Collier County currently has 34 boat lanes to serve the boating public. Collier County Parks maintains 19 of these at 9 locations;City or State
governments provide 7 lanes at 3 locations;eight are privately owned at 6 locations and open to the public. Ann Olesky Park Boat Ramp
provides the only access to the approximately 1500 acre freshwater Lake Trafford located in northern Collier County. The continued
deterioration of the seawall and associated land and subsequently the boat ramp at Ann Olesky Park will eventually eliminate the boating,
fishing,and wildlife enthusiast's access to this natural resource. Lake Trafford is important not only to the recreational boating and fishing
public,serving approximately 900 visitors and 190 boaters monthly,but to the ecosystem of southwest Florida marking the headwaters of
Corkscrew Swamp,Imperial River and Cocohatchee River watersheds,along with Camp Keais Strand and the Florida Panther National
Wildlife Refuge watershed that drains into the 10,000 Islands. Since the completion of the Lake Trafford Restoration Project use of this
public launch access has increased.
c. Approach(Scope of Work): Describe the project's scope of work by providing a list of tasks and deliverables:
•Assignment of a Collier County Project Manager to supervise the deliverables outlined in the scope of work.
•Preparation of a Request for Proposal for scope of work listed herein.
o Scope Investigation for the design for seawall and ramp improvements that will improve functionality,safety,
and abate erosion due to the wave action of Lake Trafford.
o Researching,applying for,and securing all necessary permits needed for completion of construction.
o Plan will include all design plans and technical specifications needed to bid and construct the project.
o Engineer shall provide a maximum of 40 hours during construction for inspection assistance.
o Final Design (100%)shall include approximate construction costs for improvements.
d. Project Benefits:
• Design, permitting, and engineering will provide actual construction costs to make necessary improvements which will
facilitate the actual construction of the two elements.
• The seawall improvements will help stabilize the shoreline and prevent the erosion of the property.

RESOLUTION NO. 2014- 5 8
RESOLUTION AUTHORIZING THE SUBMITTAL OF AN
APPLICATION FOR A GRANT TO THE FLORIDA FISH
AND WILDLIFE CONSERVATION COMMISSION,
FLORIDA BOATING IMPROVEMENT PROGRAM
WHEREAS, the State of Florida Fish and Wildlife Conservation
Commission encourages counties to improve recreational boating in their areas
through the Florida Boating Improvement Program (FBIP); and
WHEREAS, Collier County desires to develop a new boating park on a
County-owned parcel of land in Immokalee to enhance the recreational boating
opportunities for Collier County residents and visitors; and
WHEREAS, Staff has requested that the Board of County Commissioners
authorize the submittal of a grant application on behalf of Collier County and to
authorize the County Manager or designee to accomplish the goals of such a
grant, if awarded to the County.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF
COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA that:
The Board of County Commissioners authorizes Chairman signature and staff
submittal of the grant application, attached hereto, and authorizes the County
Manager or designee to administer the grant on behalf of the Board with all
understandings and assurances contained therein.
This Resolution adopted this 7_5}-1-\day of v-cj..2014, after motion,
second and majority vote in favor of adoption.
