MINUTES OF THE COLLIER COUNTY BOARD OF COUNTY
COMMISSIONERS WORKSHOP MEETING
Naples, Florida, June 2, 2015
LET IT BE REMEMBERED the Board of County Commissioners in and for the
County of Collier, having conducted business herein, met on this date at 1:00 PM in a
WORKSHOP SESSION in Building "F" of the Government Complex, Naples, Florida
with the Following members present:

1. Pledge of Allegiance
The meeting was called to order at 1:00 p.m. and the Pledge of Allegiance was recited.
2. Review and Discussion of Fire Service Proposals
Mr. Ochs reported that the purpose of the Workshop was to allow presentations of proposals for
Management of Fire Service for the Isles of Capri Fire District, Collier County Fire District One and
the Ochopee Fire Control and Rescue District. The item will be presented for formal action at the
next Board of County Commissioners Meeting.
Ms. Golden-Price reported that the Request for Proposals were a directive of the BCC in December
of 2014. Proposals were received from the Greater Naples Fire and Rescue District and Collier
County, Bureau of Emergency Management Services. She prepared a detailed comparison of the
service proposals for information purposes.
Chief Schuldt,Jeff Page and Nicole Chesser presented for the Greater Naples Fire District.
Chief Schuldt presented the Slideshow"Collier County Fire Service Proposal, June 2, 2015"
highlighting:
• The Greater Naples Fire District was established in 2014 via a merger of the East Naples and
Golden Gate Fire Control and Rescue Districts.
• They have a $28M budget, operate 10 fire stations and employ 163 persons.
• They garner their revenue via a 1.5 mil tax, fire inspection and impact fees.
• They provide services such as fire control and rescue services, Advance Life Support, water
rescue and Hazmat control.
• They control 285 square miles and respond to approximately 17,000 annual calls for service.
• The proposal includes Collier County Fire District One, Isles of Capri and Alligator Alley
(MM63) Fire Station (funded by a FDOT Grant).
• They chose not to include Ochopee Fire Control District in their proposal as further
clarification is required on some issues.
• The Collier County Fire District One has no active fire stations and is serviced jointly by
Greater Naples Fire District (70 percent) and Ochopee Fire District. They also currently
respond to Alligator Alley (Mile marker 82— 105).
• The GNFD is better suited to service Collier County Fire District One given the access to the
area is through lands under the auspices of the GNFD.
• The transition would be divided into two Phases: Phase I —The first year which would
maintain the existing management/employment structure of the Districts/Alligator Alley
(including maintaining the existing personnel status and bargaining agreements). Phase II-
years 2 and 3, transitioning the existing structure of the managed districts into the overall
administration of Greater Naples Fire District with total merger anticipated in the future.
• The millage rates proposed will be 1.5 mil for all Districts (Isles of Capri and Collier County
Fire District One are currently 2.0 mil).

Mr. Summers presented the Slideshow "Ochopee Fire Control Response to Request for
Proposal for Fire Service" highlighting:
• The proposal is a Staff response to the RFP, not a directive or endorsement of the County
Manager.
• The Bureau of Emergency Services currently manages Ochopee Fire Control—MSTU,
Isles of Capri Fire Control—MSTU and provides service to portions of Collier County
Fire District One and Goodland Fire District.
• The Isles of Capri and Ochopee Districts became MSTU's in 1975 and 1977 and have
been managed by the Bureau of Emergency Services since 2004
• The concept would be for the areas to be managed via the MSTU format which is a trend
throughout the State.
• The employees would be County employees and no loss of jobs would occur with
implementing the proposal.
• Under the current management:
• Ochopee and Capri have always met or exceeded service levels in accordance
with AUIR.
• Experienced improved ISO ratings.
• Fixed the under served areas of Alligator Alley and Port of the Islands.
• Maintained/followed budget guidance.
• Participated in ALS engine programs (Ochopee 2009 and Capri 2007).
• Integration within the Bureau provides best-value during regular business operations,
especially during times of major emergency.
The proposal incorporates the following two recommendations:
Highest: Combine Ochopee, Capri, Goodland, and District One into one (1) MSTU business
unit and continue to operate as a division within Administrative Services-Bureau of
Emergency Services.
Second: Merge the Ochopee, Isles of Capri and Collier County Fire District 1 into one MSTU
and continue to operate as a division within Administrative Services-Bureau of
Emergency Services with a millage rate up to 3.0.
The following was noted under Board Member discussions:
• Under County Staff, proposal millage rate increases.
• It may be beneficial to remap Collier County Fire District One based on existing needs
and/or service areas.
• The proposals should be amended to reflect incorporating the service are for Collier County
Fire District One into each of the existing districts based on their service areas under the
inter-local agreement(s).
Speakers
Jeri Newhouse, Isles of Capri resident noted that both proposals are well prepared but expressed
concern about the financial impact on area residents and prefers the GNFD proposal.
Jeremy Morgan, Local 3670 requested clarification on the status of the personnel at Station 63 on
Alligator Alley should the station come under the management of GNFD.
Chief Schultz reported that there would be no changes in the staffing during the transition phase as
outlined in his presentation.

Trenton Mading, Local 2396 noted that a lot of knowledge was garnered during the merging of the
East Naples Fire District and Golden Gate Fire District into the Greater Naples Fire District which
will be beneficial should a transfer of management services occur.
Jorge Lara, Local 4719 reported that the Isles of Capri personnel are prepared to conduct
themselves in a professional manner and abide to any decision made regarding management of the
District.

There being no further business for the good of the County, the meeting was adjourned by order
of the chair at 2:55 P.M.
