WRITING IN ADVANCE OF THE MEETING. ANY PERSON WHO DECIDES TO APPEAL A DECISION
OF THIS BOARD WILL NEED A RECORD OF THE PROCEEDING PERTAINING THERETO, AND

PBSD AD-HOC SAFETY COMMITTEE MEETING
OBJECTIVES:
1. To discuss and formulate the scope and priorities of the Committee
2. Delineate activities and/or initiatives the PBSD has and is taking to address safety
needs and concerns in Pelican Bay
CONSIDERATIONS:
1. Section Four(Purposes and Powers) of the PBSD's latest amended ordinance (2013-
16) is replete with safety related responsibilities associated with its duties:
a. Street lighting
b. Sidewalks and Pathways
c. Crosswalks
d. Extraordinary Law Enforcement
e. Identification Markers (street signs and safety signs)
2. The statutory purposes and powers of the PBSD seems to warrant the formation of a
Safety Committee so that safety issues and needs in Pelican Bay can be addressed
when identified by residents or circumstances
RECOMMENDATIONS:
1. That the Ad Hoc Safety Committee prioritize safety issues and needs and develop a plan
to address these needs and issues

Subject: Issue for Today's Safety Committee mtg
Dear Mary& Lisa: Could you please forward to the members of the Safety Committee my"comment" regarding safety
at association entrances. While I intend to attend today's meeting, I'd prefer to see the issue the topic/issue added to
their agenda for today, should they concur. The PBSD website does not yet specify who are the members of that
subcommittee.
Please consider adding to today's-1 April 2014—agenda of the Safety Committee the issue of pedestrian & bicyclist
safety at the intersections of our pathways/sidewalks with association driveways. I view the risk of a serious accident to
be quite high. The risk comes from two factors:
• Line of sight for drivers& pedestrians/bikers obscured by landscaping and signage
• The absence of a painted stripe and/or stop signs at the exits of many of the associations. While many
associations have a stop sign, many do NOT have the painted stripe indicating where one should stop. That
stripe should indicate that by stopping at that specific point, drivers will be able to adequately view the
intersecting pathway/sidewalk, or advance slowly once one has stopped. Bicyclists using the pathways, even
when biking at a safe speed,are unable to be seen nor are they able to see approaching vehicles exiting the
associations.
Twelve years ago,we brought this specific issue to the attention of our Hyde Park board and condo manager. They took
immediate steps to work with the PBSD to reroute the pathway coming from the north along Pelican Bay to provide a
better line of sight. A few years ago when we had our driveway/internal road reasphalted, PBSD assisted us in
identifying the location for the stripes at our two exits. I suggest that PBSD look into this issue over the summer,with
the support of the Foundation if appropriate,to identify the associations that have exits/entrances that are hazardous,
pose a risk. Then the PBSD,working with the Foundation, needs to identify what has to be done to eliminate the risk
and which organization bears or shares responsibility to address the risk.
