Landscape Update and Overview Presentation by Staff Landscape& Safety Committee of the Pelican Bay Services Division January 28,2015 Meeting Minutes a. The Committee needs to have a grasp and knowledge of what our landscaping operation entails and what projects are planned b. Update on staff's manpower needs, audit and budgetary needs this year and next year c. The Committee's goals are to maintain Pelican Bay's landscape in optimum appearance and safety for pedestrians,cyclists, vehicles,residents and future residents 7. Oakmont Lake Path Update 8. AGENDA APPROVAL Mr. Cravens motioned,Dr. Trecker seconded to approve the agenda as presented. The motion carried unanimously. APPROVAL OF OCTOBER 30 MINUTES IMr. Cravens motioned,Dr. Trecker seconded to approve the October 30 minutes as presented. The motion carried unanimously. AUDIENCE COMMENTS No comments were received from the audience. BICYCLE SAFETY WORKSHOP AND CLINIC Dr. Chicurel advised the Board of what was to be offered at this event, stressing the need for education on the Rules and Florida Laws in this regard. LANDSCAPE UPDATE AND OVERVIEW PRESENTATION BY STAFF Mr.Dorrill gave a comprehensive rundown on the 11 person landscape staff's tasks and man hours broken out by week, month and season. Several categories need to be looked at more closely in order to quantify the work activity by specific tasks to relate them back to the available man hours. The Committee agreed that line of sight and other safety issues should be considered first, and after compiling the information, Mr. Dorrill hoped to be able to present it to the Committee for some better recommendations from them from a budget perspective. It was determined that a written document should be created between the Foundation and the PBSD regarding the landscape work done for the Foundation and the benefits received in return. OAKMONT LAKE PATH UPDATE Mr. Dorrill is waiting for an opinion from Mr. Klatzkow at the County Attorney's Office as it relates to ownership and responsibility for the path. CHAIRMAN'S AND COMMITTEE MEMBERS' COMMENTS 2 Landscape & Safety Committee of the Pelican Bay Services Division January 28,2015 Meeting Minutes The Committee briefly discussed signage replacement; this item was tabled until the following meeting. A gap in the buffer between Pelican Bay and US 41 has been created by the removal of the pepper hedge,which is also allowing access into the District. A copy of the survey that is being done will be provided to Mr. Dorrill to determine if the area is owned by the County. ADJOURNMENT Mr. Cravens motioned,Dr. Trecker seconded to adjourn. This study lists PBF assets, their useful life, the year in which they are expected to be replaced, the 2014 cost, and their total projected replacement cost. It appears that the way forward to address the safety issues on Oakmont pathway is provided for, as outlined in the PBF Replacement Reserve Study which is available on the PBF website under financial documents. Per the above, it appears that the PBF is scheduled to do the work on the Oakmont Park walking pathway in 2015. MEDIAN PLANTING PLANS Based on the approved Design Development Median Plans, we will provide MEDIAN PLANTING PLANS, with specifications, giving the location, type, size and quantity of all plant material and installation details for use in bidding, permitting and installation. All plans will be coordinated with you and any other consultants on the team. PROJECT ADMINISTRATION We will coordinate the implementation of the plans during the construction of the planting project. We will conduct site inspections, flag the locations of major plant material as needed, and attend project meetings on your behalf at your request. We will also attend meetings as requested with your committee. I would strongly suggest that all bikers have BLINKING RED LIGHTS on the rear of their bike seats; and perhaps on back of their helmets also. As I keep my left eye on the outside left mirror; my right eye on the inside mirror; and at least two eyes on the road ahead; it can be very difficult to pick out a biker. Particularly as they drift in and out the shadows ahead which can mask their presence! Perhaps also; when they decide to turn left or make a "U" turn they should consider doing so at a crosswalk rather than cutting through traffic which most of the time is going faster than they are.
