PARAB Minutes 02/18/2015 C( ) ,� ``��� �' � February 18,2015 MINUTES OF THE MEET s' 9 •LLIER COUNTY PARKS AND RECREATION ADVISORY BOARD Naples, Florida, February 18, 2015 LET IT BE REMEMBERED, that the Collier County Parks and Recreation .Advisory Board, in and for the County of Collier, having conducted business herein, met on this date at 2:00 P.M. in a REGULAR SESSION at Immokalee Community Park, 321 North 1s`Street, Immokalee, Florida, with the following members present: CHAIRMAN: Edward"Ski" Olesky VICE CHAIR: Phil Brougham (Excused) Mary Bills (Excused) John Fuchs McMurdo Smith David Saletko Rebecca Gibson-Laemel ALSO PRESENT: Barry Williams,Director Jeanine McPherson Hogle,Assistant Director Annie Alvarez,Regional Manager Rick Garby, Parks Superintendent Miguel Rojas Jr., Administrative Assistant 1 February 18,2015 Call to Order Chairman Olesky called the meeting to order at 2:00 P.M. A quorum was Established Five (5) voting members were present. II. Pledge of Allegiance and Invocation The Pledge of Allegiance was recited and Invocation was held. III. Approval of Agenda Mr. Fuchs moved to approve Agenda as submitted Second by Chairman Olesky. Motion carried unanimously;5—0. IV. Approval of January 21,2015 Minutes Change: Header Sheet, under Members Present, Rebecca Gibson-Lamel should read Rebecca Gibson-Laemel Ms.Laemel-Gibson moved to approve the January 21, 2015 Minutes as amended Second by Mr. Fuchs. Motion carried unanimously;5—0. V. Staff Highlights Capital Project Review—Facilities Management Staff distributed and reviewed the Collier County Parks and Recreation Capital Project Update dated January 23,2015. (See attached) • 80184—Eagle Lakes Community Center - 80%completed. - Scheduled to be completed by April 1, 2015. - Grand Opening date to be determined. • 80286—Eagle Lakes Pool - Cost to build-$1,000,000 - Approved by the Board on January 13, 2015 - Victor McTavish will provide design. • 80039—Big Corkscrew Island Regional Park - Public Opinion meetings are completed. - Will identify top items and provide conceptual design to BCC in conjunction with Golden Gate Civic Association. - Workshop established in April for discussion on impact fee distribution. - Waiting for Utilities to take lead for the original master plan for the entire site. • Gordon River Green Way - South entrance to Park section has been completed. - Park complete working on a punch list. - A section of boardwalk does not have lighting. PAR will install some lights. 2 February 18,2015 - Park is operated from dawn to 10 P.M. • 80249—Immokalee Sports Complex—Redo Locker Rooms - Funds are available to move forward. - Scheduled to begin work in next couple of weeks - Completion has been scheduled for Mid-March. • 80268—Ann Olesky Pier Repair - Estimate to Repair- $25,000. - Need to assess pier and seawall. - 306 Funds will be set aside to be addressed next year. - Staff will apply for TDC Grant Funds for the renovation and seawall. Chairman Olesky urged Staff to apply for Grants to build seawall. • 80273 —Immokalee Dreamland Playground - Cost$60,000. - Re-quoting Project. - Project is estimated to be completed in a few months. Discussion was made in regards to the playground removal due to the deteriorating condition of equipment. Chairman Olesky recommended not planting hedges around playground. • 80276—Immokalee Sports Complex Pool Cost$50,000. - Working on a prioritized list of repairs. - Had contract in place but were directed by BCC to re-quote. - Repairs will be made in 2015. Staff will provide the 5-Year Capital Plan list to PARAB at the next meeting. Barry Williams requested PARAB to give input on prioritizing projects. Staff addressed all questions posed. Parks Superintendent Report Ricky Garby gave a February 2015 Park Report slide presentation. He reported maintenance activity at all Park locations. Several money savings projects have been done by the Maintenance Department. VI. New Business Report of Activities Around Immokalee Annie Alvarez reported: ➢ Ciclovia Immokalee Event was held at the Immokalee Community Park on February 7,2015. The event was successful. Over 350 patrons attended. 20 plus vendors were available. The 2nd Ciclovia Immokalee Event will be held on March 7,2015 and the 3rd Ciclovia will be held on April 4,2015. 3 February 18,2015 ➢ The 1st Annual Celebrate Immokalee at Airport Park has been scheduled for March 27,2015. ➢ Easter Egg Hunt Event is scheduled to be held at Immokalee Community Park on Saturday,April 4,2015. ➢ The First Annual Multicultural Fair is sponsored by Delta Sigma Theta Sorority,Inc.,Brano &Prado Law Firm, Collier County Parks and Recreation, Collier County School District and the Collier County Sheriff Department will be held on Saturday,May 2,2015. Annie Alvarez introduced Alfredo Villalobos,a senior at Immokalee High School distributed a pamphlet Changing Immokalee. Alfredo Villalobos played a brief video Experience Earth Day—April, 2015. He spoke about renovating Lake Trafford: o On April 18,2015, Onebyone Leadership Foundation plan to install a gazebo and water fountain o Create a butterfly garden to be maintained by 4H. o Build earth boxes. o Introduce Pepper Ranch to the community and tourist by making tours to Pepper Ranch available. o Repair benches. Alfredo Villalobos explained activities scheduled for the Taste of Immokalee and he explained the Onebyone Leadership Foundation. o Catered by Oak Farms and Wynn's Market o Art Ignite,music and dancing o Onebyone Leadership Foundation contributed to the production of 8 different spices and sauces. These products will be offered at the Taste of Immokalee. Products were developed by students without preservatives and without allergens. o Elementary schools will take place in the art contest with prizes for winners. o Taste of Immokalee will be held at Lake Trafford from 10 A.M.to 2:30 P.M. All questions posed were addressed by Alfredo Villalobos and Staff. Production of products are currently being outsourced. Barry Williams explained Annie Alvarez reported the Onebyone Leadership Foundation has donated the miniature golf course,tennis courts and a van for the soccer club are amongst the many contributions they have made. VII. Old Business Approval of Parks and Recreation 5-Year Strategic Plan Staff distributed the Parks and Recreation Business Plan aka as the 5-Year Strategic Plan. The PARAB reviewed and made some revision suggestions: o Clarify number of employees on page 12 and 13. o Assistant Director's responsibilities be clarified. 4 February 18,2015 Mr. Smith moved to recommend the Advisory Board approve the PAR Business Plan with suggested revisions. Second by Mr. Fuchs. Motion carried unanimously;S—0. VIII. Adopt a Park Reports Staff distributed the Adopt a Park Issues List. Chairman Olesky reported Immokalee Parks in general are looking good. He will make a deeper insight report on Immokalee Parks at the next meeting. Mr. Smith requested an Adopt a Park Report Forms be provided to Advisory Members. Staff will mail to Members. Mr. Saletko recommended dugouts, for kids to get out of the rain,be installed at Veterans Park. He volunteered to get donations for the dugouts. Barry Williams stated permission from the Pelican Bay Capital Projects would be required. IX. Directors Highlights Barry Williams reported: • The Farmers Market held at Golden Gate Community Center received approval from the BCC to make the Farmer's Market a weekly event for the entire year. • Clarification on the definition of Farmer's Market, Yard and Garage Sales are being worked on. It was noted PAR will take a more active role in overlooking the Farmer's Market at Sugden Park. Barry Williams noted the PAR Parks will be going through a State Accreditation Process over a 3-day period. He requested the Chairman to appoint a Board Member to attend function at Sugden Park on February 23,2015 from 6 P.M.—8 P.M. The function will be a portion of the Parks' Accreditation process. Ms. Gibson-Laemel and Mr.Smith volunteered attend. Barry Williams stated Sunshine Law Rules are in affect. He reported the Freedom Memorial fund raiser will be held on February 20 at Fred W. Coyle Freedom Park. A BCC Workshop will be held in April to discuss"How to Pay for Parks." He introduced Miguel Rojas Jr.,PAR Administrative Assistant and Aaron Hopkins,Immokalee Park Supervisor. X.
