BAYSHORE BEAUTIFICATION MSTU ADVISORY COMMITTEE MINUTES
OF THE MAY 5,2015 MEETING
The meeting of the Bayshore Beautification MSTU Advisory Committee was called to order
by Chairman Maurice Gutierrez.at 5:00p.m. at the MSTU Office 3570 Bayshore Drive, Unit
102.
I. Roll Call: Maurice Gutierrez(Chairman), Sheila Dugan, Sandra Arafet,Gerry Buck,
Robert Messmer,Victoria Nicklos, and Carolyn Cochrane.
MSTU Staff Present: Jean Jourdan(CRA Operations Manager) and Ekna Hue
(Operations Coordinator).
IL Adoption of Agenda: Mr. Gutierrez asked for the adoption of the agenda. Motion to
approve the agenda made by: Gerry Buck 2nd: Victoria Nicklos Approved: 7-0.
III. Approval of Minutes: Mr. Gutierrez asked for approval of the minutes for the April 7,
2015 meeting motion made by: Carolyn Cochrane 2nd: Sandra Arafet Approved: 7-0.
IV. Projects Report:
A. MSTU Update
1. Landscape Update: Al Benaroch with Affordable Landscaping was absent.
2. Karen Drive and Pineland Avenue stormwater improvement projects:
• We have advertised for our legal notices on April 24,2015. Comment period ends
Mayl1, 2015.
• Once the DEO approves our ITB it will be advertised and we will proceed in
obtaining a vendor for construction.
3. Thomasson Drive/Hamilton Avenue:
• RWA has completed 30%of the design criteria report and will be submitting to
staff for review.
4. Bayview street sod replacement: Synthetic turf is not being received well as ROW's
concern is soil stabilization. Rock has also not been approved by ROW. Members would
like staff to find out what the options are for that ROW sod replacement.
B. CRA Update: Given at the next meeting at 6pm.
C. Haldeman Creek MSTU Update:None at this time.

V. New Business:
A. Thomasson bus stop plants: Staff met with the Botanical Gardens and they suggested
Bromeliads and mentioned they are willing to donate the plants.Motion to move forward
and replace the crown of thorns at the bus stop with the Bromeliads as suggested by the
Botanical Gardens,made by: Sandra Arafet 2nd by: Victoria Nicklos Approved: 7-0.
Motion to beautify in front of our office with guidance from the Botanical Gardens made
by: Victoria Nicklos 2nd by: Sandra Arafet Approved: 7-0.
B. Paver Company: This item was tabled for the next meeting.
C. BCC request for information: Mr. Messmer made a presentation under Public
Comment at the last BCC meeting in regards to the bike lanes on Thomasson Drive street
design,option 1,as voted for by this body. Staff has been asked to be present at the next
BCC meeting dated May 12,2015 in order to answer questions.
Maurice asked how a vendor's professional services are selected within the County.
Staff explained how the purchasing process begins for the selection of a vendor.
Geny wanted to confirm that the questions being raised by Mr. Messmer are in fact delaying
the project as we now have to explain to the BCC why option 1 was chosen. Staff clarified
that according to the professional engineers,the Naples Bike Pathway Coalition, and County
staff the choice this committee made is the safest option. Also, staff reminded the members
that the BCC,as the regulating body can override the decision made by this committee. This
could possibly, also,warrant the BCC request staff go back to the drawing board and begin
the project once again. This could mean we may need to expend more funds for this project.
Carolyn asked why a member of this committee is working against the committee as a
whole after all the professional reviews indicate this option to be the safe test.
Sheila voiced that she still stands with the decision this committee has made as we have
received several professional opinions which explain this to be the safest design.
Maurice asked what this committee can do to make a street safer acknowledging that there
have been very minimal number of bicycle accidents on the street since the bike lanes have
been in place and which design would be the same on Thomasson without costing the
citizens any more money. •
Bob Messmer voiced he respects everyone's opinion about the issue at hand but he
personally does not feel this design to be the safest option.
Jean asked RWA staff,Keisha,how much money the difference in design option 2 or 3 is
from option 1. Keisha mentioned the difference would be 2million dollars to any of the other
options due to the streets need to be raised and the permitting needed from SWMD as we
would then be encroaching in wetlands.
Norm Trebilcock who is our traffic consultant for this project explained that the FDOT has 9
topics that need to be considered with safety and they have all been considered by this
committee. He mentioned wider sidewalks are not one of the nine topics FDOT includes for
safety but continuity of the road layout is a very important safety factor.

Bob would like to know what the redesign price would be without considering the
construction part of the project.
Victoria asked what would happen if Mr. Messmer withdraws his request. Staff explained
we must go forward and answer the questions as this subject was presented in a public
forum it must be answered in the same.
Motion to continue to support option 1 (for the third time) as the best design for Thomasson
Drive made by: Gerry Buck 2nd by: Victoria Nicklos Approved: 6-1, Bob Messmer
dissenting.
D.Budget: There has been a 7.5% increase of property value. Motion to remain mileage
neutral,made by: Gerry Buck 2nd by: Victoria Nicklos Approved: 7-0.
E. Summer break schedule: Motion to take July and August made by: Gerry Buck 2nd by:
Victoria Nicklos Approved: 7-0.
Staff announced we have made a selection for the Project Manager position,Elly McKuen.
Elly was present and gave a brief summary of her professional background.
VI. Old Business
A. Thomasson Drive/Hamilton Avenue(RWA)
B. Feasibility study for a round-a-bout: Maurice mentioned he has not read anything
positive about roundabouts and also understand it will cost us more money which may equal
to more time as well.
Norm Trebilcock spoke in regards the roundabouts and mentioned they are a safety measure
to consider in our road. Also,he mentioned that the amount of funds that may be expended
for a roundabout may not be great as you are already working on redesigning the road. A
traffic signal he said would cost about$500,000 at that 4-way stop.
Sandra said she is exposed to roundabouts in a school and commented that it works very
well for the flow of traffic and safety.
Victoria said she is also exposed to a roundabout in the city. She has not witnessed children
and elderly not understanding how to cross the roundabout nor do the elderly. No one stops at
a roundabout and she is completely against this idea.
Mike Nelson from our Sheriff office said we should also consider the amount of
construction traffic there currently is and will be once these developments are fully built and
how that will be affect by a roundabout.
Maurice asked if we can have a study provided for next month's meeting from Norm
Trebilcock and Keisha from RWA.

VIII.Public Comments: A citizen voice himself to be a career school bus driver and said it
is awful hard to get around a roundabout in a big vehicle and sometimes takes more than one
lane just to get around it and makes it a hardship on the drivers.
