Cottille'r County Pelican Bay Services Division Municipal Service Taxina and Benefit Unit January 23, 2014 Crescent Association ATTN: Mr. C. David Cook 8430 Abbington Circle, C -25 Naples, FL 34108 Dear Mr. Cook, The Pelican Bay Services Division (PBSD), funded by the Pelican Bay Municipal Services and Taxing Benefit Unit, operates our community's surface water management plan. The plan utilizes a water management system that is designed to reduce nutrients in storm water run -off through green space detention areas, 63 retention lakes, and vegetated Swale areas in Pelican Bay's six watershed basins prior to being conveyed into the Clam Bay Conservation and Natural Resources Protection Area, through numerous weirs in the berm that is located along most of the western edge of our developed community. Slightly more than two- thirds of the retention lakes (44 lakes) in Pelican Bay are being managed by the PBSD, while the other 19 retention lakes are the responsibility of individual associations. In October of 2012 the Florida Department of Environmental Protection classified Clam Bay as impaired for copper. Water quality monitoring has also indicated that there are periodic increases of the nutrients Nitrogen and Phosphorus in Clam Bay. Since copper sulfate was commonly used for many years to control algae in Pelican Bay's storm water lakes, it is suspected to be the main cause of high copper levels in Upper Clam Bay. Fertilizer for landscaping in Pelican Bay is suspected to be the main cause of periodic increased nutrient levels in Clam Bay. In an effort to reduce copper levels in the Pelican Bay water management system, the PBSD has ceased the use of copper sulfate for control of algae in the lakes we manage. To reduce fertilizer used in landscaping methods, the PBSD requires our landscaping staff to be trained in and use landscaping Best Management Practices. However, landscapers used by associations to control Pelican Bay Services Division 1 801 Laurel Oak Drive, Suite 302 ( Naples Florida 34103 i Tel 239 597.1749 Fax 239 -597 -4502 u algae in the private lakes may still be applying copper sulfate to control algae and may be improperly using fertilizers in associations' landscaped areas. We are asking your association to consult with your lake maintenance company to cease any use of copper sulfate in your private lake. We at the PBSD would be happy to meet with you and your association to discuss ways in which your association can improve the water quality of your lake by eliminating the use copper sulfate for control of algae. We would also be happy to provide information on Best Management Practices for landscape management to you and your association. If you would like to meet with a representative from the PBSD regarding water quality in your lake and Best Management Practices for your landscaping, please call the office of the PBSD (239)597 -1749. In a joint effort with PBSD your association can improve water quality of all Pelican Bay storm water retention lakes and reduce nitrogen and phosphorous levels in Pelican Bay watershed basins to better maintain a healthy ecosystem in the Clam Bay Conservation and Natural Resource Protection Area.
