Ochopee FCD Advisory Board Minutes 02/09/2015 OCHOPEE FIRE CONTROL DISTRICT ADVISORY COMMITTEE MEETING FEBRUARY 9, 2015 CALL TO ORDER Roll Call of Attendees: Alan McLaughlin, Fire Chief, Ochopee Fire Control District Anthony Davis, Chairman of the Advisory Committee, Port of the Islands Ron Gilbert,Advisory Committee Member, Port of the Islands James Morris, Advisory Committee Member, Port of the Islands Len Price,Administrative Services Department Head Additions and Deletions to Agenda: Chief McLaughlin —He had one correction under the operations report regarding the number of fire inspections to be changed from 2 to 14 per the report from Greater Naples Fire and Rescue. Approval of Agenda: The agenda was approved with the number of fire inspections changed to 14. Approval of Minutes of Regular Meeting of January12, 2015: The minutes were approved and signed by the Advisory Committee Chairman. REPORTS Budget: Line of Duty Deaths: The line of duty deaths for the year of 2015 is 7 all in the month of January, 2015. Awards, Recognitions & Certifications: None Page 1 Water Tender 60 Repairs The TPG, which is the pressure control for the pump in Water Tender 60 went bad and had to be replaced.The vehicle is three years old and out of warranty so in order to make the repairs a replacement part was purchased for $1700. The part was installed by department personnel therefore, saving the labor costs. Pre-Fire Plan Program &New Volunteers A program for Pre-Fire Plans was purchased in order to comply with NFPA 1620 for future ISO evaluations. We have two new volunteers with the expertise to assist with this project they are taking personnel out and training them on how to create the Pre-Fire Plans. OPERATIONS REPORT There were 63 incidents in the month of January 2015 there was one call out of District to Marco Island and there were no boat calls. There were 14 Fire Inspections per formed by the Greater Naples Fire District and no fire investigations. Ron Gilbert — He would like to see an annual report showing the breakdown of calls in order to compare the amount of calls responded to on 1-75 and other parts of the District. Chief McLaughlin — He said it can be done. 1-75 is about 42% of our calls so it that would reduce our fuel cost alone by 42%. He purchased the attack truck for 1-75 to reduce fuel costs now the vehicle is not responding from Everglades City to calls on 1-75 so there is even more of a reduction of expenses. OLD BUSINESS Vacant position on the Advisory Committee Tony Davis—Asked if the Chief heard anything from Everglades City. Chief McLaughlin — He has not heard anything from Everglades City. We have a prospect from Chokoloskee but he has not seen any paper work. Locution System Chief McLaughlin —The locution system went live on line here today and tomorrow Station 63 will come on line. Hopefully station 90 at Isle of Capri will also come on line. After tomorrow all of Ochopee Fire Control District's Stations will be on the new system. Page 2 FEMA Grant for Smoke Removal Station 60 Chief McLaughlin—We won't be hearing about the FEMA Grant Award until later on in the year. NEW BUSINESS Volunteer Fire Assistance Grant for Foam Chief McLaughlin - We have applied for a Volunteer Fire Assistance Grant for foam this is a 50/50 grant. The full amount of the purchase is budgeted then the State reimburses us for half of the cost. Returning one of the Brush Trucks Back to DOF Chief McLaughlin —We will be turning one of our brush trucks back to DOF. We have two 6x6 brush trucks last year one of the vehicles responded to four calls outside of our District and the other vehicle has responded to one call in about two years. The Division of Forestry contacted Chief McLaughlin because there are two small departments that desperately need brush trucks. These brush trucks are on loan from the State of Florida we just add equipment to them. We are just going to take our radio off the truck and turn it back to the State. Fleet charges us about$3,000 per large truck so this will reduce our cost by turning the vehicle in. We are going to keep the other one because of our agreement with Big Cypress National Preserve from time to time they call us for a tanker therefore we respond with the brush truck because it holds 1000 gallons of water. Ochopee Fire Control District Request for Services Proposal Len Price—She passed out the REP for the Fire Service Proposal. She added to the RFP that the service proposals have a five year cost and expenditure projection. She passed out the RFP to the Advisory Committee Members any questions or suggestions they might have can be e-mailed to her. Tony Davis—Asked what the deadline would be in regards to making any changes. Len Price—She wants to put the RFP out on 2-16-15. Tony Davis — Suggested the board members read over the RFP tonight then e-mail Len Price with any changes or comments as soon as possible. Len Price—Asked the committee members if they had her e-mail address. Page 3 Chief McLaughlin — He said he would make sure all of the advisory committee members have Len prices e-mail address. Chief McLaughlin - He took James Morris out to Station 63 and offered to take the other committee members out to Station 63 for a tour. We also give our new board members a tour of the EOC, PUBLIC COMMENT None ADJOURNMENT A motion was made to adjourn it was seconded and passed the meeting ended.
