Considerations: On December 4, 1991, the Purchasing Department published and distributed eleven (11) bid packages for trophies, plaques and awards for the Parks and Recreation Department. The Bid opening was held on December 27, 1991, with four (4) vendors responding. A bid tabulation sheet is attached for your review. The results were as follows: Golden Gate Trophy Center $13,748 . 22 Images 17, 084 . 40 Naples Awards 18, 333 . 90 Affordable Signs 37, 820. 50 Fiscal Impact: Monies have been allocated in Fund 001-156341 and 111-156343 for these purchases. The Department is expecting to expend approximately $14, 000 in this fiscal year. Egan, Purchasichnician EXECUTIVE SUMMARY RECOMMENDATION THAT THE BOARD OF COUNTY COMMISSIONERS AUTHORIZE STAFF TO DESIGN AND CONSTRUCT YOUTH SOCCER FIELDS AT VINEYARDS COMMUNITY PARR Objective: That the Board of County Commissioners authorize Staff to plan, design and construct soccer fields at the Vineyards Community Park. Consideration: The Board of County Commissioners has directed staff to investigate various sites for possible construction of soccer fields for the youth of Collier County. Various options for the site have been examined; these sites are as follows: (a) Barron Collier High School, (b) Vineyards Community Park, (c) A land swap of 20 acres of property within the Westinghouse Community's Manatee Fruit Company for 15 acres of County owned land within Pelican Bay. After investigating the locations and feasible costs for the sites, one clearly is the most economical for Collier County to pursue. This site is the Vineyards Community Park, the seventh community park site. The Barron Collier High School site will be costly to construct as a road would have to be constructed in order to gain access to the facility, and clearing and filling the area would be costly. The Youth Soccer Association has requested the County to construct a facility with 6 playing fields. In recommending the Vineyards Community Park, staff has considered several benefits of this site. (a) The County currently owns approximately 36 acres of land and (b) the existing facilities at the site. The existing facilities include a football/soccer field and 2 softball fields. The County can make use of these facilities and would only have to construct 3 new soccer fields. Utilizing the existing football/soccer field and constructing 3 additional fields would give the County 4 regulation soccer fields. The outfields of the softball fields could accommodate 2 smaller soccer fields for use by the smaller children. This site is the most economical and the most expeditious since the fields are needed by August 1992 . By constructing only 3 new fields, sufficient property would remain to accommodate much of the previously planned park facilities. These would include 4 basketball courts, 6 tennis courts, 8 racquetball courts, racquet center, field control center, community center, 6 shuffleboard courts, children's play area, picnic area, fitness trail and parking. The estimated cost of construction would be approximately $120, 000 per field. This price would include parking but no lights for night play. Landscaping would also have to be considered and staff has estimated $20, 000 for trees and shrubs. Also to construct these fields, staff is recommending an Engineering firm be contracted to perform planning design and bid specifications for this project. The annual bid for Engineering Service with OCPM could be utilized to perform these engineering services. Fiscal Impact: The cost of this project in the amount of $380, 000 be paid from Fund 345, Regional Park Impact Fees. Growth Management: Soccer fields are included in the County's Growth Management Plan. Recommendation: Recommendation that the Board of County Commissioners authorize staff to plan, design and construct the soccer fields at the Vineyards Community Park and authorize staff to contract with a consultant engineering firm for this design and construction.
