A&SDS Ad Hoc Minutes 07/14/2015 July 14, 2015 MINUTES OF THE COLLIER COUNTY ARCHITECTURAL AND SITE DESIGN STANDARDS AD HOC COMMITTEE Naples, Florida, July14, 2015 LET IT BE REMEMBERED, the Collier County Architectural and Site Design Standards Ad Hoc Committee in and for the County of Collier, having conducted business herein, met on this date at 3:00 PM in a REGULAR SESSION at the Growth Management Division Building, Room 609/610 2800 N. Horseshoe Drive, Naples, FL with the following persons present: Rocco Costa, AIA James Boughton, AIA Kathy Curatolo, Collier Building Industry Association Dalas Disney, AIA Bradley Schiffer, AIA (Excused) Dominick Amico, P.E. ALSO PRESENT: Caroline Cilek, LDC Manager Jeremy Frantz, Planner Madelin Bunster, Architect Richard Henderlong, Principal Planner Stefanie Nawrocki, Planner 1 July 14, 2015 The Committee reported in order to consider any requirements other than those currently proposed Mr. Curl, if he wishes,should propose changes to the Section and forward them to Staff for consideration by the Committee. Ms. Cilek reported Staff would be willing to assist Mr. Curl in developing the language should he so desire. 4. Old Business a. Overhead doors staff presentation Section 5.05.08 D.7 At a previous meeting the Committee added Section 5.05.08 D.7.a.i that provides for the use of overhead glass doors in certain building designs without the screening required under Section 5.05.08 D.7.a. During the discussions,they considered adding language to this section prohibiting the use of the treatment for self storage buildings and possibly other uses such as industrial, warehousing, etc. Staff was to research the issue and report back to the Committee. Staff presented two examples of existing uses of glass overhead doors for discussion purposes. The Committee determined that the previously determined 75 percent glazing standard was desired. Staff also reported, upon further investigation it may be more effective to require screening in Section 5.05.08 E which addresses Design Standards for Specific Buildings (self storage buildings, multi story, mercantile,warehousing, industrial, etc.). The Committee could specifically address which individual uses the treatment would be allowed and would aid applicants as they reference the standards when designing site specific buildings. The Commmitte suggested that Staff should review the issue and propose the exception for specific uses only for the Committee's consideration. Section 5.05.08 D.7.a—Overhead Doors The Committee discussed the current requirement"Sufficient screening is defined as a screening wall, with a minimum height of 90 percent of the overhead door height, or a landscape buffer achieving 75 percent opacity within one year. The placement and the length of these screening devices must block the view of the overhead doors from the street. " The Committee: • Expressed concern, in order to meet the requirement, a wall or landscape buffer may be required to encompass the entire length of a property line fronting the street in question. • Questioned if wall should be allowed to be built in these instances as generally they do not provide aesthetic qualities to a site, but act as a sight or noise impeder. • If walls are allowed, consideration should be given to amending the section for a lower height requirement such as "Six foot high as measured from the centerline grade of adjacent roadway or access. " Staff reported the requirement has been applied to the area along the fronting property which is 90 degrees perpendicular from the front ends of the proposed building, not the entire property line. Landscape buffers are generally utilized by the applicant to satisfy this requirement given the costs associated with constructing walls. 3 July 14, 2015 None 6.
