The following members were present: Landscape Water Management Subcommittee Dave Trecker,Chairman Tom Cravens Joe Chicurel Scott Streckenbein absent Pelican Bay Services Division Staff W.Neil Dorrill,Administrator Mary McCaughtry,Operations Analyst Kyle Lukasz,Operations Manager Lisa Resnick,Recording Secretary Two in the audience REVISED AGENDA 1. Adjourn ROLL CALL Three Committee members were present(Trecker,Chicurel,Cravens)and one was absent(Streckenbein). UPDATE ON THE COMMUNITY AWARENESS PROGRAM Chairman Trecker reported that two Community Awareness Program presentations were made and additional presentations are scheduled. The Committee agreed to make a recommendation to the full Board to produce additional Water Pollud brochures to include in the annual assessment notice mailing in August. rEaE l UPDATE ON PILOT PROJECTS Mr.Lukasz reported that aeration installation in all of the pilot project lakes is complete. A=1:2_6 a ants were installed in all three Golf Course lakes. Bacteria was installed in Lakes 3-3 (St.Andrews),3 4(Go e), and 3-9(Golf Course). Aeration and aquatic plants were installed in Lake 3-8. Only aera ailed in, ce 3-2(Las Brisas)and Hydrothol would be used instead of copper sulfate to control algae. The Committee directed staff to identify lakes where bacteria treatment ad lift+ ,'_lantings alone can be installed. 2 Landscape&Water Management Committee Meeting Minutes May 21,2013 PROPOSAL AND RECOMMENDATION FOR FLOATING ISLANDS IN AVALON LAKES Chairman Trecker made a motion,second by Dr. Chicurel,to make a recommendation to the full Board to approve the expenditure 1$15,000 proposal from Beemats,Inc. to install floating islands in the Avalon Lake 5-3]contingent upon approval by the Avalon Board. The Committee voted unanimously in favor and the motion passed. SAMPLING/TESTING PROGRAM FOR LAKES Chairman Trecker made a motion,second by Dr. Chicurel to make a recommendation to the full Board to approve the$9,000 expenditure[Turrell,Hall&Associates,Inc.,proposal for sediment sampling collection and analysis of copper and aluminum]. The Committee voted unanimously in favor and the motion passed. PROPOSAL TO REPLACE COPPER TREATMENT WITH ALTERNATIVE ALGAECIDE NOW Mr. Cravens made a motion,second by Dr. Chicurel,to make a recommendation to the full Board that [Pelican Bay Services Division]stop using copper sulfate use alternative algaecides[Hydrothol]by September 1, unless Kyle's experiments in Basins 5 and 6 indicate it is not effective to do so. The Committee voted unanimously in favor and the motion passed. Mr.Lukasz acknowledged that replacing copper sulfate with Hydrothol would increases expenses; however,he would determine the additional cost and provide to the Committee. ISSUE WITH RECYCLED WATER Mr.Lukasz reported that the copper reading taken was contaminated and therefore was invalid. POND DREDGING The Committee discussed briefly that eventually the subject of dredging copper sediment from the lakes would have to be addressed and disposal of hazardous material was very costly. EROSION CONTROL ON EAST SIDE OF BERM NORTH OF THE COMMONS Mr.Cravens observed extensive erosion on the east side of the berm north of The Commons and recommended installing riprap to repair and prevent further erosion. Its waterways —inland lakes and Clam Bay—are being polluted by high levels of fertilizer runoff and copper algaecide. Nutrients from the runoff—dissolved nitrogen and phosphorus—cause algae bloom,a threat to aquatic plants and wildlife.To deal with algae buildup,a copper algaecide has been applied over an extended period of time.Through accumulation,copper—itself a pollutant—has reached alarmingly high levels in our freshwater lakes. Those lakes are not subject to federal or state regulation.But pollution—leading to unsightly sludge,odor and dead wildlife—affects quality of life and property values of people who live nearby.And Clam Bay,downstream of the lakes,is highly regulated and has strict limits on pollution. ' • . • . • • • - - • • - - •• ..• • • ;III • • • - •� Copper levels in Upper and Inner Clam Bay over the past several years have averaged 9.1 and 5.2,respectively. •As a result,in 2012 the Florida Department of Environmental Protection classified Clam Bay "impaired for copper" and gave the community five years to fix the problem. The copper in Clam Bay comes from the 63 lakes that empty into the bay. Dissolved copper in those lakes ranges from 4 to 3870 micrograms per liter, ,with an average close to 350. Continuing copper buildup in the lakes will lead to further migration to Clam Bay and worsen an already serious problem. • Page 4 • Use only landscape maintenance companies whose technicians are trained and licensed in BMP("Florida Certification for Urban Landscape Commercial Fertilizer Application"). During fertilizer application,be sure there is appropriate on-site supervision. • Use fertilizer application rates recommended by the Florida-Friendly Best Management Practices for Protection of Water Resources by the Green Industries.Those can be accessed at http:/fyn.ifas.ufl.edu/professionals/GI-BMP publications.htm. • Limit nitrogen usage to 46 lbs./1000 sq.ft./yr. • Limit phosphorus usage to 0.5 lb./1000 sq.ft./year. • Whenever possible, use slow-release fertilizer. • Do not fertilize during the rainy season (June 1 - September 30) or prior to forecasted storms • Be sure no fertilizer is used within 10 feet of groundwater,including Iakes,except to establish new landscape and then for no more than 30 days after planting. • When installing new landscape,use drought-resistant plants that require minimal fertilization. • Be mindful that reclaimed water used for irrigation already contains most of the nitrogen and phosphorus needed for grass fertilization. Little or no additional fertilizer may be needed.
