AUDIENCE COMMENTS
Dr.Joseph Doyle expressed his thanks to Mr. Dorrill k►r pushing through the repaving of
Pelican Bay Boulevard.
ADMINISTRATOR'S REPORT
Mr. Dorrill indicated that he had nothing to report under this item; however. he would he
making a few comments under other agenda items.
SHERIFF'S OFFICE PRESENTATION—NEIGHBORHOOD WATCH PROGRAM
Corporal Scaduto expressed his thanks to the committee for inviting them today. and
briefly advised them of a crime of opportunity that occurred when an unlocked car with its key
left in it was stolen.
Corporal Van Gelder was then introduced,and presented an overview of the
Neighborhood Watch program to the Committee,noting the major components of it as personal
responsibility for safety of oneself,and awareness of what is going on around you. He
explained how to get this organization started.and its possible effectiveness in a community.
At Mr. Dorrill's request,the Corporal agreed to check on the use of state of the art
cameras in other gated communities in the area,as apparently these cameras are highly effective
in catching tag numbers and improving facial recognition. It was noted. however,that these next
generation cameras are very expensive.
Corporal Van Gelder agreed to come at any time to make presentations to the community
regarding Neighborhood Watch,and was thanked for today's appearance.
OLD RUMNESS
A Repaving of i'e)ir.nn [Inv f1oi0vard and Sharrow Markings update
The repaving should be completed within the coming week; and the thermoplastic
striping will be applied once the asphalt has cured. The sharrow narkings will be painted on.
An article was written by the Dr. Chicurel for the Community newspaper advising
residents of the new markings.
The issue of car carriers and the damage they can cause to the uncured roadway on
Pelican Bay Boulevard was discussed. and suggestions were made to enforce the laws against
unloading on the public roadways. Mr.Dorrill will follow up with Mr. Casalanguida at the

County Roadway Department on this issue: The residents have also been advised nfthe
problem.
B. Community Bicycle/Pedcstrian!Motor Vehicle Education Program Update.
A booklet has been prepared for the outreach program advising residents and guests of
the responsibilities of all users of the roadways. This information is also being rotated on the
digital bulletin hoards throughout lire eunuuurlit as well as appeatirtg in the c-newsletter sent
out by the Foundation and the Community newspaper.
A bicycle forum and clinic will be presented by the Naples Pathways CoaliTion in
conjunction with the Sheriff's Office on February 24th of 2015 at Pelican Bay.
A brief discussion Was held regarding the problem with bike riders cycling through the
stop sign at Pelican Bay Boulevard and Golf Park.and Corporal Scaduto indicated that both he
and his sergeant felt that it was time for some law enforcement on this issue. The area will be
monitored and information forwarded to the Sheriff s Office related to the best time for this
operation to take place.
C. Vegetation l'rimmine/Overgrowth onto Pathways and Roads:Discussion on PBSD
Operations
Overgrowth on pathways and roadways causing a safety issue for cars.cyclists and
pedestrians,as well as being unsightly,continues to be an issue. 'I he Chairman felt that
additional full time help was needed in the maintenance section of operations.and should be
budgeted for.
Dr.Chicurel suggested that a Motion be made that this topic he Opened for Committee
discussion,and Dr.Trecker then suggested that the proper Motion should he for the Board to
investigate additional funding to facilitate ongoing maintenance of the shrubbery. Dr. Chicurel
motioned to direct staff to report to the Safety Committee on what is needed in manpower and
budget increases to maintain the Pelican Bay roads and pathways free of vegetation overgrowth
and tree encroachment where it is the PUSD's responsibility: After a brief discussion it was
determined that a motion was not necessary.and the staff was then directed to report to the
Committee on what was needed as far as manpower and budget increases for this work.
The C omrnittcc then discussed responsibility as it relates to individual communities
versus the PBSD on this issue as well as whether it was an issue of not enough manpower nr
prioritizing manpower. Mr. Dorrill advised the Committer~of the many items that are handled by
the landscaping crew.adding that their equipment was recently evaluated and is in very poor
shape,which adds to the problem.He felt that a study of this entire issue would be helpful.
Dr. Trecker motioned,Mr. Cravens seconded to make a recommendation to the.full Board to
ask staff to do a manpower analysis to determine whether additional manpower was needed or
if shifting of manpower is needed to address the problem. The motion carried unanimously.

Ms. O'Brien then suggested that staff obtain bids to do a onetime ntaior trim in the
community, which would give the Committee an idea of costs to maintain this work. After a
brief discussion regarding responsibility,the Committee agreed to look into this,
NEW BUSINESS
A. Oakmont Lake Path Discussion: Safety.Responsibility.Repair. Maintenance& Replacement
The disrepair of this pathway was noted.and more than one fall has occurred on it. The
Foundation is maintaining that it is the PBSD's responsibility,and the first issue to he
determined is what entity is responsible for this lake path. in response to a Committee member's
question, Mr. Dorrill indicated that Pelican Bay has 15 to 20 foot public drainage easements and
responsibilities to spray. maintain and convey water around lakes. If the PBSD is going to
assume responsibility for the pathway.they will need a license agreement with the Oakmont
HOA.
After a discussion among the Committee members, it was agreed that a letter would be
written to the Foundation advising them of the dangerous conditions of the Oakmont path. and
reminding them of their responsibility. Mr. Dorrill will call his contact at the Foundation and
advise him of the Board's efforts to determine responsibility for the various areas and amenities
in Pelican Bay,and that they will be receiving a letter in that regard.
B.Pelican Bay Boulevard Pathway Maintenance and Repair
Mr. Cravens noted that there are areas of this pathway that have holes and roots that have
surfaced.making this pathway dangerous for walkers. The County has been maintaining this
walkway,but the repairs are done on an irregular basis. Mr.Dorrill agreed with this assessment.
noting that the County has a budget for this work and prioritizes pathways that are closest to
schools. He suggested that if Pelican Bay wished to act on this,he would prefer that they funnel
money through the County's program and liability to supplement what they do. Mr. Cravens
will point out some of the areas to Mr. Dorrill,who will follow up on them with the County.
ADJOURNMENT
Mr. Cravens motioned, Dr. Chirarel seconded to adjourn. The motion Carried unanimously

(bicycle) safety workshop and clinic for the community.
Mark Dillon, a Pelican Ray resident and Naples Pathways Coalition Roard
member, has developed an outstanding program to help us ride, walk, and
drive safely on Pelican Bay paths and roads.
Bring your bicycles for a FREE bicycle safety check-up by Naples
Cyclery. Bring your helmet for proper sizing. lire pressure and seat height
adjustments will be performed by the experts. All services will be free.
So bring your bikes and understand the rules and laws that will make
cycling and driving a car more fun and safe.

1 inline skate at an average speed of 13-15 mph in the bike lane on my local
South Florida streets. While 99% of the cyclists are very positive; with
words of encouragement, allowing me to draft when I crank up to 16-i8

Bicycle lanes are part of the roadway designated for preferential use by
bicyclists.
Florida Department of Transportation Plans
Preparation Manual
Bicycle Lane -A bicycle lane (bike lane) is a portion of
the roadway (either with curb and gutter or a flush
shoulder) which has been designated by striping, special
pavement markings, and signing for the preferential use
by bicyclists.
Manual on Uniform Traffic Control Devices
Bicycle Lane -A portion of a roadway that has been
designated for preferential or exclusive use by bicyclists
h?j pavement markings and, i f aiscd, signs.
Preferential Lane - A highway lane reserved.for the
exclusive use of one or more specific types of vehicles or
vehicles with at least a specific number of occupants.
Persons on roller skates are not permitted on the
roadway, whether in the bike lane or not.
s. 316.206 — Bicycle Regulations
(12) No person upon roller skates, or riding in or by
means of any coaster, toy vehicle, or similar device, may
go upon any roadway except while crossing a street on a
crosswaIk.
Although in-line skates are certainly serious exercise equipment these days,
the statutes do not consider that.
Highway facilities are not designed for optimum use by all users, and some
communities try to accommodate in-line skaters by not strictly enforcing
this provision, SomP strictly enforce that sub-paragraph. Yon should check
with 3.our local police department or sheriff's office to determine the policy
in your community.
