BAYSHORE BEAUTIFICATION MSTU ADVISORY COMMITTEE MINUTES
OF THE MARCH 3,2015 MEETING
The meeting of the Bayshore Beautification MSTU Advisory Committee was called to order by Vice-
Chairman Carolyn Cochrane at 5:00p.m. at the MSTU Office 3570 Bayshore Drive, Unit 102.
I. Roll Call: Present: Advisory Committee Members: Maurice Gutierrez (Chairman) late, Sheila
Dugan, Sandra Arafet, Gerry Buck, Carolyn Cochrane and Robert Messmer, and Victoria
Nicklos.
MSTU Staff Present: Ashley Caserta(MSTU Project Manager),Jean Jourdan(CRA
Operations Manager) and Ekna Hue(Operations Coordinator).
II. Adoption of Agenda: Ms. Cochrane(VC) asked for the adoption of the agenda. Motion to
approve the agenda made by: Gerry Buck 2"a: Victoria Nicklos Approved: 6-0.
III. Approval of Minutes: Ms. Cochrane asked for approval of the minutes for the February 3, 2015
meeting motion made by: Sheila Dugan 2nd: Sandra Arafet Approved: 6-0.
IV. Projects Report:
A. MSTU Update
1. Landscape Update: Al Benaroch with Affordable Landscaping gave a brief summary of the
maintenance work that has been done in the area.
a. Palms have been planted.
b. Everything was mulched.
c. Everything is working properly.
2. Karen Drive and Pineland Avenue stormwater improvement projects:
a.An updated preliminary cost estimate was completed for both projects. Due to rising
construction costs the original estimate has increased significantly. Staff has met with the
grantor and has submitted a request for increased funding as follows:
• Karen Drive:
Original amount: $154,120
Additional request: $137,388
Total grant should the request be approved: $291,508
• Pineland Avenue:
Original amount: $56,570
Additional request: $45, 040
Total grant should the request be approved: $101,610
3. Thomasson Drive/Hamilton Avenue: discussed under`Old Business'.

4.Bayview Street sod replacement: Staff met with County ROW to discuss the issue with the marina
trucks as well as the sod maintenance issue in front of 2736 Bayview Drive. Chris Wright(Engineer for
the project)would like to evaluate the situation so the best solution is found. Once information is
provided to staff we will present to this body for a motion.
5. Annual Report: The 2014 Annual Report has been written and designed. Staff has a PDF and the
report will be mailed out to all addresses within the CRA in March. The CRA/MSTU office will have
extra copies available. Draft was available for members viewing at the meeting.
B. CRA Update: Given at the next meeting at 6pm.
C. Haldeman Creek MSTU: There will be a Neighborhood Information Meeting on Thursday,March 5,
2015 at 6pm, regarding Regatta Landing Boat Dock Petition at the CRA office.
V. New Business:
A. Commissioner Penny Taylor: Commissioner Taylor requested this advisory board would
reconsider their vote on the bike path design for the Thomasson Drive/Hamilton Drive Streetscape
project.
VI. Old Business:
A. Thomasson Drive/Hamilton Avenue Presentation of Design Criteria Report with RWA:
a. Chris Wright from RWA gave a presentation of the design criteria report which will also go through
an internal County review for their support. They are about 25%done with the design of the project.
30%is due on April 17, 2015.
The project is currently budgeted at approximately$3.8million dollars. In the design criteria report,
RWA outlined two cost opinions with drainage options ranging from approximately$3.1-4.6 million.
Keisha Westbrook from RWA mentioned there are wetlands on the east side of Hamilton Avenue which
will not be bothered. The west side of Hamilton will have a shared-use 8' path. The turn lanes in front of
the school are being researched now.
Michael McGee reported that they have the entire utility layout for the design and there are a lot of
utilities which need to be considered for this project. The medians are planned to be 18' wide. The
members will be discussing what type of vegetation they will want planted in these medians.
b.RWA brought up the option of a round-about at the intersection of Bayshore Drive and Thomasson
Drive. Members were not in favor of the idea of a round-about.
c.There was discussion over a concern regarding boat trailer parking in the ROW along Hamilton
Avenue. Staff pointed that this is more of a Park and Rec issue as the overflow parking is due to the
park's attendance. Additionally, staff followed up in an email after the meeting to discuss the issue with
the County Manager's office and Commissioner Taylor.

VII. Committee Communications: Bob Messmer shared with the committee the fact that FDOT
has implemented a new bike lane design which includes a 7-foot buffer between the cars and the
bike lane. He is requesting the committee consider this design for the Thomasson&Hamilton Drive
streetscape project.
VIII.Public Comments: None
IX. Next Meeting: Tuesday, April 7, 2015 at 5pm. Note: an attendance-optional MSTU meeting
will be held April 7, 2015 at 4pm at the CRA office prior to the regular MSTU meeting. The
optional meeting will be a workshop regarding roundabouts.
