REPORTS:
Chief's Report
Budget
Chief McLaughlin — Due to staff shortages at the Isles of Capri Fire District all the job bankers
are working full time there are none available to work at Ochopee Fire Control District so we
are paying overtime this has impacted our overtime budget. The County does not want to fill
Isles of Capri's vacancies until a decision has been made regarding the RFP.

Chief McLaughlin —The decision was made at the County Manager's level not to hire any new
employees at Isles of Capri Fire District until a decision has been made as to what is going to
happen to the Department. The Ochopee Fire Control District budget is still looking pretty good
and we are half way through the fiscal year.
There have been 23 Firefighter line of duty deaths in 2015 and 9 in the month of March 2015.
Awards, Recognitions &Certifications
None
OPERATIONS REPORT:
We had a record 88 calls for the month of March 2015 which is a 115% increase over last year.
Jim Morris—He asked if we have a lot of walk-ins at the 1-75 Fire Station.
Chief McLaughlin—Yes, he thinks that may have something to do with the call increase.
He is going to track the calls in the next two months to see if the increase in calls continues.
There were 2 mutual aid calls out of District to Marco Island. One incident was a brush fire the
other a vehicle accident. There was 1 boat rescue to Indian Key and there was a total of 25
incidents on 1-75; 14 vehicle accidents, 1 vehicle fire and 10 emergency medical calls. There
were 2 permitted fire inspections by Greater Naples Fire District and no fire investigations.
Jim Morris—He asked who inspects the fire extinguishers.
Chief McLaughlin—The Fire Department inspects the fire extinguishers.
Jim Morris—He asked if Ochopee Fire Control District could inspect the fire extinguishers
at Port of the Islands.
Chief McLaughlin — He stated that the condominium management companies are responsible
for the up keep of the fire extinguishers, the fire sprinkler systems etc... They have a company
come out and inspect the fire extinguishers or fire sprinklers and if there is a problem they send
a report to Ochopee Fire stating what needs to be corrected. Then the fire department follows
up to correct the violation. Usually during the yearly fire inspections we check the tags on the
extinguishers to make sure they are current. Greater Naples Fire District is now doing those
annual inspections as well. However, the tags on the fire extinguishers can only be punched by
a licensed extinguisher company not the fire department.

Alan McLaughlin— For right now The Greater Naples Fire District are only doing new inspections
because they are behind on their annual inspections. He feels they need to amend the
inspection agreement so that Ochopee Fire Control District and Isles of Capri Fire District could
do the annual inspections within their Districts where as Greater Naples Fire District would do
all the new permitting this would make it more of a cooperative agreement. After June if the
agreement is still in place he wants to see if it can be amended. We lost all the permitting
revenue because we are no longer doing the inspections it all goes to Greater Naples Fire
District. At Isles of Capri Fire District the inspections created quite a bit of revenue for them
which are now going to Greater Naples Fire District.
OLD BUSINESS:
Vacant Position on the Advisory Committee
Alan McLaughlin-We still have a vacancy on the Advisory Committee.
Tony Davis— He told the committee if they know anyone interested on serving on the Advisory
Committee to have them submit an application.
Locution System
Alan McLaughlin - We are up and running at stations 60 and 61. Station 63 is not up because
we do not have internet service at that location. We were using a wireless router system which
does not work with the locution system the signal drops. We need to move it to a land line
intern net connection at station 63 but we are having problems with Century Link providing
computer service at that location. Fiber optic cable has been installed at station 63 but it has
not been hooked up to anything. He thinks there is no equipment in the adjacent tower to
connect to the cable. He has turned this problem over to the State because the fiber optic
cable was installed during construction of Station 63 for the purpose of internet accessibility
and he feels they might be able to do something since it is their building.
FEMA Grant for Smoke Removal Station 60
Alan McLaughlin --We won't hear back for several months regarding the FEMA Grant for
Smoke Removal at station 60.

Ochopee Fire Control District Request for Services Proposal
Alan McLaughlin — He is going to review the proposal tomorrow it has been completed and it is
109 pages. He did adjust the budget so that Isles of Capri Fire District is going
to pay$15,000 of administrative fees to Ochopee Fire Control District for processing their
paperwork. He feels it isn't fair to the taxpayers in the Ochopee Fire Control District to pay
for all of the expenses when Isles of Capri Fire District is also benefiting from this arrangement.
Report on District mergers&State of Florida trends towards consolidation
Tony Davis—He met with Chief McLaughlin,Jean Kungle and three of the commissioners.
The first meeting was with Commissioner Donna Fiala but she was not real receptive to the
report. The second meeting was with Tim Nance who was receptive to the information. Then
the last meeting was with Commissioner Taylor which he feels she was even more interested in
the information. They had a second meeting with Commissioner Taylor and she had Marvin
Easton at that meeting who agreed with some of the information in the report. He fells Marvin
Easton would be a good person to have on our side regarding this issue.
Jean Kungle—She is trying to set up a meeting with Commissioner Henning and Commissioner
Hiller.
Tony Davis—He asked if they should try and meet with the other two commissioners?
Chief McLaughlin—Yes,you should try to meet with all of them.
Chief McLaughlin—Even if you can't meet with the other two you should send them the
Report.
Jean Kungle — She is going to pursue setting up meetings with Commissioner Hiller and
Commissioner Henning however, if they are not able to meet with them then she will send the
report to them.
Tony Davis--The meeting with the three Commissioners went better than he expected. None of
the three realized the direction the rest of the State was taking they were not familiar with any
of the information in the report.
Chief McLaughlin — Marvin Easton is having a seminar May 29, 2015 in the City of Naples. His
seminar is about data driven decisions. He agrees with the idea of data driven decisions and
feels any action taken towards the fire districts should be based on this method.

Volunteer Fire Assistance Grant for Foam
Alan McLaughlin -The grant is coming up for approval it is a 50/50 grant the State
reimburses the County after the purchase is made. As long as we have volunteers we
qualify for this grant.
Up Date Vince Doerr Plaque
Alan McLaughlin —The Vince Doerr plaque was installed today at the 1-75 station.
NEW BUSINESS:
New Vehicles for I-75 Received
Alan McLaughlin—All the vehicles for 1-75 have been received.
Lease Vehicle Up Date
Chief McLaughlin—The lease has been terminated the fire truck was picked up Friday morning.
New Assistant Chief Vehicle
Chief McLaughlin—Caleb's vehicle will be ready on Thursday.
