quoted from the newspaper that "they believe that their beaches
should be freely accessible to all who want to go to the beach. This
includes free parking. Let's just take what God gave us and give it to
the people free. " Mr. Gil Mueller commented that he's a believer in God
and believe that God helps those who help themselves and he just doesn't
think that the tax payers should have to subsidize this whole thing for
everybody throughout the whole world. In view of the elements of people
that are promoting free use of our beaches for everyone at not cost, and
are promoting that the Collier County Taxpayer should pay for this in
effect, that we should get in a word with the Commissioners just as
early as possible to let them know how we feel , just in case between now
and next meeting that they appear before the Commissioners and have some
degree of success. Mr. Gil Mueller motioned that we encourage the BCC
to retain the same fee structure as it relates to our County beaches as
we've had in past years. In view of the fact that Lely Barefoot Beach
Bath-house facilities will be available within ten days, to give
particular attention to placing the Lely Barefoot Beach in that same fee
structure.
Ms. Geneva Till seconded this motion, and it passed with a 4-0 vote.
Ms. Cherryle Thomas instructed Ramona to see that Mr. Timothy Blackford
receive a copy of the Productivity Committee's report.
Ms. Cherryle Thomas requested an update on Tigertail . Mr. Gary Franco
commented that the County Manager is going to sign off on the hiring of
the Ranger position to be paid out of the Marco Beach re-nourishment
taxing district. We need to get that position in place by May 1st,
because that is when Sea Turtle monitoring has to occur. So we're in
the process right now of doing the PAR's for that new position.
Basically that position is going to be funded for somewhere in the
neighborhood of, with benefits, 22 or 23 thousand dollars. Actually
we' re going to be saving money over last year by having the Ranger
monitor Sea Turtles. The Rangers do have some more expanded duties
(i .e. routine patrol , and on their ATV's etc. ) . We do solicit
volunteers.
Mr. Gil Mueller requested discussion on the "Collier County Park &
Recreation Department Registration Forms", more specifically the Hold
Harmless Agreement on these forms. He commented that the legal way that
this is worded is absolutely ridiculous, and there has been a lot of
dissension and complaining at the Racquet Club. He personally thinks
that its overkill , that it's unnecessary. Mr. Gil Mueller commented

that he had made a recommendation once before that this be looked into
0"" and that PARAB have a report on it. He is still waiting for the report.
Mr. Gary Franco commented that all County activity participants are to
sign that Hold Harmless Agreement. However, he knows that Murdo was
going to discuss that item with the County Attorney and the results of
that he's not aware of. Mr. Gil Mueller commented that was in August of
last year. Mr. Gil Mueller asked if this was unusual to have everybody
sign something like this, that we could have everyone that enters
Tigertail beach sign something like this and we don't. It's Mr. Gil
Mueller' s opinion that it's not being done throughout the County to 100
percent. That is the reason he wanted some explanation as to if it
could be modified, abandoned, or done completely throughout the County.
One way or the other, rather than being inconsistent about it. Mr.
Mueller commented, that was the information he was trying to acquire.
Ms. Cherryle Thomas asked if anything has been done lately concerning
this form. Mr. Gary Franco commented that the basic form has remained
unchanged since its inception. Ms. Cherryle Thomas also asked if
anybody is in the process of re-doing this form? Mr. Gary Franco
commented, not to his knowledge. Also, he knows there is a stipulation
that is in there from the Risk Management Department for insurance
purposes, however, any updates he is not aware of at this point. Ms.
Cherryle Thomas commented that this be put on the May agenda and perhaps
the Attorneys can come. Mr. Murdo Smith is to give PARAB an update,
whether all of us are using it or just some of us, whether this form in
its simplest state will stay or will it be changed. Mr. Gil Mueller
commented, "By the same token, a user of the Racquet Club can ask the
County to give them a certificate saying that in as much as the courts
are in such terrible shape and you might get hurt on it, that the County
would be liable for it. " Ms. Cherryle Thomas commented, or does the
sign say play at your risk? Mr. Gil Mueller that would be more sensible
to just put a sign up that says play at your own risk, than asking
intelligent people to sign something like this. I don't think any
intelligent person would sign something like this. I know I won't, said
Mr. Gil Mueller. Ms. Cherryle Thomas commented, I really am interested
then in the legalities of this form. Mr. Gary Franco commented that
we've had one law suit against us where a person tripped over a
sprinkler or so he said and hurt his leg. Fortunately, for the County,
we won that law suit. Mr. Timothy Blackford commented that whenever you
go to do something that there's any possibility of getting hurt, you'd
almost have to sign these. Mr. Gil Mueller, "So let's do it at Caxambas
Pass, at the 951 boat ramp. If anybody gets hurt on any Collier County
property they have to sign this before they can participate. If that's
what we're going to do, let's do it 100 percent. Let's not be selective
in certain areas. " Mr. Gary Franco commented the general residents or
the people that just walk in the park and want to use the facilities
(i .e. tennis courts) do not sign that form. However, for any Collier
County sponsored event (i .e. Tennis League) they are required to sign
it. That is the policy. Mr. Timothy Blackford commented that it sounds
like we need some direction from the County Attorney. Ms. Cherryle
Thomas, " . . .or whoever. " Mr. Gil Mueller, "It's not going to be easy
getting direction from the County Attorney, I 'll tell you."
Mr. Timothy Blackford commented he was wondering about the boat ramps
what we'd do as far as user fees. There was talk some time ago about

when we get Conklin Point open, to initiate some sort of a fee structure
there. He was also wondering if we would consider that for 951 or
what' s currently being done there? Mr. Gary Franco, To the best of my
knowledge that was the all encompassing User Fee thing that has been
postponed or has yet to be addressed. Mr. Gil Mueller informed Mr.
Timothy Blackford that there won't be a charge at the 951 boat ramp,
because they don't have the facilities. Until they have additional
parking facilities, it wouldn't be financially expedient to put up a
guard and a charge and so forth. Hopefully some progress is being made
there.
951 Boat Ramp Parking:
Mr. Gary Franco commented that he knows we've got to apply to acquire
some land out in that area. The time line on that is something like two
or three years or something like that.
Mr. Timothy Blackford, "As of the last meeting, Murdo was going to meet
with Tom 011iff about the 306 fund and prioritize how to spend those
funds. Do you know any information as a result of that meeting? Mr.
Gary Franco, yes that should come under the next item to be discussed
and we do have some reports on that.
Ms. Cherryle Thomas asked Gary Franco about the Bid for the Picnic
Tables. Mr. Gary Franco commented that has not gone to the BCC yet.
However, the Executive Summary has been prepared. We're looking forward
to within the next two weeks it should be going to the BCC.
V. New Business/Presentations:
A. Update on Capital Projects:
Mr. Gary Franco commented, "This is for the capital projects that
are planned for the rest of this year, and next year. They are:
THE SWIMMING POOL DESIGN FOR GOLDEN GATE COMMUNITY PARK - Mr. Gary
Franco, "That project should go out for bid, and contract awarded by
the end of the fiscal year. Construction and completion should be
by the end of 1992/93 or the end of next fiscal year and that will
be at a cost of 1 .5 million dollars. That pool is to be located at
the Golden Gate Community Park. Now that is not an Olympic sized
pool , that is a competitive pool which is a 25 meter pool . " Ms.
Geneva Till commented that the size of the pool was reduced because
the size of the other pool that was to be coming up in the Golden
Gate Estates. Now the other pool won't be there. This pool planned
for the GGCP will be the only pool for all of the Naples area, not
just for Golden Gate. So she asked if there wasn't any way we could
get the size of the 25 meter pool increased to the Olympic pool
size. Mr. Gary Franco commented that from everything that he
understands, a 25 meter pool is still a pretty good sized pool . The
other PARAB Members also agreed that a 25 meter pool is a pretty
good sized pool . Mr. Timothy Blackford asked about the pool user
regulations. Mr. Gary Franco commented that there will be some
times set up for just the general residents to swim. However, there
will be some meets and swimming programs where we'll have to

restrict the amount of people into the pool . So, it's going to be
for the community, but for scheduled events also. It's going to be
constructed where the Tot lot is, outside of the Administration
building at the GGCP. There could be some room for expansion, but
it would be limited.
BASEBALL FIELDS - Mr. Gary Franco, "The next couple of items has to
do with Baseball fields. We are going to put in some new Baseball
fields at the Golden Gate and Veterans Community Parks. The specs
will be on the street by early June, and the contract should be
awarded in August for actual construction to begin. The total
amount for that project for both of those facilities will be 825,000
dollars roughly. Those moneys will also be drawn from the 306 fund.
That's two fields. One Softball field at Veterans Community park
and one Little League field at Golden Gate Community Park. Also
with the the field at Golden Gate, there is going to be construction
of an additional parking lot located by the sewer recharge plant."
LIGHTING OF FOOTBALL/SOCCER FIELDS - Mr. Gary Franco, "Lighting will
be accomplished at Golden Gate and East Naples on the
Football/Soccer fields. That will be a projected cost of $125,000
each. Along with that, there will be construction of a new
Football/Soccer field in Immokalee on the Middle School site. We
have one there currently, to make a total of two fields. The new
field there will also be lit. And that total project cost will be
$250,000. "
THE REHABILITATION OF THE IMMOKALEE MIDDLE SCHOOL SITE - Mr. Gary
Franco commented there's $200,000 allocated to rehab. that site.
What that will be going for initially is for the design of the
power, and water, and sewer supply systems for that site. That
should be accomplished next year. The gym is going to be improved. "
Mr. Gary Franco, "OK. That would do it for the capital projects
update. "
B. Tour of Immokalee Community Center & Parks:
Postponed until the end of the meeting.
VI. Reports/Updates:
A. Conklin Point Boat Ramp:
Mr. Gary Franco, "As most of you know, we are reviewing the final
design for the Conklin Point boat ramp. We've make some re-designs
for that facility and namely for some of the parking are and turning
radiuses. So we're reviewing those designs right now. Also, we're
applying for a grant from the Florida Boaters Association for
$500,000 for that facility. It looks like it's a positive response
right now. We do have to do some more work. We don't have the
grant yet, but it looks if everything goes well , we will be
receiving those grant moneys. " Mr. Gil Mueller asked what if any

obligations will there be with this grant. Mr. Gary Franco
commented that he is not aware of any any this point, but will check
into that. Ms. Cherryle Thomas commented that maybe the grant
moneys can staff people too. Mr. Gary Franco commented that he
doesn't know if the money can be used for that. He think it would
be just for the construction maybe, or help to offset some of the
construction costs of that facility.
B. Registry Resort Proposal :
Mr. Gary Franco, "As most of you know, this is concerning the
construction of the third pod out there. What the commission has
done, is to renew that option for one more additional year. There's
$75,000 in escrow for them to construct that within a year from now.
So, they have until a year from the date of the extension. However,
if that does not happen, the $75,000 in escrow plus interest will be
turned back to the County if they don't accomplish that. "
C. Clam Pass Park Utilities:
Mr. Gary Franco, "As most of you are aware, that project some
various questions concerning that project. There were some
alternatives that the County is trying to explore right now. One is
to run the utility lines underneath the boardwalk with reduced pipe
sizing to keep it off the dune on the beach. So the County is
reviewing some of those proposals right now. That's about the only
thing we can say right now. We don't know if it's going to be
approved, it' s just going to be turned back to the County. The
initial one for the eight inch water line to go down to the dune was
turned down in the Commissioners office. "
D. Pools:
Previously discussed.
E. Vanderbilt Beach Accesses & Parking:
Mr. Gary Franco, "For some of you that haven't been up that way,
there has been a boardwalk or an elevated dune crossover
constructed at that facility already, and also some planing of sea
oats. That is the first phase of that project. There will be some
other phases of that project for improvements out there, which will
be coming rather shortly. I think that we have like $60,000 for
re-landscaping of that facility out there. That has to do with that
cul-de-sac out there. " Mr. Timothy Blackford, "What do we charge at
that park? A dollar. Right?" Mr. Gary Franco, "Yes. We charge in
the parking lot and also charge on the side of the road there's some
meters up there. We average bi-weekly from $80 to $160 in just
quarters alone. Bob Legler and also his people that work across
from there. They go out an empty it about every ten days. I 'm not
familiar with the history of that, but I do know that the Sheriffs
Department does ticket cars for violations in there on the side of
the road. The Rangers don't do anything to giving tickets to those
people up there, the Sheriffs Department does that by itself.

F. Community Centers:
Mr. Gary Franco, "This may be one of the items that the Chairman has
requested. Maybe we can take off the Reports/Updates. The
Community Centers are built now. We have the Certificate of
Occupancy's. Perhaps, unless there's any other further dialogue
about Community Center we want to take that off the list. " Mr. Gil
Mueller & Ms. Cherryle Thomas agreed.
G. Soccer Fields:
Mr. Gary Franco, "That is pertaining to the construction of the
Soccer fields at the Vineyards School site. The bid is out, and the
bid opening will be the 29th of this month. We had a pre-Bid
conference and nine vendors were present. The Vineyards itself has
agreed to the design of the basic facility and that should be
constructed by September to accommodate the Youth Soccer
Association. That's when their leagues start. The total cost of
that project is going to be in the neighborhood of $380,000. So,
that' s going to fast-track pretty quick. "
H. 951 Boat Ramp Parking:
previously discussed. Mr. Gil Mueller requested that this item be
left on simply to have a report each month as to what if any
progress is being made on this.
I. Collier Bonita Beach Park Project:
Mr. Gary Franco, "Now, this is not the Barefoot Beach Project, this
is the one right by the County line. Basically what we're doing
there is constructing a Dune Crossover which is in the process of
construction right now, and some re-vegetation to the Dune area.
That's basically what we're doing. I don't have any time line when
that' s going to be finished. It just got started about a week ago. "
Ms. Geneva Till asked if Lee County agree that we should have our
own stop light? Mr. Gary Franco commented, "In all actuality he
believes that the Collier County Commission had decided that we
would have our own. I think that they didn't want a joint agreement
with Lee County for the improvement to that site out there. Mr. Gil
Mueller, "They did agree to the sewer hook-up though. " Mr. Gary
Franco, "Right! So we're going to do ours and they're going to do
theirs. But I have seen in the newspaper lately where it would be
postponed for another year because they had depended on us, and now
we had let them down is what they're saying. Mr. Gil Mueller, "I
think in this case it was a good decision on part of the
Commissioners to back out. "
J. Barefoot Beach Preserve:
Mr. Gary Franco, "We're in the process of the final construction of
the Bath House facility out there. As I explained to Mr. Mueller,
within ten days to two weeks, that facility should be on line.
Along with that, we're doing some exotic removal at the Barefoot
Beach Preserve. That means taking out some of the Australian Pines.
Killing some of those pines and taking some of the branches

off for the eagles to perch in, and also some re-vegetation for some
native plants. I believe about 20,000 native plants are to be
planted in that dune area, to bring it back to it's pristine nature
that it once was. I encourage, that is some of you haven't been up
to that facility. It's really pretty. It's really nice up there. "
Mr. Gil Mueller commented that he's concerned about what procedure
will be put into effect as far as the collection of the fee to that
park in view of the problems that we've already had with the Lely
Barefoot Guard situation. I just wonder how that can be rectified. "
Mr. Gary Franco, "Of course the BCC would have to direct up to go
ahead and add some fees and charges up there. Then we would have to
bring up some kind of methodology. Mechanics to try to collect a
fee there. If they would let us. I think everybody in this room
knows that it would be a very hotly contested battle. Fees and
Charges at that facility. We may win, we may not win, but the
Citizens for Bonita Beach are definitely vocal about not having any
fees and charges at our beach facility." Mr. Gil Mueller, "Has the
Parks and Recreation Department set the wheels in Mr. Gil Mueller,
"When do you think that you'll be doing that?" Mr. Gary Franco, "I
believe that is going to have to come through the Administrative
channels like Tom 011iff and Murdo to approach the Board to see if
they would have some additional fees and charges up there. We have
not made and official recommendation as to any fees and charges up
there. The last thing that I was aware of, is that the BCC voted
not to have any fees and charges up there until maybe we had some
facilities there. Some of the amenities that everyone was talking
about. We have them now. So they should address that concern
shortly, or sometime. " Mr. Gil Mueller, "Maybe that's something
that you could relay on to Murdo at least from this Board Member.
An inquiry as to when they're going to appear before the County
Commissioners and ask how they want that situation handled up there,
and when they're going to start charging fees. This I think should
be done before we get into a general discussion on User Fees, I
think. "
K. Immokalee Park Bathrooms:
Mr. Gary Franco, "They've been completed. That may be an item that
we need to take off. An item that we may need to add is the IMCP
Amphitheater renovations. I think most people will be happy to know
that is finally going out for bid. We should have a response
roughly in a month, and award of contract in a month. I would
anticipate construction to start out there in roughly two months. "
Ms. Cherryle Thomas, "When the Amphitheater is completed, they
you'll work on the Handicapped ramps. " Mr. Gary Franco, "Yes. We
have looked at some deigns. We're trying to put either an asphalt
walk in there, or a concrete walk. "
Mr. Gil Mueller requested a revamping of the monthly agenda.

L. Collier County Racquet Club:
Mr. Gary Franco, "That is proceeding as per schedule. Mr. Mueller
may know more about it than I do. " Mr. Gil Mueller, "I talked to
Tom Donnegan about a week ago and he said that the Company that the
BCC had awarded the contract to had been absorbed by a larger
company and it was going to be necessary to rewrite the contract.
The BCC would have to give their approval . Basically nothing had
changed. I asked him whether he felt this would put the thing on
hold for awhile or whether other things could be accomplished such
as going through the Risk Management Dept. and the Legal Dept. He
said that he didn't think that it would delay it. But other than
that, I don't know. It's been delayed four times already. So, it
wouldn't surprise me if it were delayed again." Mr. Gary Franco,
"The latest information that I have is that document is in the hands
of the County Attorney and they are reviewing it right now. I know
there was a title change. I will call Tom Donnegan tomorrow and
find out what's going on."
M. Veterans Community Park Sign Change:
Mr. Gary Franco, "This is an item that we may want to take off. We
have solicited some vendors to change those signs to say Veterans
Community Park. It's going to be somewhere in the neighborhood of
$2500 to accomplish that. We have already written a requisition and
awarded the refurbishing of those signs to a vendor. It should
happen very shortly. " Ms. Geneva Till , "We have to do that, I think
the Veterans were going to do that. " Mr. Gary Franco, "We were
going to do that. Whether we get reimbursed by the Veterans, I 'm
not aware of that. I know the park has been changed, but the
maintenance of that facility is to be left up to us. So, it's our
sign and we have the sign. They're going to do some other types of
things within the park about some monuments and some things like
that, so I think that's where the brunt of their money is going to
go. " Mr. Gil Mueller and Ms. Cherryle Thomas agreed to eliminate
that from the agenda.
N. Internal Audit Update:
Mr. Gary Franco, "We have been audited by the County itself by
Carmen Fatica from the Finance Department. Periodically they come
in and look at our procedures and make sure we're doing everything
according to Finance procedures. We came away very good. There are
some things. But most of the items have to do with how we take
receipts, giving receipts to our customers, matching "Z" Reports
with the total amounts, and verifying what the Concessionaires owe
us for any given month. Most of the things are again, back to the
fee resolutions and setting the fees and those type of situations.
Again, that' s all encompassing user fees. " Mr. Gil Mueller reminded
us that the Productivity study was very strong in that regard. Mr.
Gary Franco commented that the Productivity study was very strong in
setting fees and charges that are consistent. Mr. Gil Mueller, "So
obviously this gentleman feels the same way, and I think it's
something we should spend some time on. " It was agreed that the
PARAB Members would take the memo home with them to come back next

meeting to discuss this further. Ms. Cherryle Thomas requested that
this subject be put on the May, 1992 PARAB Agenda.
Cool Concession Inc. :
Ms. Geneva Till asked if the Marco Concessionaire is back on line.
Mr. Gil Mueller commented that we reduced his payment and then
actually he didn't receive that reduction because it was sitting in
the County Attorney's office for umpteen months. So, as a result in
February it finally came to a head and then they had to make it
retroactive, going all the way back to 1991 and give him a lump sum
settlement. Mr. Gary Franco commented that the total amount was
somewhere in the neighborhood of $2700 and his check will be ready
today at 4:00 p.m. It has been quite a long time. As of February
1st he was back on the original schedule of full payment.
Reports/Updates for Next Month's PARAB Agenda:
PARAB agreed to remove Soccer Fields and Registry Resort Proposal
from the Reports/Updates list until the completion of them. Then
after next month Internal Audit Update will go off. The items that
they would like put on the Reports/Updates list for may will be:
Safe Swimming Area at Tigertail Beach, Program Priorities, User Fees
(as item A) , Registration Forms - Hold Harmless Agreement, Picnic
Tables at Immokalee Park, Reorganization of Park & Recreation
Positions, and Immokalee Park Amphitheater Renovations, and Internal
Audit Update.
VII. New Business:
A. Leisure Line Brochure:
Ms. Cherryle Thomas commented that she enjoyed reading the Leisure
Line Brochure, and that it was very nice.
B. Next Month's Meeting:
PARAB agreed to hold next month's meeting at the Frank E. Mackle Jr.
Community Park on Marco Island. That will be on May 27, 1992 at
2:00 p.m.
C. Dogs in the Park:
Mr. Gil Mueller, "There seems to be a group of people on Marco that
are insisting that they be allowed to use the parks as a place for
their dogs. " He also commented that he brought this up because it
could proliferate to other parks. They've been talking to the
Commissioners and he feels that they will appear before the
Commissioners. This arose at the Plumber Park, which is a park on
Barfield. Mr. Gil Mueller commented that he feels that this would
be a good time to let the BCC know how PARAB feels about it. Mr.
Gary Franco, "Under current ordinances domesticated animals in the
park is a prohibited act. However, they could petition the

Commission and get the ordinance amended. That may have some
devastating effects on our park system if that would happen."
D. IMCP Complaints:
Ms. Cherryle Thomas commented that three ladies called here and also
took it to two Commissioners. They live in by Big Cypress School .
They were suggesting that there's nothing park-wise over in that
area. They were saying that their Civic organization has gotten
together, and would be favorable of paying an extra tax or tax set
aside so they can get some Park and Recreational things in that
area. Staff has talked to some people concerning some play
structures to be placed in that area. We have tentatively put in
some $50,000 in next year's budget under an expanded request to go
onto that site. Tom 011iff has approved it, however it has to still
go through the remainder of the budget process. Ms. Cherryle
Thomas, "Well , they're anticipating coming to one of our meetings as
soon as school lets out to discuss this with us." Ms. Geneva Till
commented that she thinks the cooperation between the schools and
the Parks and Recreation Department is just great! Also, the
properties all belong to the citizens, so lets expand on that. Ms.
Cherryle Thomas requested that staff bring this to their attention
if they hear anything further, before these citizens come before
PARAB.
E. Maria Perez's Petition:
Mr. Gary Franco, "We have received a petition from one, namely Maria
Perez, concerning the condition of the Immokalee Community Park. I
have personally visited the site and as you can see here today, she
was seeing that the parks are not as well maintained as the ones in
Naples. " Gary Franco feels that the Immokalee Community Park is in
good shape. That the her concerns focus mainly on the Softball
field or lights or some type of situation that has occurred with
some of the people out here. He knows that we've had a faulty timer
and it has been replaced. From what staff understands she is
supposed to meet the Commissioner Anne Goodnight. If PARAB can give
him some more specific information, if it's concerning policy, or
maintenance related. Ms. Cherryle Thomas, "I think it's both.
Their concerns are (1) sprinkler systems and grass and shrubbery.
They way that it is in the other parks are not in the other parks
for some reason. (2) The cost that we're charging per person or per
team or whatever for softball . (3) When they're half way through
their game, the lights go off. " She understands that we have cut
staff down because of budgetary reasons, but there is not anybody
around for them to call when these certain things happen. So
they're out there saying that they don't want to pay the money that
they'd rather go to Golden Gate or some other park where there is
somebody constantly. It's understood that GGCP's budget was not
cut, that there's somebody out there all the time, but Cherryle
Godfrey is on limited time. Her days are scheduled out, some days
not here, and some days she is. That's because of the budget
constraints that we're working on. Somebody made it known to them,
they wanted to come to one of these meetings so they stopped Anne

Goodnight, so she's trying to
give them a logical reason why these things only happen in
Immokalee. Mr. Gary Franco commented that staff has received some
correspondence from Anne Goodnight. Nothing personal or verbal from
her. However, some of these things do happen at some of the other
parks. As all are aware, the hiring freeze encompassed several
Recreational positions. Cherryle Godfrey has just got a new hire
position at the IMCP just this week. Since about 1988 we're tried
to upgrade the Immokalee area, and specifically we've done
renovations to the Middle School site for the Soccer field, the
Immokalee Airport Park, and the picnic tables, etc. So, if there' s
some way that staff can find out exactly what their concerns are.
That helps. We want to work with these people and try to help them
in any way. Mr. Gil Mueller commented that maybe Ms. Thomas can put
these people in touch with Gary and let him know specifically what
they feel could be improved upon. Ms. Cherryle Thomas commented
that she has put her in touch with Murdo, and she does have a large
following. Mr. Gary Franco commented that from what he understands,
it' s quite large, that he's received a petition. He came an looked
at the facility, and left him at somewhat of a loss. He knows they
were saying something about the clay on the fields, but typically we
have that at all our field that the clay is too soft or too hard.
Each organization likes it a different way. Ms. Cherryle Thomas
commented that she thinks the bone of contention is the personnel
though. They want somebody they can call immediately to give them
an answer. Mr. Gary Franco commented that he can certainly
understand that. Mr. Timothy Blackford questioned if we have a
general number that could be available to them, like if somebody's
not here (i .e. at 9:00 p.m.) . Mr. Gary Franco, "Unfortunately,
probably not. We do have Rangers on patrol . But, there's actually
no one that they can probably call after hours as in some of the
other community parks. Cherryle just moved into the building this
week, so she's starting to book the meeting rooms. "
F. Funds 001 and 111:
Mr. Gil Mueller asked Cherryle Thomas if she knew that the Immokalee
parks are under a separate taxing district and that they are not
funded by the advelorum or other impact fees etc. from the County as
a whole. Mr. Gary Franco commented that when he budgets for things,
he budgets under two funds the General fund and the Immokalee MSTD
fund and that is the 111 fund. That is the operating fund for
Immokalee. Moneys for Immokalee can not be used to support anything
in the General Fund and General Fund moneys can not be used to
support anything in the Immokalee Fund. So, in essence what they
have is their own taxing district. Ms. Geneva Till commented that
she is confused about the Golden Gate Community Center. Mr. Gary
Franco explained that the people within those four square miles have
actually paid for the upkeep that facility in Golden Gate. However,
it is still a County facility. Mr. Gary Franco, "The tax moneys in
Immokalee go to support specific and parks in Immokalee. " Mr. Gil
Mueller, "Naples, Marco Island, Golden Gate and so forth are all
within the general fund with the exception of the Golden Gate
Community Center which is a separate taxing district. " Mr. Gary

Franco, "Right. Just for the Center itself." Mr. Gary Franco
commented that he will get more specifics on this and report back on
the question of the taxing districts, and the Big Cypress district
idea.
VIII. Adjournment:
Gil Mueller motioned to adjourn the meeting at 3:45 p.m. Ms. Geneva
Till seconded, and the motion passed unanimously with a 4-0 vote.
