EXECUTIVE SUMMARY
RECOMMENDATION TO AWARD BID #91-1680 TO RENOVATE RESTROOMS LOCATED AT
IMMOKAI,EE AIRPORT PARK
Objective: To award Bid 91-1680 for the renovation of the restroom facility
located at Immokalee Airport Park.
Considerations: Sealed bids for the renovation of the Immokalee Airport Park
restrooms were opened on February 6, 1991. Date of Advertisement was January
14, 1991. Inquiries were sent to 29 vendors. A tabulation sheet is attached
for your review. The Parks and Recreation Department staff, along with the
consulting architect and the Parks and Recreation Advisory Board (vote ) , is
recommending the bid be awarded to A.J. Cross Construction of Naples, Florida,
in the amount of $29,885. This vendor was low bidder.
Fiscal Impact: This Bid in the amount of $29,805 is to be paid from FY90-91
budget. Monies are available in Fund 111-156334-762200 ($20,000) and
111-156334-763100 ($10,935.)
Growth Management: None
Reccemendation: Staff, Consultants, and PARAB members are recommending this
project be awarded to A.J. Cross Construction of Naples, Florida, in the
amount of $29,885.

Dear Mr. Franco;
The County has requested that I review the bid proposals received and prepare a recommendation concerning
the awarding of a contract.
All five bidders are established construction firms with a record of building similar size and larger projects.
The two low bids received were very competitive, with less than a 2% spread, indicating similar
material/equipment/labor pricing. The second low bidder has operated in the Naples area for over 20 years,
and is presently building in the Immokalee area, which accounts for their competitive bid. It is unlikely the
low bidder, A.J.Cross, has 'missed' any key items when the two low bids received are so close to each other.
I have contacted two of the references provided by the low bidder; Andrea Brown, an Architect, and David
Wilkison,a Civil Engineer.Both have provided excellent recommendations,and both indicated they would use
his company again on future work. I have also attached a letter of recommendation prepared by Roger Patch,
concerning the Contractors work on government projects in Alaska.
The proposal submitted by A.J.Cross appears to be in order, and to the best my knowledge there are no
inconsistencies related to the apparent low-bidders proposal.
Since the bid is within the proposed budget, I would recommend the contract be awarded to A.J.Cross
Construction.

Findings, Analysis and Recommendations
Study prepared by IBIS for Coastal Engineering as partial fulfillment of their Task 1.03 of

SUMMARY OF FINDINGS AND RECOMMENDATIONS
Finding #1 - Number of People Per Car
Most people arrive to Bonita Beach Park by car with an average party size of 2.6 people.
Recommendation:
Sanitary facilities and all support facilities should be designed to meet the number of users as determined
by multiplying the number of parking spaces in the combined parking lots of Lee and Collier Counties times
a factor of 2.6.
Finding #2 - Sex of Users
The sex of current users is in a ratio of 5 women to 4 men.
Recommendation:
Sanitary facilities should be designed with more fodure units for women than men (toilets, showers and wash
basins).
Finding #3 - User Activities
The primary activities at Bonita Beach are swimming/water play, 25%; sunbathing, 25%; viewing sunsets
and people watching are the next two most participated in activities.
Recommendations:
(I) The design should recognize these primary activities first, and only after sufficient space has been
allocated for them should space be provided for other activities.
(2) Parking should be designed to accommodate those who wish to view sunsets from their vehicles (15 to
25 cars).
Finding #4 - Age of Users
The age of users was uniform throughout the age brackets used in this study (0-10, 11-19, 20-30, 31-45,
46-65, and over 65) except the fewer number of over 65.
Recommendation:
Facilities designs should be evenly weighted to meet the needs of all ages - basically a "family oriented"
park.

Finding #5 - Frequency and Origin of Use
Approximately 47% off all users surveyed used the park over 25 times a year and live nearby, usually in
Bonita (36% of respondents). A large number (22%) were out of state visitors who visited only 1-5 times
per year.
Recommendation:
Because of the large number of"tourist" users, the park must be designed with ease of location of facilities
for first-time users while providing ways for the repeat users to easily get where they wish to go.
Finding#6 - Site Area Used
Users tend (during the survey period) to utilize the space in and near the shoreline while leaving the space
near the parking relatively unused.
Recommendation:
Place active recreation activities (volleyball, paddle ball, frisbee, etc.) in the zone immediately adjacent to
the parking.
Finding #7 - Sanitary Facilities
Sanitary facilities were the single most desired improvement (47 comments), with two times the next most
frequently desired facility.
Recommendation:
Continue with the programed sanitary improvements as outlined by Lee County.
Finding #8 - Shade
More shade is desired by 24 respondents, especially older people.
Recommendation:
Provide significant numbers of shade structures and/or large size trees. Suggest approximately 10 shaded
sitting/picnic areas and additional shaded sitting spaces.
Finding #9 - Picnic Facilities
There is a desire for additional picnic facilities by some users.
Recommendation:
Provide picnicking together with shade in #8 above.

Finding #10 - Handicapped Facilities
3.5% of users were handicapped with 4 being in wheel chairs.
Recommendation:
Provide the required handicapped accessibility facilities plus investigate a wheel chair usable ramp as close
to the shore as possible.
Finding #11 - Parking
There were very few comments regarding the parking - surface or number of spaces. The parking was
congested in Lee County and only one-half full in Collier County.
Recommendation:
Provide an equivalent number of spaces (a minimum of 150) in new design utilizing a surface that
approximates the finish on the existing parking lots and connect the two (Lee and Collier) county parking
lots.

QINTRODUCTION AND METHODOLOGY
Lee county has contracted with Coastal Engineering Consultants, Inc. to provide design services for the
Master Planning and Construction Documents for the renovation of Bonita Beach Park. As part of the
design process it was deemed necessary to understand who the current users of the park were and what
they did while at the park. In addition, it was desired to find out what they wanted to have in the way of new
and/or changed facilities.
Coastal Engineering, through the Landscape Architectural and Park Planning firm IBIS, has conducted a
•
survey of the existing users utilizing the following methodology:
(I) Conducting a survey on 3 days (1 weekday, Thursday, August 30; 1 holiday weekend day, Labor Day
weekend day, Sunday, September 2; 1 regular weekend day, Sunday, September 9).
(2) Making observations during the above days.
(3) Tabulating the data.
(4) Analyzing the data.
(5) Preparing Findings and Recommendations.
The survey instrument was prepared, and after review and revisions (see Appendix"A'), was administered.
A total of 149 forms were handed out by the survey team of George Fogg and Suzie Blackwell and
' (6, completed by the respondents while on the beach. Seventy-four forms were completed on Thursday,
August 30. The weather was clear, warm and calm in the morning with hot, partly cloudy breezes in the
afternoon. Another 55 forms were completed on Sunday, September 2. The weather was sunny, warm and
calm in the morning with hot temperatures and clouds developing in the afternoon. A shower occurred
about 3:00 PM with 83 cars leaving within minutes of the shower. A final 20 forms were completed under
Blackwell's direction on Sunday, September 9. The day was warm and pleasant in the morning becoming
overcast and breezy in the afternoon. There were a total of 149 surveys returned and tabulated. The
surveys were distributed throughout the site and also on a portion of the Collier County side of the park and
the county access site North of Doc's. See Map #1.

FINDINGS AND CONCLUSIONS
Finding #1 - Number of People Per Car
There were approximately 374 people represented by the 149 survey respondents. This gives a 2.6 people
per car ratio. (See Chart 1)
Conclusion
A multiplier factor of 2.6 people per car/truck should be used to determine the number of people that will
be likely to use the park at any given time. The resultant number would be utilized to determine the needed
capacity of the sanitary facilities.
Finding #2 - Sex of Users
Question #13 addressed this issue. Please note that 24 respondents did not answer this question. Total
females surveyed were 63 and males were 62. The total number of males and females represented by the
respondents was 202 females and 161 males for a ratio of 5 females to 4 males. (See Chart 2, Sex
Breakdown Results.)
Conclusion
Proportionately more sanitary facilities will be needed for women than men. This will affect the sizes of
spaces needed for each sex plus the numbers of fixtures provided, i.e. toilets, urinals, sinks, showers and
change spaces.
Finding #3 - User Activities
Questions 6 and 7 address activities by the respondents. Charts 3 and 4 "Main Activities Comparison,"
Charts 5, 6 and 7 "Activities Planned Part 1 and Part 2" and "Secondary Activities Chart graphically depict
the results from the responses the to survey. From this information, it is clear that the primary reasons for
people coming to Bonita Beach Park are equally divided between Swimming/Water Play and Sunbathing.
People watching,watching sunsets and playing volleyball are also important primary activities. Observations
done during the survey uncovered two major activities not adequately counted that should be added to the
totals — people watching at noon time approximately 30 cars (50 people) and watching sunsets
approximately 40 cars (70 people).
When secondary reasons for using the park are considered (see Charts 5, 6 and 7), in addition to the
primary activities the most often stated activities that the users participated in while at the park are in order
of importance: water play/swimming, people watching (including the nooners), sunbathing, watching the
sunset (including those observed but not surveyed), a cluster of shoreline activities of shelling, snorkeling
and bird-watching, listening to the radio (usually with earplugs- a few did play loud music), volleyball, and
finally fishing.

Conclusions
Primary design attention should be given to preserving and enhancing the water-related activities of
swimming/water play, sunbathing, shelling, etc., and watching sunsets, while providing for the necessary
backup activities of picnicking, volleyball and fishing.
It should be noted that a potential management problem may exist or develop between those who come
to relax and enjoy the "quiet" and loud radios.
Finding #4 - Age of Users
(Chart 8 - Age Breakdown Results). Seventy-three percent of the respondents were between 20 and 65.
When, however, the ages of the rest of the party members are included, the age distribution becomes fairly
uniform for all age groups except the over 65 segment which was approximately one-half of the others.
Conclusion
Facilities should be provided that are suitable for all age levels. This would require such consideration as
steps to drinking fountains for children, easy access ramps to the beach for strollers and for older people
with mobility problems, active areas for young people and quiet and possibly shady spaces for older people,
etc.
Finding #5a - Frequency of Use
The following summary is based on 132 responses to Question #11: "How many times do you use this park
each year?"
1 to 5 - 24%; 5 to 10 - 12%; 10 to 25 - 17%; over 25 -47%
Note that almost one-half (47%) of the users are very frequent visitors (over 25 times per year).
Finding #5b - Origin of Users
Origin of Users - The following summary is based on 145 responses (some out of state were multiple
responses, i.e. a New York resident who had a vacation home in Florida).
L Lee County - 67% (36% were local)
Collier County - 6%
dither Florida counties - 5% (these were all counted on Labor Day weekend)
Out of state - 22%
Observations of the number plates of parked cars on 8/30/90 and 9/2/90 indicated out of state cars to be
28% and 16% respectively and that Collier County cars to be 20% of the vehicles present.
Conclusions
Taken together Findings #5a and 5b showed that almost all of the frequent (over 25 times per year) users
were from the Bonita area. Contrasted to the heavy local use was the surprisingly large out of state use of
22%. These findings lead to two opposite design directions: (1) For the infrequent and first time users it is

necessary to provide easily understood layout with adequate signage to enable them to find their way
around, and (2) for the frequent users it is desirable to provide direct access to the activity areas for quick
egress to the known desired destination.
Finding #6 - Site Areas Used
Observations on the survey days showed a distinct use pattern as shown on Map 2 below.

There is a strong likelihood that the above use pattern would be altered in the winter tourist season. There
will, of course, be fewer people in the water (colder water temperature), and probably more people walking
along the beach. Sunning may take more space - possibly causing conflicts with active beach uses, i.e.
volleyball, paddle ball and frisbee throwing.
Conclusion
Develop active facilities in areas currently under utilized, i.e.adjacent to parking. This conclusion recognizes
the necessity of space being made available for sand dune restoration.
Finding #7 - Sanitary Facilities
There were a total of 126 combined responses to Questions 9, 10 and 17. By far the largest area of
comment (47) was on the need for more and/or better showers and sanitary facilities. (See Appendix "B"
for a complete listing of all comments.) In addition, observations showed lines of people waiting to utilize
the existing facilities.
Conclusion
The need exists for more, improved and better located sanitary facilities. The numbers of fixtures should
be calculated based on 2.6 times the number of parking spaces in the combined parking lots for Lee and
Collier Counties. Suggested numbers of the fixture units are as follows based on data in Park Planning
Guidelines published by the National Recreation and Park Association and modified to a ratio of 5 women
to 4 men, and assumes 220 combined parking spaces, or 575 people.
325 Women - 4 toilets, I bidet, 2 lavatories, 4 showers and 6 change rooms
250 Men - 2 toilets, 2 urinals, 2 lavatories, 3 showers and change space for 4
Finding #8 - Shade
Twenty-four of 126 responses in Questions P o s 9, 10 and 17 concerned, in various ways, the need for shade.
Conversations with users during the survey period made it very clear that for some, especially the older
people and some men, shade was of paramount importance.
Conclusion
The removal of all existing shade (Australian pine) will make the provision of shade either by large-scale
plants and/or built shade structures a critical issue. From the number of comments written and verbal and
from site observations, it is suggested that shade be available for up to 20% of the users. This can be
combined with picnicking(approximately 10 units)and benches for approximately 40 people. These facilities
could, if appropriately located, also serve the dual purpose of providing for sunset viewing. At least some
of these shaded facilities should be located in relationship to Doc's and the active use area(s).
Finding #9 - Picnic Facilities
Seventeen of 126 responses in Questions 9, 10 and 17 indicated a need for picnicking. Picnicking was also
cited as a primary or secondary activity for approximately 50 respondents.

Conclusion
Based on these findings and site observations of all picnicking being done in the shade, it would appear
desirable to provide picnicking as an integral component of the project shade structures and plantings. See
Finding #8 above.
Finding #10 - Handicapped Facilities
Response to Question #15 showed approximately 5% of the users were physically handicapped and of
these more than one-half were in wheel chairs. It is also assumed that some of the older people using the
park have at least some physical limitations. The 4 handicapped parking spaces had handicapped marked
cars occupying spaces during several observations, although the spaces were never filled to capacity.
Conclusion
Because of the proximity of the beach and parking lot, there is a real need and opportunity for the provision
of handicapped facilities at this park. Consideration should be given to providing more than the minimum
federally required accessibility standards. Examples of such items would be a wheel chair accessible
stabilized sand access way to the highwater line and easily held hand rails along the dune walkovers.
Finding #11 - Parking
Currently there are approximately 160 cars parking in the designated parking areas plus all the available
spaces along the entrance roads and in the county parcel North of Doc's. There are approximately an
additional 70 spaces in Collier County with only a maximum of 40 spaces filled during the Labor Day
weekend. If all available space (see Map 3) in both County parks were utilized (approximately 230 spaces),
the maximum use at this time would be approximately 600 people(230 x 2.6 people per car). The maximum
observed use was approximately 200 cars for a total of approximately 520 people on Labor Day, September
3, 1990.
Collier and Lee County residents were parked in both county parking areas. Actually more Lee County cars
were in the Collier County parking area than Collier County cars.
Analysis of the arrival and departure times given by the respondents provides useful information for park
managers. See Chart 9, Arrivals and Departures of Users. In addition, observations on the 3 days showed
that significant numbers of people come to the park at lunch time (approximately 30 cars) and at sunset
(approximately 40 cars), which were not surveyed. These users stayed only for a short time (less than I
hour) then left. At noon they were primarily men — giri watching, and in the evening mostly couples
(frequently older people), coming to watch the sunset. Many of both groups stayed in their cars the entire
time.
One additional factor regarding circulation was the large numbers of transients who just drove in looking
around (possibly cruising) and then left. This number could be cumulatively equivalent to the total number
of actual park users.
Questions 9, 10 and 17's responses had only 3 comments regarding paving of the parking and 4 regarding
more and/or better arrangement of the parking along the access roads and in the area used for overflow
parking.

Conclusions
(1) Since few comments were received regarding parking capacity needs from the survey respondents (see
Appendix"B"), and since unused capacity existed in the Collier County portion of the beach, it appears there
is currently an adequate number of parking spaces for existing users.
(2) There is, however, urgent need for improved parking layout and surfacing. A well organized, stabilized
parking area of a minimum of 150 spaces (more if possible) is desirable.
(3) Connect the two county (Lee and Collier) parking areas to better utilize the available space.
(4) There should be space provided in the parking area where people, especially the elderly, can watch
sunsets without leaving their vehicles.
(5) There is a potential traffic management problem with the large number of transients/cruisers.
