Departmeit Director's Signature Date: P&R Employee of the Month Nomination letter I would like to nominate Corey for the P&R employee of the month for the following reason. Golden Gate Community Park is supposed to have 3 full time maintenance workers. In August of 2013, Corey agreed to allow one of the workers to go to another park so that he could work with an all Spanish speaking crew. That generous decision increased his own work load daily by 1/3, as well as increased the number of working weekends from once a month to every other weekend. Since that time Corey has never complained. He has always comes to work on time and always has a smile on his face. He does whatever he is asked to do, rarely gets sick, and is a good team member. This past December, the other maintenance worker quit, leaving Corey to work by himself. It has been 2 months and again, he has never complained. He just keeps coming in with a smile and doing a great job. I think that attitude deserves recognition and I hope you agree. We could use more young men like Corey our Department. Thank you, Todd K. Grady Minor and Associates, P.A., reduce the project scope to include repair and or replacement work, and re- solicit with a new Request for Proposal. OBJECTIVE: To provide improvements to Clam Pass Park that enhances amenities for the enjoyment of the public. CONSIDERATION: On May 30, 2014, staff issued a Request for Proposal (RFP)No. 14-6301 in accordance with Florida Statutes Section 287.055, the "Consultants Competitive Negotiation Act", to select a firm to prepare a conceptual design for the expansion of the Clam Pass Park Facilities. The RFP was reviewed and approved by Collier County and various stakeholders, including the Pelican Bay Foundation. The RFP for design services included: design,permitting, public meetings,construction documents,bidding, shop drawing review,and final certifications. A publically noticed Selection Committee meeting was held on August 12,2014 and after review and discussion, and by consensus of the members, the responding firms were ranked in order of the top three proposals. In compliance with Section 287.055, Florida Statutes, the ranking and ability to negotiate a contract with Q. Grady Minor and Associates, P.A. was approved by the BCC on September 9, 2014. The Parks and Recreation Advisory Board (PARAB) recommended to reject RFP No. 14-6301 and to not proceed with the negotiated design contract with further recommendations to eliminate the additional boardwalk and restroom facilities and obtain additional neighborhood input before proceeding with the project. On November 24, 2014 the Tourist Development Council (TDC) also recommended to reject both the RFP No. 14-6301 and to not proceed with the negotiated design contract. The two advisory boards changed their recommendation after considerable stakeholder opposition to the additional boardwalk and restroom facility. Stakeholders requested more documentation on the need for the extension of the boardwalk and restrooms, assurances that the project would not be detrimental to this sensitive coastal habitat, and that the project be consistent with the land management plan being developed by the Pelican Bay Services Division. Given this opposition, Parks and Recreation and Facilities Management staff met with the Conservancy of Southwest Florida and determined that repairing and renovating the current structures as a priority. The consensus among Parks and Recreation and Facilities Management staff and the various stakeholders is that repairs and upgrades to the facilities are required. Staff is recommending revisions to the scope of work to include the following project features: • Parking lot,water quality and drainage improvements. • Reconstruct the wall between Seagate and Clam Pass Park that is in disrepair. • Install a Kayak Launch at the southwest corner of the parking lot while addressing all environmental issues related to environmental concerns. . • Repair and upgrade the electrical service associated with the concession stand operated by the Naples Grande. • Upgrade the entrance toll booth with the addition of space for the Turtle Monitoring equipment. • • Improve the area of the deteriorated boardwalk and markers located on the existing paths, and remove any derelict materials from the old pathway. - The Parks and Recreation Department will hold a public;stakeholder's meeting to discuss the project scope and obtain consensus. The Department will also bring the scope forward for approval from the Pelican Bay Foundation, the PARAB, and the TDC before soliciting a new RFP. Staff will follow the Purchasing Ordinance and procedures to ensure fair competition is obtained in the procurement of the services related to the project. FISCAL IMPACT: The source of funds is from Tourist Development revenues appropriated for this Project No. 90091 (Clam Pass Park Boardwalk and Restroom Facility)within the Parks and Recreation Beach Park Facilities Capital Fund 183 (TDC Beach Parking Facilities). The funds budgeted will remain within the budget for the project and appropriated according to the approved work. GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to this action. ADVISORY BOARD RECOMMENDATION: The PARAB previously approved this project on May 16, 2007. The TDC approved this project on May 29, 2007. The project was brought to the PARAB meeting on November 19, 2014 and the concept and design contract was unanimously rejected by a vote of 7-0. OBJECTIVE: To provide nonintrusive,safe places for residents and visitors to take their dogs. CONSIDERATIONS: An established recreational trend in Parks and Recreation systems throughout the country is to allow dogs on leashes within parks and to create confined, off-leash sections within selected locations. These off-leash areas provide socialization for dogs, socialization for the owners, and to provide an open space where dogs both large and small can exercise. The following is a summary of previous policy direction by the Board regarding the programming of space and access for dogs within County parks: • On December 14, 1999(agenda item 16C3),the Board directed staff to establish a gated off leash dog park within Veterans Park,which thereafter became known as"Rover Run". • On September 27, 2011 (agenda item 10B), the Board adopted a master plan for future parks development that identified two additional future off leash dog park sites (Manatee Community Park and Big Corkscrew Island Regional Park). • On May 14,2013 (agenda item 17H),the Board adopted ordinance 2013-35 allowing dogs on leashes within most neighborhood, community and regional parks. As part of this action, the Board directed staff to post signage and other information instructing owners to clean up after their pets. Subsequent to the adoption of Ordinance 2013-35 nearly two years ago, staff has received minimal complaints and several"thank-yous"in response to the change in policy. Maintenance staff has identified specific areas where dog owners have not cleaned up after their pets. These locations generally have less staff presence. Accordingly, staff is considering the use of various corrective measures to ensure owners follow through with the requirements of the ordinance. The primary purpose of this executive summary is to focus on two topics: 1. To address issues regarding sound emanating from the Rover Run park;and 2. To examine the prospect of locating an off-leash dog park within existing County property on Whitaker Road in East Naples. ROVER RUN This facility has a large number of users. Over the years, some neighbors living within the Stonebridge Community have identified a noise issue related to barking that is heard from the dog park. Recently the Parks and Recreation Division contracted with ESA to conduct a Noise Study focus on the issues related to Rover Run and that study is attached. The test was conducted at Rover Run over the weekend of January 3155 and the primary conclusions and recommendations of the study reveal the following: • Sound levels resulting from the operation of the Rover Run dog park do not appear to cause an overall increase in the community noise levels experienced by the Stonebridge Community. • The relocation of Rover Run to a more northern location in the park would result in a 5-6 db(A) reduction in noise levels resulting from barking dogs, which would be perceptible to the adjacent residences within the Stonebridge Community. • If Rover Run were to remain in its current location, a noise barrier of 21 feet in height, 783 feet in length at an estimated cost of$660,809 would be required to provide similar noise level reductions. • Some reduction in noise could be gained by further adding acoustic fencing around the entire small dog area to further minimize the interaction between the large and small dogs. With regard to relocating Rover Run to another location within the park,staff had previously evaluated the option to move the dog park to the volleyball area at an estimated cost of at least$100,000.However, this would result in a considerably smaller foot print (approximately one third of the size of the current site)for the re-located dog park.Accordingly,staff does not recommend this action. ESA's ultimate recommendation is that the most cost effective method would be to keep Rover Run in its current location and revise the gates for big dogs and small dogs so that they have limited interaction. The close proximity of the large and small dog entrances during the study seemed to result in the most barking from the animals.Furthermore,the ESA report recommends if Rover Run is relocated,that the current space be left vacant and not replaced with another activity or use that may cause a similar level of annoyance to the adjacent residences. WHITAKER ROAD On February 10, 2015, the Board of County Commissioners was presented with a public petition to develop a dog park on land within the Growth Management Department roadway inventory on the corner of Whitaker Road and Santa Barbara Boulevard. The petitioners have gained signatures from others who are interested in the concept of a dog park at that location. In addition,the petitioners indicate that MHK Architecture and Planning has agreed to donate the conceptual plans for the site once a site is selected. Also, they have indicated that they would be willing to raise funds for the construction of the park. Currently, it is estimated that developing the Whitaker site into a dog park would cost approximately $223,432. While this site may have potential, there are several issues that would have to be worked through in order to place the park within the available right of way, including the placement of required buffers, setbacks,the use and placement of chain link fencing and the provision of water,shade and parking within the site. As an alternative,staff has been working with the Parks and Recreation Advisory Board on the concept of building a dog park within Golden Gate Community Park. Though there may be some limitations with this site as well,it would appear to have sufficient space,water,shade and parking available for this use. Should the Board direct staff to pursue development of a dog park at either site, staff would complete the analysis and bring a follow up recommendation back to the Board for final action. LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires majority vote for approval.—CMG FISCAL LMPACT: The recommended improvements to the current Rover Run site are estimated to cost between$12-14,000.Annual operating costs for the Whittaker Road site are summarized in the table above. GROWTH MANAGEMENT IMPACT: Community and Regional Parks are counted within the AUIR. Dog parks developed outside of the Community and Regional Parks would increase lands associated with these parks and count toward additional level of service. RECOMMENDATION: 1. Direct staff to leave Rover Run in its current location and complete the acoustic fencing to further separate the small and large dogs at the park. 2. Provide direction on pursuing the development of the Whitaker Road or Golden Gate Community Park as a site for a future off-leash dog park. 3. Continue to pursue the development of other future off leash dog parks in accordance with the current Parks Master plan.
