I have been a resident of Pelican Bay for 6 years. I have a suggestion to improve pedestrian safety, particularly as it relates to bikes. First, a little background: I have been a longtime walker/jogger(almost daily) on the pathways parallel to Pelican Bay Blvd., Gulf Park Dr., and Greentree Rd. I have always been very tuned into safety issues, but even more so since March 6, when I was hit by a bike. Afriend and I were walking north on the sidewalk on the east side of PB Blvd., about 30-40 ft. north of the Interlachan entrance. Suddenly, we saw a bike wheel between us; no bell, no verbal warning. We both tried to jump out of the way, but the bike turned into me, gouging my right calf with the pedal and bumping my hip and shoulder.The biker was a women in her early 20s; she had ear buds on. I asked her why she didn't warn us she was behind us with either her bell (she had one) or voice, and why in the world she tried to pass between us. No response. Just a meek apology. My husband reported the incident to the Services Division and, at their request, also to the Sheriffs Office. It was a nasty gash and it is still healing. Happily, I am walking again, but with a lot of nervousness. My observations: 1. Most of the bikers on the sidewalk expect pedestrians to get out of THEIR way 2. Many do not sound a warming if approaching from behind -- either by bell or voice. 3. About 30% of the bikers are wearing head sets or ear buds. 4. The majority of the transgressors are visitors (who don't read the articles in the PB Post or the e-mail newsletter on bike rules). Ideally, all bikes would have to ride on the road, leaving the sidewalk for pedestrians; I know this was already proposed and shot down several years ago. I also know that the proposal to widen the sidewalks was shot down 3 years ago. My husband and I supported both of these proposals; it's unfortunate they were rejected. My suggestion: Put up signs at to-be-determined intervals along the sidewalks, particularly on PB Blvd &Gulf Park Dr.,that tell bikers what the rules are. The signs could be on posts or affixed to trees (without harming the trees, of course) so that those riding bikes on the sidewalk would have to see them. They should say something like this: BIKES ALWAYS yield to pedestrians-- both ways. Give sufficient warning with bell or voice. Pass on the left. No headphones or ear buds. It's the law!!! Of course there has to be a way to enforce the rules. I was not able to get the name or number the biker who hit me because I was focused on my injury and how to get help. Maybe the hosts of the transgressors need to be cited too, because they are obviously not relaying the rules to their guests. Separately, I have recently noticed more and more people(mostly visitors, but also residents)who are NOT crossing PB Blvd. at the designated crosswalks(i.e.they are jaywalking)and they expect cars to stop for them. Some cars do, some don't(which creates more confusion).This is a very unsafe practice on pedestrians'part;they should be aware that if they choose to jaywalk, they will have to wait for the cars to pass first. Bicyclists are not required to use sidewalks. They are operating vehicles and have the same rights and duties as other drivers. s.316.2065—Bicycle Regulations (1) Every person propelling a vehicle by human power has all of the rights and all of the duties applicable to the driver of any other vehicle .... Bicycles are not prohibited from sidewalks unless a local ordinance exists. When on sidewalks,bicyclists have the same rights and duties as pedestrians. That does not mean the cyclist is a pedestrian. He/She is still operating a vehicle and must obey any applicable ordinances related to vehicles such as DUI, and lights and helmets when required. (9)A person propelling a vehicle by human power upon and along a sidewalk, or across a roadway upon and along a crosswalk, has all the rights and duties applicable to a pedestrian under the same circumstances. Getting right hooked,cars pulling out of driveways,hitting pedestrians,etc are all things that have to be carefully watched for. I'm in no way encouraging you to break the law or put yourself in danger,but if you do decide to ride your bike on the sidewalk,following these five rules and will greatly reduce your chance of getting a ticket or getting hurt. 1. GO SLOW-This is the chief of all rules for riding on the sidewalk.All the other rules fall under this one.You should never ride faster than a relaxed jog.The sidewalk is built for pedestrians, so you should not be going faster than them.Pedaling fast down the sidewalk is a perfect way to get hurt,hurt someone else,or get pulled over by a cop. 2.Yield to pedestrians-If you come up behind people walking,be very polite and wait for a good time to ask them to let you pass.Never come up behind them yelling,ringing a bell or anything else that could startle or scare them.You are trespassing on their terrain so be courteous. . Check every cross street and driveway-This is the dangerous part!Drivers are used to pulling all the way up to the road before coming to a stop and turning onto the street you're following.Make sure when coming up to a driveway or cross street that you slow down and check to make sure a car isn't coming.They aren't looking for fast moving vehicles to be coming off the sidewalk,so you have to be watching for them! 4. Only cross the street at crosswalks-A good way to get hit by a car is to come darting off the sidewalk into the street randomly.Again,remember that drivers aren't looking for people to jump off the sidewalks into traffic randomly.if you need to cross the street,wait until you get to a cross walk and do it there. 5. Be willing to walk your bike-If you regularly ride on the sidewalk,there are going to be lots of times where the best decision is to get off your bike and walk for a bit.This is usually due to congestion.When them are just too many people around that you risk hitting one of them,it's time to walk.Constantly keep it in your mind that you can get off your bike and walk if things seem"Iffy" If there's ever a time that you decide it's better to ride on the sidewalk than the street,follow these rules to stay safe and avoid a ticket. However I must disagree with you on the"its illegal"part.I dont know where you live but here in Oregon it is NOT illegal to ride on the sidewalk unless specifically designated as illegal.In fact there is no speed limit on the sidewalk IF there are no pedestrians and IF there are no cutouts(driveways).If there is a pedestrian,a bicyclist is to yield and reduce its pace to that of a walk(not a slow jog-but a walk).Of course you can check your state laws and even in your city there might be more specific laws.(For example in my town there are a few places where it IS illegal to ride on the sidewalk) I realize I'm harshing on you a bit-but I dont mean to.The recommendations are great-I just dont want misinformed beginner bicyclists out there who never start to their bike now because they think that its illegal to ride where they feel safe. Having pointed that out,you're absolutely right about the fear factor.I'm new to commuting and feel fortunate that the majority of my ride is on a very well maintained bike path.Yet, whenever I'm on the street in traffic I feel much less safe and confident in my skills.Sometime I ride on the sidewalk simply because I'm afraid.Hopefully I will improve and build more confidence. The latter swoop from side to side, last week on Pelican Bay Blvd. a man got quite angry with me because I didn't go on the grass as he swept by me-yelling: "Hey Lady, didn't you hear me" - needless to say my blood pressure rose!!! Well enough. I chat with other walkers and they all agree with me re the above concerns. We drive out of here onto PBB every day and head south at 7:30 AM. On Saturday we drove onto PBB and soon noticed that both north bound lanes were full of joggers,and there were cones randomly set between the two south bound lanes. We are accustomed to seeing early morning joggers,but it soon became evident that we were in the midst of some organized event that was doing its best to take over PBB. We reached the Gulf Park intersection,and there were people in orange vests obstructing the intersection. At Glenview Place, we were on the inside lane because we were trying to follow the cones,but there were small children running in our lane. Soon there was a volunteer who jumped into our lane and demanded that we change lanes,but there were cars in that outside lane. We barely managed to change lanes and avoid the children and the other south bound vehicles. At that juncture,the event had taken over 3 of the 4 lanes of PBB. We suggest that a safer place be found to have marathons,such as a high school running track. There is no safe way to have a marathon on Pelican Bay BLVD.
