Transportation Services Administrator Archibald reported Staff is process of doing the design of an overpass for S.R. 29 located oflImmokalee, adjacent to Farm Workers Village and the new Elementary School. He stated the preliminary'design ~rmation indicates this will not only involve spanning the canal R. 29 and the existing two lanes of S.R. 29, but also an area where S.R. 29 will be relocated at some future point · /He- said the consultant has advised Staff that he is aware of ~!~two manufacturers capable of providing the pre-constructed ~Strian crossing structure. He informed there is a requirement to .g policy to waive the formal bidding process, since only two manufacturers will be dealt with. IN THE AMOUNT OF 8314,885 FOR 90-1655, MALKOVER CONSTRUCTION FOR THE MARCO ISL,It~D BEACH Tom Conrecode, Director Capital Projects, stated that on September Board of County Commissioners awarded a contract to Pelican prises, Inc., tn the amount of $185,759 for Bid No. ,1'601 which was for walkover construction for the Marco Island Beach Project and provided stairs tn lieu of ramps. Ne ,lAthed that, subsequently, it was reconmended that the structure be fled to provide ramps in lieu of stairs. He advised that on ober 30, 1990, the Board approved the recommendation, rescinded the of Bid No. 90-1601, and authorized the readvertisement to obtain for the modified walkover. He informed that sealed bids for Bid 90-1655 were opened on November 13, 1990, following the adver- Lse~ent for Bide on October 31, 1990. He specified that invitations Bids were sent to the same seven contractors who previously sub- proposals for Bid No. 90-1601. ,~:'Mr. Conrecode related that the County received three bids which reviewed by the Office of Capital Projects Management and the ,OJect's consulting engineer. Ms. informed that the cost for the spraying was $3,910. ~In response to Commissioner Hasse, County Manager Dorrlll advised at this time it does not appear that there is any further need to again. He added that there was a ?0~ decrease of mosquitoes in the night following the spraying. He advised the CARL Selection Committee will be making a decision on all &~e-wide project on December 7, 1990. He noted that the Florida ~servation 2000 Act provided approximately $150,000,000 to the CARL acts which result in the CARL Program having more funds than they had in th~ past for acquiring environmentally valuable lands in Irate Of Florida. He stated that the Rookery Bay Project was tn 1985; however, it is not at a high enough ranking to any money from the CARL Program, and ts requesting the support ~er County to raise its ranking for 1991 so they can acquire g land. Off-site removal of material shall be subject to "Standard Conditions" imposed by the Transportation Services in document dated 5/24/88. The top-of-bank setback for the lake excavation from abutting property lines shall be 100 feet to accommodate perimeter swales and allow for sufficient buffer from adjacent proper- ties. ?. No excavation permit shall be issued until Rezone Petttton No. R-90-13 and Provisional Use Petition No. PU-90-6 has been approved by the Board of County Commissioners. No excavation permit shall be Issued until all impact fees have been paid. All stipulations and conditions of Provisional Use Petition No. PU-90-6 and Rezone Petition No. R-90-13 shall be adhered to. Where groundwater ts proposed to be pumped during the exca- vating operation, a Dewatertng Permit shall be obtained from the South Florida Water Management District, and a copy pro- vided to Project Review Services for approval prior to the commencement of any dewatering activity on the site. If trees are to be removed as a result of the excavating operation, a Tree Removal Permit, required by Ordinance No. 75-21 shall be obtained from Collier County Project Review Services before work shall commence. · All provisions of Collier County Ordinance No. 88-26 shall be adhered to.
