Commissioner Volpe suggested that perhaps a Strategic Workshop as this would be beneficial to have on a quarterly basis which give the Board the chance to review the events of the previous !'~&)ntha and give direction to what future priorities should be for the . '. He added that these sessions are very critical for long range ':County Manager Dorrlll explained that the planned agenda is two- iold with a couple of very important items to review and the balance ,'being elements that will become the responsibility of Staff and the !ollnt¥ Manager's Office. He related that the objective is to receive d~rectton from the Board as to the priorities of what is expected to accomplished this year and develop goals and objectives for the with a quarterly reporting system for review as to whether goals and objectives are being met. Commissioner Shanahan suggested that the Board work toward a lc Plan identifying a dozen items where the goals and obJec- are clearly stated with cost cutting measures being part of each He added that these twelve goals and objectives should be set On an annual basis with a review of them quarterly Commissioner Hasse noted that the documentation that has been pre- by the County Manager's Office for review in this'meeting does )ecifically address the items of priority for the County. County Manager Dorrill pointed out that the prepared documentation 100 items listed which have been committed to by the Growth Plan or are listed as a recommendation for priority by the iManager's Office. He agrees with the suggestion to work toward having dozen items to focus on. H9 advised that the Board will b~ provided a schedule as to how the staff plans to perform their goals and ectives. He emphasized that elected officials at State and Local levels are constantly challenged on budget issues and challenge has been the cause of many voted out of office. Commissioner Volpe agreed that it is very important that the ~'.' ~. nets become more aware and involved with what Staff is doing. :~, :~ County Manager Dorrtll stated that the first item listed is ,Excellence in Government". He advised that it is important that the Commissioners as well as al/ County employees commit themselves to and project this image. ,~Commissloner Shanahan agreed' completely that the projection of excellence by County employees is a number one priority and called ?attention to the criticism made of County employees such a~] their lack ~of productivity, lack of concern, and lack of response. H{~ added that feels this criticism reflects directly back to the Commissioners. y Manager Dorrlll referred to page two of the report which ~ndicates that quality is important and concur~,ence by the Board is regarding the quality issues listed such as the County 's Quality Improvement Program which has been budgeted and :a~ted. He pointed out that there are a number of strategies listed Page 3 October 30, 1990 ~ customer service sattsfaction such as the Citizens i~roductivtty Committee which has the opportunity to make recommen- to the Commission and is planned to become an integral part of budget process. ii., In response to Commissioner Volpe, County Manager Dorrill stated the focus for total quality involves training, conscious decision and reassessment of on-going programs, marketing, mo:?e openness ~ Community challenges and criticism, management assessment, i.well as a number of other issues. issioner Volpe noted that an annual citizens' survey of the employees would be a good method of measuring performance as a provider. Commissioner Shanahan noted that number two in the Strategies in is an area which needs a concentrated effort in order to iestablish the concept that the County's goal is truly customer saris- ; and that efficiency, productivity, and excellence result from the pursuit of quality rather than cost containment. He pointed out there are necessary areas of service that the County provides and citizens expect where there is no cost Justification. He sum- that efficiency, productivity, and excellence correlate to containment, and added that this must be communicated to the County Manager Dorrill called attention to EMS as a necessary set- .ce · /~d cited that this is not an area where running the department Least expensive way possible is desired, but rather in the most ut, productive, and excellent manner possible. County Manager Dorrtll stated that this is very true with ,pment Services and agreed that Staff should look at ways to try and solve the problems before they reach the Board level. He added ,.. this is another area which needs measurable standards. ?, Commissioner Volpe commented that the issue regarding public per- ~tion requires the Commissioners as well as the Staff to work toward isharing with the community what it is that is being accomplished by ~their local government. Using the proposed Water and Sewer ~s, he related that a method needs to be developed to com- ~ to the public that there is a utilities master plan which has ied what the needs are regarding water and sewer in the future. He suggested this communication can be achieved perhaps by working ~more closely with the property associations and some of the ccmmunity 'businesses and provide information as to what the County Government is doing. Commissioner Shanahan agreed that projecting the image of ence is an important issue. Because of this perception, Comrlissioner Shanahan recommends that the development of goals and objectives should be directed to the areas where the County is perceived to be the least ilefficient. :i.,i]"County Manager Dorri11 concurred with Commissioner Hasse that Relations is a key factor in changing the image which seems to perceived by the residence of the County and noted that this seems be one of the most difficult issues to be handled because histori- :&11¥ the County has not been very successful in promoting itself. Co~issioner Volpe suggested that perhaps the County could work the Chamber of Co~erce and businesses to inform the public. He, noted that the County needs to become organized on this issue. Assistant County Manager McLemore noted that one of the problems County has regarding public relations is that there are so many It services provided by the County that it is difficult to focus on any one thing. He added that another important factor is is a great deal of conflict to deal with on a daily basis in the C~unty and the manner in which this conflict is handled by the County is of vital importance as to the image that is projected and He related that it is important for the County to be x~erts in the area of handling problc;ns. ~ County Manager Dorri/] concluded this item with three notes to 'develop the strategies mentioned He noted that one is the Commission seems to be committed to developing some performance standards to ne customer satisfaction or dissatisfaction and receive reports ruv~ew on a quarterly basis; the second point is that the ~o ~m~.tssion desires that Staff develop a system of working with or =spOrting with good business groups as well as homeowner associations; :i '~'u.~ the third point is that money that is spent on training needs to be focused on customer service and total quality. He expressed his concerns regarding what the ~oard has committed to do within the Comprehensive Plan as the County loves from a rural to an urban type of community. He specif~cally :,~dentified the Transportation Division, the Utility Division, and the :tion Management Department reporting to the County Manager as d~visions that are being impacted greatly by this change. He )lained that the future indicates that instead of building $5 ~illion to $6 million of roads each year, the County will need to plan !on building $20 million to $30 million of roads each year. He stated [ithat the dollar amount and volume of capital construction that will be ';needed for the water and sewer facilities will be two or three times it has been, and added that the number of CIE projects is tremen- .. Ne deemed a new approach will bm required to solve these needs order to avoid a man-power deficiency and cited the Transportation as one area that cannot handle the increased workload with ~te ct~rrent staff. He explained that the approach will be one of n and contracting out work for short term projects. He out that the Natural Resource Element and environmental ~speots of what the County has committed to do in the Growth Mar~aGement Plan is a very large undertaking. · The third major item of concern regarding Strategic Planning, Manager Dorrlll noted, is the way in which the County procures and services as well as the way it devel_~ps its budget. He that new methods need to be reviewed as to the manner tn which work is bid, and engineers and consultants acquired. He acknowledged it is important to assure the public that the County is being a~d honest in its procurement; however, he noted that the length :, it takes to acquire, design, permit and build has become a m 08 Page 7 October 30, 1990 delay in even accomplishing the smallest item. He informed :'~.: re has to be some streamlining in this process in order to colpliSh some of the projects that the County has committed to. He avowed that the eneral government of the County needs to be handled differently than the enterprise side. Commissioner Shanahan analyzed that this goes back to com- ng with the public, and as an example, stated that the use of Contractual services wll! be the ~nly way the County will be able to tess He alluded that this will also be the first area of crtti- ~Ci~m from the public. He emphasized that this will be an important, necessary, and difficult role that will need to be handled. ~:['~Conunissioner Volpe specified that the challenge for the County to be to show the public that it is doing its Job in the most efficient manner possible which may include having to use outside ~ors and that it is not building an empire. He remarked that ~..' is a small community and ~n order to streamline the system, the will need to broaden its span for outside help. Commissioner Shanahan concurred with Commissioner Volpe thaL the :situation the County is facing is not a unique one. Commissioner Hasse commented that these are the same type problems people encountered twenty years ago and remarked that public ~re~attons has a/ways been a key department in reporting back to the ~le as to what ~s being accomplished. ',Commissioner Volpe questioned if the County Manager has other spe- =lf~c.areas to focus on besides the ones mentioned like ~ar~portation, Utilities, and Capital ProJect~? Manager Dorrill remarked that the Attorney's office and ~ironmental Services are being focused on for contract work. He that if the County plans to develop and adopt al! the LDRs and new Pr°tective measure from the Barrier Islands to Native Upland sservation, they will need to contract out rather than generate a October 30, 19go l~r. ger staff for temporary work needed. ~','.Commissioner Hasse agreed that contracting out is a good supple- measure. Commissioner Shanahan concurred with Commissioner Hasse and added ~that other avenues such as consolidation and reorganization are needed ii~;to help the County become more effective and productive. He commented that ~ needs to be clarified as to what long term capital f~[nanclng needed for not only the Growth Management Plan, but the non-CIE ~itemm as well so that a total balance of need can be conclud~,d ly and for the five-year Plan. 000,, 10 Page 9 October 30, 1990 % !r~'Commtsstoner Volpe pointed out that in regards to performance lg there needs to be some method developed to evaluate the program~ that employees are working on to be sure they are necessary ects that need to be continued, and that County employees are being used to their best potential. r'~' County Manager Dorrill agreed that this is something that is very imPOrtant to develop and that it is necessary to have a standard to against. Commissioner Volpe noted another issue to consider is for i~ ~.e~Aample, in Brevard County a special· act of the legislature puts a on revenues, but it is on operations only and excludes capita/ pointed out that this sets guidelines that can be easily followed !f°~~ increasing revenues, and explained that in Brevard County they .. raise their revenues more than 10~ without going to the elec- i~ County Manager Dorrill affirmed that this is a good point because ~t forces the Board to prioritize the issues as to the current impor- tance rather than adding to the budget. ~ Commissioner Volpe added that this will also help answer questions .of accountability, efficiency, productivity, and staying within the mdp~ted budget. Commissioner Hasse advised that there is a certain problem with , .having a cap in that there are Constitutional Officers that the Board does not have control over. ~"'' Commissioner Volpe responded that this would be a special act of -State Legislature that would regulate all County agencies. ,. :, Manager Dorrlll moved on to the third major item referring ~to Page 9 of the report, and stated that this item will be the most y challenging. He pointed out that ~he Board is the focus for blame with the community whether it concerns the independent fire ~districts or areas of the County desiring ~ncorporatlon for their own government. He explained that this is the opportunity for the to decide if it wants to pursue the responsibility of the Page 10 October 30, 1990 ~ of the entire County and to what extent the Board wants to sh~w leadership. He specified that this relates to annexation, future incorporation, and many single purpose governments lik~ the fire He stated that direction needs to be given from the Board ..~ to their perspective on whether this issue is important or not, and ~if it is, to what extent. .~' Commissioner Volpe stated that before there is fragmentation of County, the Board should identify what the people want and then )lament their desires. Commissioner Shanahan remarked that he has received comments from the citizens that say everything that can be done should be done to :preclude this community from becoming like the East Coast, speclfi- icall¥ mentioned were Miami and Ft. Lauderdale. He advised that one of ways to preclude this from happening is by eliminating the possi- of fragmentation. He related that he feels that the community reached a point in time where the Board needs to investigate the public feels an alternate structure of government is what want. He stated that a survey should be done to find out what people of Collier County want and then as elected officials, it · 'is the Board's duty to implement these requests. Oounty Manager Dorrlll noted that the strategies mentioned are y low risk and pointed out the suggestion is to see if there ~ an interest among the public regarding the responsibilities of the government. He added that Collier County presently has at least 20 ~overn~ents from as small as Port of the Islands' Community Dtstrlct to as large as the County's School Board, and the lies /n-between as to whether 12 fire departments and 12 is the best way to provide a consistent level of service. He ilXacounted that the Board needs to provide direction as to whether they to explore the overall community governments as an issue as well ~.the question of whether the County is better served with 20 govern- or with a single service provider. ... Commissioner Shanahan asserted that this subject needs to be Page October 30, 1990 gated. ~Commissioner Hasse agreed and added that he has seen a change in separate F~re Districts in that they are beginning to cooperate each other. ~.~:ir:i(County Manager Dorrlll pointed out that this could be due to the .Co~ty bringing attention to their problems. ~Commissioner Hasse made note that EMS also works closely together. . 'i County Manager Dorrill surmised that the Board needs to look into ;~ growth of these governments. He explained that the Board can eU~ly become diluted with other authorities and cited, for example, the Board could serve as the single service provider, then for whatever reason could want a Transportation Authority, a i$oi~d Waste Authority, or a Water & Sewer Authority and with this COme an erosion of the general purpose government under the County Commission. He noted that these examples are issues that have been brought to his attention for the future and suggested the Board be sensitive as to the best long term manner in which ~.~igovern the community. ~. Commissioner Hasse declared that from previous experience, the governments are not the best way to go for the community. :~ ~ Commissioner Volpe emphasized that this is the purpose for hav~ng 'iC Plan which will give a bigger picture of the community at ;resent and in the future. He ;.informed that Bill Lorenz, Administrator of Environmental Services, ~'wtll first discuss the Air Quality Program. ~ '; Environmental Services Administrator Lorenz reported there is a in the Growth Management Plan that by January 1 1992, an :~ ~. ton will be made for the need for a more comprehensive, Air · . He added that it is Staff's .'esponslbillty to deter- -how much more air quality monitoring is required in Collier He noted that implementation of this would result in addt- [6~! ~financtal resources; however if a program such as this is ,lemented, it would allow Collier County to participate In the State ~epartment of Environmental Regulation through delegation for an Air Page 13 October 30, 1990 Program which would provide a greater expanded scope of the !P~ogram with resources available from throughout the State He ilained that if the County were a certified and approved local Air Program, they could fund a large part of the program by the ~esources that the State receives from the Federal Government. ' Environmental Services Administrator Lorenz continued the .Environmental Services report and referred to page four of the report Solid Waste Management. He pointed out that the first for the department is to achieve a 30% recycling rate by He explained that it is necessary to meet this target in order to'avoid State penalties of the Solid Waste Management Act in terms of a/lowing us to receive certain grant monies. He noted that this is a challenge and the first plan is to implement in January 1991 ~'~e' Curbaide Recycling Program which will meet about 5~ to 8~ of the 30~ target. He disclosed that other programs have been initiated llke ['a.~llching program and the tire program; however, additional programs are needed to meet the target of 30%. Commissioner Goodnight pointed out that Collier County is being { 'aggressive in the area of solid waste and stated that she feels other counties as well as Collier County have not met the target by then the State will need to relook at this target. ?! ~' Mr. Lorenz affirmed that Staff is working with the State on Solid ~ ~ legislation and other counties have recognized this target as being a difficult one to achieve. He noted that he would like to see the County landfill be reviewed as a processing and reclamation faci- i'~'~i~Com~issioner Volpe stated that the strategy should be to seek ..~ the Legislative Delegation an amendment to an ex/sting /aw to ~ow the County to take credit for the mining activities that are place in our landfills. He noted that the Legislative Delegation convenes on November 28 and questioned if this action can be [followed up on now or wait until next year? He questioned if direction to be given to which Mr. Lorenz confirmed there is a need. i¥,' Commissioner Volpe suggested that Staff be directed to review this ~31ssue with the Legislative Delegation. In response to Commissioner Hasse, Mr. Lorenz stated that the next !~tep to meeting this target is to bring on line a shredding system for ~ion debris which is a large portion of the problem. He ~:i&dvtsed that if these techniques are not enough to meet the target ~then an evaluation of a larger materials reclamation facility at the landfill will be reviewed. He advised that this has provided suf- ~lotent data to assist the Department of Environmental Regulation to appropriate enforcement actions He noted that the Issue now l'~;'that the FDER has only responded to about 10~6 of the violations have been noted. ' In response to Commissioner Haese, Mr. Lorenz commented that ~roximately 25% to 30% of the smaller package plants do not meet the )logical affluent limitations Imposed by the State or the residual does not comply and added that these violations are ' : mostly during the winter season. He disclosed that it is planned within the next couple of years to have County sewage lines installed .in ~any of the areas which will eliminate the need for the sewage t plants and will eliminate violations. Co--missioner Shanahan agreed that a program should be developed where Collier County has the authority to control the enforcement of ":~lolattons within the County regarding domestic waste. He clarified that it is proposed that the ~,County would have the ability to examine all privately owned or other y owned facilities. He ~latned that the total implementation of this program will affect ;~ management of a number of Divisions throughout the County, i.e., ~.Utiltties relative to the implementation of certain regulations, Code through Development Services and Long Range Planning . Mr.-Lorenz Indicated that he has provided his thoughts ~nd recom- with respect to a comprehensive conservation program and noted that it is important to realize where the water demand,~ are and ~ st~nificant demand on the resource in addition to an analysis of the feasible methods and costs. He reported that a total comprehen- strategy should be able to target all the significant demands as ,,. affect the resources and specify the goals and obJectiv,~s rela- tive to water conservation. He revealed that the program would be up of a number of regulatory components, i.e. building and pe codes, water restrictions, operational issues and public i~warenees and information. He advised that a number of alte~natives ~ay be considered with respect to setting up the program: should an [ndivldual be hired and brought on board to develop the plan and ~.~-.. ~at~ons; or should a consultant be brought on board ~o develop ~3~lan w~th'Staff's input. ~omm~satoner Hasse questioned the source of funding' that would be to hire an additional person or to bring ~ consultant on board. County Manager McLemore replied that a combination comprised ~nvtronmental Services funds and Utilities funds could be used. ~r. Lorenz indicated that there is the possibility that the Nater District may provide the seed money for this type of study. He indicated that there ~.'~s the opportunity for a comprehensive water conservation program but ~ that the "nitty gritty" things upfront are being pushed to be addressed by Utilities.
