MINUTES
CALL TO ORDER
The meeting was called to order by Chairman Dale Lewis at 3:00 PM.
A quorum was established; four voting members were present.

III. APPROVAL OF AGENDA
Discussion was made on when and how the Committee should receive previous meeting minutes.
Some Members have been unable to open email attachments. It was decided Staff
will email to members in a different format upon receipt of minutes from transcriptionist.
It was noted Advisory Committee would like to receive the minutes at least one week before
each meeting.
John Weber moved to approve the Agenda as presented. Second by Dale Lewis. Carried;
4-0.
IV. APPROVAL OF MINUTES-February 9, 2015
Change: IV: "John Weber moved to approve the Minutes"
V.C. 2nd sentence to read "After discussion it would be more beneficial to plant
Asian Jasmine when plants are appropriate for planting.
Change: VI., 1st sentence to read"Michele Arnold reported that the County Attorney_was
in agreement if the proposal is still on the table..."
Add: VI. After improvements are made to the commercial hedge the MSTU will turn
over maintenance of the hedge to them

V. PROJECT MANAGER REPORT
A. BUDGET REPORT
Harry Sells distributed and reviewed the Radio Road MSTU Budget Report Fund 158. (See
attached)
B. STATUS OF IRRIGATION SYSTEM
March 9, 2015
Harry Sells reported 3 timers were replaced and are working. The leak in the main irrigation
system has not been found. System is being turned on to utilize and off when watering has
been completed. He stated both main controllers need to be grounded and surge protected.
The one controller is old and the other one was defective.
A quote was requested to move a solar panel located in the shade into the sun and replace a
missing ground rod on the panel.
Four different quotes on controller systems have been requested. Harry Sells and Scott
Windham will review the quotes and make recommendations.
Fred Rogers requested Staff include the complicity for each system.
Michelle Arnold noted system vendors can give a presentation to the committee;members
can ask the vendor questions.
C. STATUS OF REPLACING JASMINE
Harry Sells reported people are driving and parking vehicles on the Jasmine. He
suggested placing"No Parking" signs.
Al Benarroch state the Asian Jasmine will be ready to plant in three weeks.
VI. COMMERCIAL HEDGE CODE ENFORCEMENT REPORT
Staff provided a summary of costs on the commercial hedge, along with estimates received
from CLM. (See attached)
Michelle Arnold reviewed labor and material cost to fill holes in hedge and to connect the
existing drip system to commercial irrigation. She suggested planting the smaller plants.
Chairman Lewis suggested doing the minimal.
Fred Rogers moved to reinstall the drip system,make sure it works and hand it over to
them. Second by John Weber. Motion carried; 4-0.
Scott Windham confirmed which size plant to fill holes.
A consensus was formed to use the larger plant and have Michelle Arnold negotiate.
VII. LANDSCAPE MAINTENANCE REPORT—CLM
Scott Windham distributed and reviewed the Radio Road and Devonshire Monthly
Maintenance Report and the Devonshire Boulevard Lantana Replacement
Plan(Phase 1.) (See attached)
Gary Gorden recommended planting Lantana before installing mulch.
Quarterly mulch will be scheduled.
VIII. LANDSCAPE MAINTENANCE REPORT—CLM—Previously addressed.
IX. LANDSCAPE MAINTENANCE REPORT—AFFORDABLE LANDSCAPE
Al Bennaroch gave a brief report. He asked who will mulch once the Asian Jasmine
has been planted on Devonshire. It was noted dark brown mulch had been used previously.
Scott Windham will provide square footage to Staff. Harry will get costs on mulch.

Discussion was made on the wall down Radio Road. A suggestion was made to
plant Bougainvillea.

Scott Windham reported some low areas may hold too much water. Bougainvilleas like sun
and the wall is in the shade.
More discussion was made on how to train the Bougainvilleas on the wall.

RE: Radio Road and Devonshire Monthly Maintenance Report
MSTU Committee and Staff:
The following is a report of the general conditions and recommendations for the
maintenance of the Radio Road MSTU areas on Radio Road and Devonshire Blvd.
DEVONSHIRE:
In general the medians and ROW areas look healthy and well maintained with the
following action items:
• The majority of the Asian Jasmine looks healthy and largely weed free.
• As discussed in last month's meeting, the planting of 2,000 Asian Jasmine (12-
16" oc) to fill in the remaining gaps along the west and east ROW will commence
in the spring after the Asian Jasmine have grown to meet the specifications.
• CLM is to continue to monitor irrigation coverage and report programming needs
or malfunctions to Roger, Harry and WSI. The temporary Hunter irrigation
controllers are functioning well and have performed without incident.
• At the committee's request, Harry and I are continuing discussions with various
irrigation manufacturers to evaluate alternative MSTU independent controllers for
Devonshire and will report back to the committee once all is compiled and to
make recommendations.
• The dead Lantana have been removed and the remaining ones that were cut
back have begun to flush back out and flower. However, they still need dead
wood trimmed out of them. The proposed Purple Barleria has not been available
and as a result has delayed the Lantana replacement project. If non availability
continues to be a problem, we recommend planting all with Gold Mound Duranta.
• Asian Jasmine in east ROW between Berkshire shop center entry and Santa
Barbara needs to be top trimmed.
• Dollar weed in Asian Jasmine on outside of sidewalk by service pad and utility
boxes.

RADIO ROAD:
In general the medians look healthy and well maintained with the following action items:
• GENERAL: Dianella are in general thin, and inconsistent from plant-to-plant with
some dead, some with fungus and generally unhealthy appearance. Most plant
groupings need to be filled in with new plants on an ongoing basis. (Medians 5,
6, 19, 18, 29 for example)
• GENERAL: Remove Montgomery palm seed pods.
• GENERAL: Observed most weeds sprayed with herbicide, but many are too
large just to be sprayed and must be hand pulled.
• Median 1 — Replace +1- 20 dead Little Red Euphorbia; Remove one random
Silhouette and replace with Ms. Alice at west tip.
• Medians 3, 4— Dinni Euporbia on north and south side are nearly gone now and
dead ones should be removed. Plan on replacing with Dianella.
• Medians 8,9—Green Island Ficus needs to be trimmed.
• Median 13—Two Foxtails are yellow with stunted buds (2nd from the west and 2nd
from the east).
• Median 23—Trim dead wood out of Lantana (east tip) and reduce overall height
to allow to flush back lower
• Median 27 — Helen Johnson Bougs are defoliated at west tip.
• Median 28 (Midway, south side) —Helen Johnson Bougs are defoliated.

• Median 29 —Silhouette Bougs are missing several plants that will need to be filled
in.
The following replacements were noted and should be put in the rotation if and when
directed and authorized by Pam Lulich:
• Median 21 - Replace 3 yellow Tabebuia with Natchez Crepe Myrtle.
• In general, keep working towards replacement of all Dinnis with Dianella moving
forward as they decline

In Naples I am a volunteer with Avow Hospice for 18 months continuing what I did for 9 years
with the Visiting Nurse Service of Long Island. I am the treasurer of the Berkshire Lakes_
Women's Club and have recently been accepted to the Master Gardeners of Collier County
training course In addition I do volunteer work with various arts organizations here in Naples.
Education:
have a BS in Education from St John's University and a MS in Special Education from Long
sland University Plus numerous additional credits all in the field of education.
Experience/Background
Professionally I was a Special Education teacher with the Board of Cooperative Educational
Services and a NYS Ombudsman. After many years of landscape design with both hard scape,
plantings and waters features on non professional level I have fallen in love with the Florida
native landscapes using plantings that are sustainable with minimal watering and incorporating
the principle of right plant, right location. To further my knowledge I am enrolled in the Collier
County Master Gardner program.
