CALL TO ORDER N Chairman George Fogg called the meeting to order at 10:00 AM. A quorum was established;Four(4)voting members were present. 0y II. APPROVAL OF AGENDA Kevin McKyton moved to approve the Agenda as presented. Second by Dick Barry. Motion carried;4—0. IV. APPROVAL OF MINUTES—February 3,2015 Vice Chair Marianne Fanning moved to approve the Minutes of the February 3,2015, Meeting as presented. Second by Dick Barry. Motion carried;4—0. V. BUDGET REPORT A. MONTHLY BUDGET REPORT Darryl Richard distributed and reviewed the Forest Lakes MSTU Monthly Budget (Fund 159) dated March 3,2015. (See attached) VI. PROJECT MANAGER REPORT A. MAINTENANCE REPORT Staff distributed the Forest Lakes Roadway and Drainage MSTU Maintenance Report dated February 26, 2015. (See attached) Darryl Richard reported: • Horvath Lake fountains at Turtle Lakes have been cleaned: - 2 fountains are fully functional. March 3,2015 - Light bulbs were installed for the fountain located at Hole#9. Dick Barry reported a water fountain and lights are not working. Staff will check status of fountain. • Hannula' crews have been mowing the swales per specifications. • No street light outages have been reported. • Landscape lights at front entrance are confirmed to be 100% operational. • 3 new bulbs have been ordered for up-lights on Royal Palm trees. • Mader Electric has refurbished the pump at the front entrance. B. REFLECTIVE PAVER MARKERS(RPM)REPLACEMENT Staff provided a quote from McShea Contractors dated February 27,2015 for the removal of old pavement markers and the installation of new pavement markers, for safety reasons, from the intersection of Woodshire Lane and Pine Ridge Road, south to 1100 Forest Lakes Boulevard in the amount of$2,609.90. A Project Mapping reflecting Forest Lakes MSTU RPM Replacement Project was also provided. (See attached) It was noted, after the Woodshire RPM Project is finished;the MSTU will consider other MSTU RPM roadway projects. Public Speaker John Goody spoke about safety issues and cited an accident that involved a 90 year pedestrian,who was hit by a bicycle. Discussion was made on the sidewalks and pedestrian ROW. Staff reported private sidewalks are not restricted. Sidewalks are a shared facility. Chairman Fogg moved to approve the quote from McShea Contractors, not to exceed$2,700 for the replacement of reflective paver markers on Woodshire. Second by Kevin McKyton. Motion carried;4—0. For The Record: When the Woodshire RPM work is completed the MSTU will evaluate the quality of the work performed by McShea Contractors,prior to considering other MSTU roadways. Darryl Richard reported a street sign is down at Forest Lakes and Quail e.Sr Boulevard. Staff provided a quote from Municipal Supply and Sign Company for a galvanized sign post and installation in the amount of$181.48, (See attached) Michelle Arnold asked if the MSTU would consider taking over the street signage defining the roads you are on. Chairman Fogg commented the Committee had considered maintaining the signs; due to budget restrains would not take into consideration until 2022-23. Michelle Arnold noted the MSTU could do the downed street sign and maintain signage as repairs and replacements are required. Chairman Fogg moved the MSTU take on the responsibility of signage system within the Forest Lakes MSTU. 2 March 3,2015 Second by Kevin McKyton. Discussion was made on the type of signage, safety and responsibilities of the MSTU. Motion carried;4—0, Chairman Fogg recommended creating a Sign Plan to include an inventory and a maintenance plan. Vice Chair Marianne Fanning moved to approve quote from Municipal Supply and Sign Company for signage to be installed at Forest Lakes and Quail. Second by Dick Barry. Motion carried;4—0. Staff will create a signage placement map, an inventory list to provide at the next meeting. VII. OLD BUSINESS None VIII. NEW BUSINESS Staff provided Committee Members with a copy of Barbara Bell's Advisory Board Application Form for consideration. Vice Chairman Marianne Fanning move the Advisory Committee accept Barbara Bell's application to serve on the Forest Lakes Roadway and Drainage MSTU and to submit to the BCC for approval. Second by Dick Barry. Motion carried; 4—0. IX. COMMITTEE MEMBER COMMENTS Chairman George Fogg requested Members bring project ideas forward to be placed on "Wish List" for when funds become available after the Bond is paid off. X. PUBLIC COMMENTS Public Speaker Lee Dixon reported Turtle Lakes Golf Club plans to install four(4)benches along Forest Lakes Boulevard on the Club property. XI.
