Pledge of Allegiance Chairman Nance called the meeting to order at 1:04 p.m. The Pledge of Allegiance was recited. 2. Affordable/Workforce Housing Kim Grant submitted the Report"Affordable Housing Workshop, March 3, 2015" for information purposes. The PowerPoint"Collier County Board of County Commissioners Affordable/Workforce Housing Workshop, March 3, 2015" was presented with items highlighted by the following individuals: Steven Hruby, Affordably Housing Advisory Committee (AHAC): • A population based model has been developed to assist in determining the need for Affordable Workforce housing units in the County. • The model was a result of a joint effort between the Committee and Staff. • The model was developed as a result of the housing crisis in the mid 2000's which blindsided the County. • Analysis indicates the crisis evolved because there were no mechanisms to monitor housing affordability and tools were not available to address the issue. • In order to address the issue, 3 elements have been developed: 1. A methodology for monitoring affordability of home ownership and rental. 2. Metrics and models to assist in predicting the need for housing. 3. Best practice/flexible tools for the BCC to incentivize the private sector meet the demand. • Items 1 and 2 have been completed; item 3 relies on Board of County Commissioner input. Ms. Grant provided an overview of the data and models that have been developed to aid in response to the issue which are based on monitoring the housing environment, developing metrics to predict demand and taking action. The data includes demographics of the workforce, income levels of residents, the ability to obtain housing based on income levels, etc. Discussion occurred on: • The 55 and older community may skew the data given they may not be predominately in the workforce and is it necessary to include them in the forecasting. • Utilizing a median income figure may be misleading as many of the residents are either high income or low income with the County absent of a large segment of mid-range income based people. Christian Davis, Affordable Housing Advisory Committee identified the following items for action by the Board of County Commissioners: 1. Embrace and adopt monitoring and prediction methodology to be brought back to the BCC for adoption. 2. Authorize Staff and the AHAC to further evaluate the best practice incentives and tools via the Triennial Incentive Review public process, including those for rental development. 2 March 3, 2015 3. Consider reinstating any incentives that have been deactivated such as the density bonus unit programs, the payment of affordable housing funds in lieu of density bonuses and the Impact Fee Deferral Program. During Board discussion it was noted that: • Providing incentives is critical, however the challenge will be identifying the most effective short and long term incentives. • To help identify incentives or other measures to address the issue, it would be beneficial to subcategorize the data to aid in developing responses, including segregating it by areas of the County. The categories could include: • Age ranges, i.e. 25 - 55 years, 55 and older. • Urban coastal areas vs. non coastal areas • Percentage of age groups in the workforce. • Numbers of households with children. • While eastern Collier County is a likely candidate to address some of the demand, given the current trend of economic development in the region, (i.e. Arthrex and the housing and businesses that may follow) it may become a self-sustaining environment whereby the residents live, work and play in the area; not fulfilling the demand for affordable housing required to serve the businesses in the western portion of the County. • The over 55 age group, (working or non working) should not be discounted from the analysis and related measures to address the issue, especially given the County is characterized by a large numbers of these individuals, many of whom depend on affordable housing units. 3. Public Comment Speakers Nick Kouloheras, Habitat for Humanity recommended that the County begin with identifying short term incentives that could be implemented to address the issue, followed by long term solutions. The short term items could include items such as Impact Fee deferrals, etc. Mark Hahn, Leadership Coalition on Aging expressed concern that there is a large population of low income seniors that should not be overlooked when addressing the issue. He noted the data should incorporate both housing units and"beds" of facilities as many of these inhabitants require some type of additional services other than independent housing. One concept may be to allow independent, "shared housing" for senior citizens where financial resources may be combined jointly to help sustain the lives of individuals. Jim Warnken, United Way of Collier County reported that 38 percent of the County population lives in poverty or on the brink of poverty. This is bolstered by the fact the major amount of requests fielded by the Agency is for short term emergency housing. Cormac Giblin, Habitat for Humanity expressed concern that the data and responses are based on addressing future demand when currently there is a backlog of demand that may not be met with the responses. For every 10 applicants that apply for their program, only 1 is accepted and any short term tools, such as Impact Fee deferrals, should be considered. Ms. Grant reported that the report is based on future demand and assumes people are housed today. Staff is receptive to address the issue based on any direction given by the Board of County Commissioners. 3 March 3, 2015 The Board of County Commissioners endorsed the three recommendations by Staff and requested they be brought forwarded for consideration at a regular BCC meeting. When the item is brought forth, Staff should include: 1. An analysis of existing programs, incentives, etc. (active or inactive) designed to address the issue. 2. Recommendations on any concepts to provide incentives to address the issue. 3. Recommendations on any short and intermediate term strategies to address the issue. Mr. Ochs reported that the Impact Fee Deferral Program for rental housing was not disbanded and remains in affect today. There being no further business for the good of the County, the meeting was adjourned by order of the chair at 2:38 P.M.
