approval of subdivision master plans, has held a public hearing

shall be submitted to Project Review Services for review.
No construction permits shall be issued unless and until
approval of the proposed construction in accordance with
the submitted plans is granted by Project Review Services.

duration and 25 year return frequency, in accordance with
the Rules of the South Florida Water Management District
(SFWMD) , Chapters 40E4 and 40E-40.
3. A copy of SFWMD Permit or Early Work Permit shall be

management areas unless specifically approved by Project

. Museum Drive shall be the only allowable project entrance.
Access to all development tracts shall be from Museum
Drive.
2. The Museum Drive access to Pine Ridge Road shall be
restricted to right turns in and right turns out. An
appropriate right turn deceleration lane shall be provided
along Pine Ridge Road to serve this entrance.
3. Collier County shall be released from any and all costs
related to past actions on the part of the County in
acquiring right-of-way for Pine Ridge Road.
4. The developer shall provide arterial level street lighting
.! at the project entrance on Pine Ridge Road.

5. Road impact fees shall be as set forth in Ordinance 85-55,
as amended, and shall be paid at the time building permits
are issued unless otherwise approved by the Board of
County Commissioners.
6. Access improvements shall not be subject to impact fee
credits and shall be in place before any certificates of
occupancy are issued.
I :,fir 7. Future land development activities in the area may be
subject to future land use controls consistent with the
pending growth management regulations related to roadway
levels of service versus scheduled/funded roadway capacity
improvements.
8. The owner shall provide 25 feet of additional right-of-way
along the entire Pine Ridge Road frontage, such added
right-of-way to be used for road right-of-way, water
management, water line, and other appropriate uses, and to
be designed generally in accord with the cross section
therefor as depicted in Exhibit A so as to permit it to
accommodate a water management berm to serve owners'
property. Owner shall grant or dedicate a 25 foot
easement along the Airport Road frontage for water
management and utility y purposes and other appropriate
uses, and to be designed generally in accord with the
cross section therefor as shown on Exhibit B so as to
permit it to accommodate a water management berm to serve
owner's property. The area in the 25 foot easement along
Airport Road may not be used in a manner inconsistent with
the foregoing purposes of the easement but shall remain

Septic tanks for sewage disposal shall be permitted,
provided that the petitioner can document that wastewater
flows shall not exceed 5,000 gallons per day from this
site. The applicant shall construct an interim package
wastewater treatment facility to serve the site, if
projected wastewater flows exceed the Department of
Environmental Regulation's 5 000
egu , gallons per day standard
before central sewer service is available to this site.
'T 2. Water distribution, sewage collection and transmission and
interim water and/or sewage treatment facilities to serve
the project shall be designed, constructed, conveyed,
owned and maintained in accordance with Collier County
Ordinance No. 88-76, as amended, and other applicable
County rules and regulations.
3. All customers connecting to the water distribution and
sewage collection facilities to be constructed will be
customers of the County and will be billed by the County
in accordance with the County's established rates. Should
the County not be in a position to provide water and/or
sewer service to the project, the water and/or sewer
customers shall be customers of the interim utility
established to serve the project until the County's
off-site water and/or sewer facilities are available to
serve the project.
4. The Developer, at his expense will install and operate
interim water supply and on-site treatment facilities
:` and/or interim on-site sewage treatment and disposal
facilities adequate to meet all requirements of the
, appropriate regulatory agencies, should the County system
not be in a position to supply potable water to the
I . project and/or receive the project's wastewater at the
time development commences.
5. An agreement shall be entered into between the County and
lt the Developer, binding on the Developer, his assigns or
successors regarding any interim treatment facilities to
be utilized. The agreement must be legally sufficient to
the County, prior to the approval of construction
documents for the project and be in conformance with the
requirements of Collier County Ordinance No. 88-76, as
amended.

. Interim on-site water supply, treatment and transmission
facilities serving the project must be properly sized to
r supply average peak day domestic demand, in addition to
fire flow demand at a rate approved by the appropriate
Fire Control District servicing the project area.

1. All wetland areas designated by Army Corps of Engineers,
South Florida Water Management District and the County
shall be indicated on the plat as a conservation easement,
-., that is dedicated to Airport Road Joint Venture Owners
Association and Collier County with no responsibilities
:• for maintenance by Collier County.

2. Protective wetland covenants pursuant to Florida Statute
w must be shown on the cover of the plat.
3. All jurisdictional wetlands may be used for stormwater
µ' retention to meet South Florida Water Management District
requirements.
