Dear Commissioners,
On the off chance I can't make this agenda item when it comes up today, I wanted to offer up a
suggestion and request that my project Willoughby Preserve be grandfathered under the
current rule since we have an application pending with Conservation Collier.
In the case of my client,they received preliminary approval from both County staff and
Conservation Collier to purchase offsite lands in Winchester Head and donate the lot in lieu of
native vegetation retention based on the current LDC language. We only needed 0.28 acres
worth of mitigation, but we have purchased a 1.14-acre ($30,000) lot to offset the 0.28 loss. I
am requesting the Commission consider the fact that this application was submitted prior to
this agenda item request being put forth and allow our application to proceed for Board
consideration when it finally makes its way to you. It is my understanding it is on hold pending
the outcome of this item.
If you choose to examine perpetual maintenance costs down the road, I offer the following
suggestions.
1) Require 100% removal of exotics from the site by the developer. It will greatly lower future
maintenance costs. You can do this during Board approval of an application now I believe.
2) Step the maintenance costs by the level of exotic coverage. If you have a site that is 75%
exotic, then your seed germination issues will continue for a few years and will require more

chemical. But if your site has 30% exotic coverage, after removal of exotics your maintenance
costs should be really low.
I will do my best to be there, but I have my own BCB Board briefing shortly to contend with
today.
