LET IT BE REMEMBERED, that the Clam Bay Committee of the Pelican Bay Services
Division Board met Thursday, October 17, 2013 at 1:00 PM at the Community Center at
Pelican Bay located at 8960 Hammock Oak Drive, Naples, Florida. The following members were

All Committee members were present
AGENDA APPROVAL
Mr. Cravens motioned, Mr. Domenie seconded to approve the agenda as amended
[add 4d, 6. 1, order of item 4: c, a, b, d]. The Board voted unanimously in favor and
the motion gassed.
QUESTION AND ANSWER SESSION WITH ENGINEER
SUGGESTED TRIGGERS FOR DREDGING
The Committee and audience commented at length.
Dr. Mohamed Dabees, Humiston & Moore Engineers explained that dredging triggers are
not finite. One single event does not determine when to dredge and one cannot control the
sequence of events. Technology has advanced greatly since 1998 and now, modeling surveys can
simulate vulnerabilities and predict effectiveness of proposed remedies. There are indicators for
guidance, but no definitive yellow line or red line that once crossed over determines when
dredging should occur. One does not want to wait until there are signs of die -offs because by the
time one can see biological indicators, it is too late. Consensus was reached among Committee
members that using the phrase, "conditions for dredging" was preferable to "triggers for
dredging ".
BRIEF REVIEW OF CONSTRUCTION DRAWINGS FOR LAST DREDGING
EVENT INCLUDING THE PART OF THE DESIGN NOT IMPLEMENTED
Dr. Dabees explained areas B and C need to have adequate flow areas in order to keep
area A (aka the inlet) open. More than half of area C was not dredged during the last event;
however, removing additional sand from area C would help to improve the system.
FUNDING FOR CLAM BAY MANAGEMENT PLAN
Mr. Dorrill is meeting next week with the County budget director to discuss funding the
management plan and related activities.
PROPOSAL TO REPLACE CULVERTS WITH BRIDGE
The Committee and audience discussed their concerns and the possibility of holding a
workshop with the City of Naples, but would discuss further at the board meeting in December.
WATER QUALITY
Mr. Hall would present the annual monitoring report at the December board meeting.

BRIEF UPDATE ON BEACH RENOURISHMENT
Chairman O'Brien distributed an executive summary approved by the Board of County
Commissioners and motions passed by the Services Division Board.
ADJOURN
Mr. Cravens motioned, Mr. Levy seconded to adjourn. The Committee voted
unanimous) E in Lavor, the motion was gassed and meeting ad'ourned at 2:5 7 .m.
