DENSITY RATING SYSTEM: This Density Rating System is only applicable to areas designated on the Future Land Use Map as: Urban, Urban Mixed Use District; and, on a very limited basis, Agricultural/Rural. It is not applicable to the Urban areas encompassed by the Immokalee Area Master Plan and the Golden Gate Area Master Plan; these two Elements have their own density provisions. The Density Rating System is applicable to that portion of the Urban Coastal Fringe Subdistrict to the extent that the residential density cap of 4 dwelling units per acre is not exceeded, except for the density bonus provisions for Affordable Housing and Transfer of Development Rights, and except as provided for in the Bayshore/Gateway Triangle Redevelopment Overlay. Acreage to be used for calculating density is exclusive of: the commercial and industrial portions of a project, except where authorized in a Subdistrict, such as the Orange Blossom Mixed-Use Subdistrict; and, mixed residential and commercial uses as provided for in the C-1 through C-3 zoning districts in the Collier County Land Development Code; and, portions of a project for land uses having an established equivalent residential density in the Collier County Land Development Code. b. Within the Urban Residential Fringe Subdistrict, the Density Rating System is applicable for the Affordable-workforce Housing Density Bonus only, as specifically provided for in that Subdistrict. c. OBJECTIVE: To immediately commence repairs to protect the safety and welfare of citizens needing the services of the Immokalee Fire Department and approve installation of vehicle restriction signs for bridge number 030137 on CR-846. CONSIDERATIONS: Bridge number 030137 is constructed on timber piles. Deterioration of the piles identified during recent routine inspection by the FDOT has resulted in a "Required Prompt Corrective Action" letter to Collier County on April 24, 2015. In this letter the FDOT informed the County of its responsibility to correct said deficiencies within thirty days. The letter also indicated that a new load rating was being performed by the FDOT to determine the amount of capacity reduction caused by the deterioration and that preliminary calculations show a considerable reduction. Upon receipt of this letter, staff contacted the consultant hired by the County (American Consulting Engineers of Florida) to monitor the deterioration of this bridge. The consultant immediately began the final inspection of a one year inspection program that involved three inspections at approximately six month intervals. Preliminary results of the final inspection revealed noticeable deterioration of the piles since the previous two inspections. This increased rate of deterioration was not apparent between the first two inspections. On May 07, 2015 the FDOT sent a "Posting Compliance — Posting Deficiency" letter to Collier County indicating that the new load rating determined that the bridge requires vehicle weight restrictions. The letter also states, "Due to the nature of this situation we recommend that actions be taken much sooner than the thirty day limit." Consequently, staff is installing the required posting signs as required by the FDOT letter. Since many emergency response vehicles exceed the imposed vehicle weight restrictions, response routes east of Immokalee are now limited, requiring long detours and increasing response times. Because of this and the heavy volume of agricultural traffic, it is imperative that these restrictions be removed. Temporary measures are necessary for timely removal of the imposed vehicle weight restrictions. Long term, bridge number 030137 is scheduled in the five year bridge program for replacement as soon as possible. Staff has considered two options for completion: 1. A temporary bypass bridge at a cost estimate of $500,000 and an installation timeline estimated at two (2) months or longer; and, Add On Item 11A May 12,2015 2. Design-build temporary bridge repairs, at an estimated cost of$200,000 and an estimated timeline of two (2) weeks, using either Thomas Marine Construction, Inc., Quality Enterprises, Inc. or Wight Construction Service, L.L.C., depending on which vendor can provide the most expedited schedule for repairs. Repairs would be commenced through the issuance of a Purchase Order. In the interest of minimizing the duration of time to repair completion and the impacts on the public, staff recommends option two due to the need to expedite repairs. Once all of the contractors have had an opportunity to respond, staff will select the preferred design-build team based on each contractor's estimated time to completion and costs. American Consulting Engineers of Florida is currently working with staff through the existing work order servicing the bridge making them very familiar with the needed repairs, as such, they are the preferred consultant for each of the design-build teams in the interest of minimizing time to repair completion. In order for the County staff to expedite the bridge repairs and protect the citizens, staff recommends that the Board declare a public emergency per Florida Statutes section 287 (F.S. section 287.055(3)(a)1. & 2.), waive the Purchasing Ordinance (Sections 9 (B3 and 4) and 25) as it is in the best interest of the County and authorize staff to proceed with a design-build temporary bridge repair. FISCAL IMPACT: Presently unknown. GROWTH MANAGEMENT IMPACT: There is no growth management impact to this executive summary. Two of the four piling on Bent 3 have severe interior decay. These particular piling have been jacketed in the past; however, the decay is in the exposed section of the piling between the jacket and cap. The interior decay is up to 10in deep in the jacked piling and the un-jacketed piling have decay up to full circumference x 2ft. high x Sin deep. Refer to attached photos. The current NBI Rating for the Substructure will be lowered to 4, putting the structure on an annual inspection cycle. If Jackets are used in this repair they should contact the bottom of the concrete caps and extend to enough below the mud line to where lack of oxygen would prevent rot and should be substantial enough to bear the load intended for the original timber section.
