Proposed Costs .3-1-14(4p The fee for the tasks is $-1-679.04 as detailed in tl Cost Proposal attached hereto as Exhibit A. Scope of Services 0 �4 This scope of work and fee proposal is for engineering services needed to construct the Pelican Bay portion of the beach restoration project. This will pick up where the last contract left off. This project will be built using the existing permits, the County specifications and the sand hauling and accountability system managed by the County. Coastal Planning & Engineering, Inc., a CB&I Company will provide construction engineering services as described below: o Review contractor surveys and develop the final construction cross-section design o Coordinate with Pelican Bay on design and sand distribution o Site visit and during construction observations o Collect a sand sample for analysis o Review contractor daily reports: As-builts surveys, contractors daily, environmental monitoring, sand delivery tonnage, and sieve analysis results from sand pit o Post-construction site visit of demobilization and final grading o Calculate post-construction volumes and reconcilethem with tonnage delivered o Review contractors invoice and make payment recommendation to the County and Pelican Bay o Prepare Pelican Bay's portion of the County's post-construction report and project certification Schedule and Deliverables We anticipate completing the services listed in this proposal in conjunction with the County Beach Project. The fee proposal and hourly rate sheet to perform this work are attached as Exhibits A and B. The work described in this letter has a lump sum cost of $15,000. J0L, ii tmi.i .e One of the problems which we may be facing is the lack of communication with the residents of Pelican Bay. Witness yesterday's meeting of the Ad-Hoc Safety Committee. Besides the staff and committee members there were: 3 other PBSD members present 2 representatives from the Sheriff's Department 2 representatives from the Pelican Bay Foundation 1 sole Pelican Bay resident! And the items covered were of general interest (and complaints) of the residents, including: Pedestrian Safety; traffic signs; biking & biking groups using Pelican Bay roadways; line of sight at intersections; sidewalks; pathways; etc Yet, only one Pelican Bay Resident was present at the meeting. There are many issues which we should communicate to the residents, and years ago each and every issue of the Pelican Bay Post carried an article outlining discussions and decisions made by the Board. In addition the BPSD also had its own publication: The Pelican Bay Advisor, One copy I have was 12 pages - and it was mailed to all residents. We can not rely on the Foundation for adequate space in the Pelican Bay Post, and should consider re-introducing The Pelican Bay Advisor to tell people what really is going on in Pelican Bay, and what they are getting from the PBSD for their annual assessment -which has not risen in so many years. z1iy 5ueM ,1bA 41, 044e 'rte c•re-wer OUTLINE FOR 3/31/14 LANDSCAPE & WATER MANAGEMENT COMMITTEE MEETING It•lots I. Problem In 10/12, the Florida DEP rated Clam Bay "impaired for copper" and gave Pelican Bay five years to come up with a remediation plan. 1.5 of the 5 years have now passed. Where do we stand? II. PBSD Approach A. Our approach has been, not just to come with a plan,but to fix the problem. We don't want our waterways to remain polluted. B. Strategy • Community awareness - Reduce fertilizer usage Status: Presentations largely complete • Switch to non-copper algaecide Status: Completed in 8/13 • Pilot trials to determine best treatment for reducing algae buildup Status: Trials in progress • Apply best treatment to all lakes • Deal with residual copper if necessary C. Best Outcome • Nutrient levels fall in lakes • Lake treatments (best of pilots) hold down algae growth • Dissolved copper goes into sediment, and no more copper enters Clam Bay • Copper already in Clam Bay is flushed out to sea Slides 1 — 6 III. Current Status (including 2/14 data) A. Nutrients (dissolved nitrogen and phosphorus) • Nitrite/nitrate and total nitrogen levels are essentially unchanged (Table 1) Continued high fertilizer usage? Irrigation run-off problem? 4.3 mg/L nitrite/nitrate in recycled water vs 0.20 mg/L average in lakes • Phosphorus levels are down (Table 2) Reduced fertilizer usage? Not an irrigation run-off problem? 2.0 mg/L TP in recycled water vs 0.07 mg/L average in lakes B. Status of pilots (qualitative reading,based on reduced algae build- up and amount of algaecide needed) • Best results from use of aeration + bacteria + plantings (Table 3) • Correlation with copper,but not with nutrient levels (Table 4) ' • Treatment mechanisms (Slide 2) • Adequate levels of aeration,bacteria, plants? C. Copper • Reduced from spring/summer of 2013 in 33 of 44 lakes tested (75%),but still high (60-199,ug/L) in 19 of 44 lakes tested (43%) • High levels (61-1840-g/L) in 8 of 13 private lakes tested • No correlation of copper with nutrient levels, upstream vs downstream lakes or pH over 6.8-8.5 range • Soluble copper and sediment-bound copper may have reached equilibrium (Table 5) D. Conclusions • Misuse of fertilizer and/or over-irrigation may still be a problem. / • Combination of aeration + bacteria+ plantings appears to 1/ best reduce algae build-up (although high copper levels cloud results) • Copper remains high in many lakes,including private lakes where some associations still be using copper • Equilibrium between soluble and insoluble or sediment- bound copper has been reached in many lakes, leaving high levels of copper available for washing into Clam Bay IV. Next Steps • Follow-up letters to all associations to reiterate need to use fertilizer responsibly and to point out problems of irrigation ,'l water run-off,the letters to contain mail-backs indicating v whether fertilizer BMP is being followed and requesting an association contact ("copper captain") • Follow-up letters to associations with private lakes with mail-backs indicating whether copper is still being used? • Cost estimate from CH2M Hill on quarterly sediment sampling and sediment-copper analyses in 10-15 test lakes. • Estimates from CH2M Hill (Jim Bays) on ballpark cost of (a) ion-exchange and (b) biological removal of copper from lakes. • Discussion with county on possible steps to reduce nutrient levels in recycled water. I was told that a local police officer was invited to one of our meetings last year to discuss this issue. During that meeting the police officer was ambushed by one of the Board members accusing them of not doing their job. I am also told that at least one of our owners are out there taking down license plates which I assume are then being reported to the police. While I see the danger I also resent the entitlement attitude of some of our neighbors who now cannot even look both ways before crossing the street. This is the same entitlement attitude as the bike riders who take over the boulevard. Many of whom I would venture to say don't even live in Pelican Bay. Perhaps these chronic complainers should come to NY for a few days !!! Sadly. Stop and Yield signs mean absolutely nothing here!! Also it concerns me that should the time come when we need to call on the local police, the reputation of being a pain in the rear end may hinder the response time. Trust me- It can happen. Additionally I wonder if anyone in Calais has the same issue or is it solely a San Marino matter.
