MINUTES
I. CALL TO ORDER
The meeting was called to order by Chairman Dale Lewis at 3:00 pm. Four voting members were
present and a quorum was established.

Fred Rogers moved to approve the Agenda as presented. Seconded by John Weber.

IV. APPROVAL OF MINUTES: January 12,2015
John Weber moved to approve the Agenda as corrected during the meeting. Seconded by Fred
Rogers. Carried 4-0.
V. PROJECT MANAGER REPORT HARRY SELLS
A. BUDGET REPORT The Budget Report for February 2015 was presented. $23,446.38
remains unencumbered in operating Funds. Major expenditures have come
from hand watering plantings when the time clocks failed and when the well
pump had to be replaced. Staff was give direction that the Advisory Board
should be informed when major expenditures were done to keep them advised.
Harry Sells will do so via Email.
B. STATUS OF IRRIGATION SYSTEM. The current system has three Hunter controllers acting
as time clocks only. The main water valve at the mixing chamber is
controlled by the Motorola System and is set to open 7:00 AM to 5:00 PM
seven days a week. This gives us flexibility in the actual watering schedule.
Investigations into possible modifications of the system to make it run
efficiently with little outage time continues. Continued use of the Motorola
system is still possible along with possible Hunter or RainBird systems. Part
of the research would be to change Devonshire from a pressurized to an
unpressurized system and reduce maintenance costs on the system and the two
pumps.
C. STATUS OF ASIAN JASMINE Pictures were shown of the purchased Asian Jasmine plants
in the nursery. After discussion it was felt that it would be more beneficial to
wait up to two months to allow the Plants to grow.

VI. COMMERCIAL HEDGE CODE ENFORCEMENT UPDATE Michelle Arnold reported that the
County Attorney was in agreement with the proposal still on the table for the Commercial
property owners to assume responsibility for the maintenance and irrigation of the hedge on the
Commercial side of Devonshire. The agreement would require the MSTU to replace missing
portions of the hedge,ensure the irrigation system was working and connect it to the Commercial
irrigation system. Michelle will contact the property owners and confirm the agreement.
VII. LANDSCAPE ARCHITECT'S REPORT-SCOTT WINDHAM Scott Windham recommended
replacing the Lantana which was getting woody and looking poor with two different plantings,
Chairman Dale Lewis moved to approve the purchase of
approximately 746 plants for a total of up to$7500 to replace the Lantana. John Weber seconded
the motion. Motion passed 4-0.
VIII. LANDSCAPE MAINTENANCE REPORT-ROBERT KINDELAN Commercial Land Maintenance
CLM is still looking for the leak in the main water supply line on Devonshire. The leak is on
Devonshire itself somewhere but is not serious enough to allow it to be found.
IX. LANDSCAPE MAINTENANCE REPORT-AL BENARROCH,Affordable Landscape Radio Road
mulching has been completed.

RE: Radio Road and Devonshire Monthly Maintenance Report
MSTU Committee and Staff:
The following is a report of the general conditions and recommendations for the
maintenance of the Radio Road MSTU areas on Radio Road and Devonshire Blvd.
DEVONSHIRE:
In general the medians and ROW areas look healthy and well maintained with the
following action items:
• The majority of the Asian Jasmine looks healthy and largely weed free.
• As discussed in last month's meeting, the planting of 2,000 Asian Jasmine (12-
16" oc) to fill in the remaining gaps along the west and east ROW will commence
in the spring after the Asian Jasmine have grown to meet the specifications.
• CLM is to continue to monitor irrigation coverage and report programming needs
or malfunctions to Roger, Harry and WSI. The temporary Hunter irrigation
controllers are functioning well and have performed without incident.
• At the committee's request, Harry and I are continuing discussions with various
irrigation manufacturers to evaluate alternative MSTU independent controllers for
Devonshire and will report back to the committee once all is compiled and to
make recommendations.
• The dead Lantana have been removed and the remaining ones that were cut
back have begun to flush back out and flower. However, they still need dead
wood trimmed out of them. Attached please find the plan and bid tabular
provided to Harry for bidding of the Lantana removal replacement with Gold
Mound Duranta and purple flowering Barleria repens `Purple'. Since many of the
Lantana plants have flushed out and look good, we prepared this as a `Phase 1'
effort to address the worst areas with the intent to do more later if needed. Also,
we revised the quantities of plants due to them being on a wider spacing than the
original Lantana. This reduced the plant counts significantly.

Barbara needs weeding.
• Dollar weed in Asian Jasmine on outside of sidewalk by service pad and utility
boxes.
• Median 1 —West tip Asian Jasmine nut sedge needs to be cleaned up.

RADIO ROAD:
In general the medians look healthy and well maintained with the following action items:
• GENERAL: Dianella are in general thin, and inconsistent from plant-to-plant with
some dead, some with fungus and generally unhealthy appearance.
• Median 1 — Replace +/- 20 dead Little Red Euphorbia; Montgomeries yellowing a
bit.
• Median 3 — Ms. Alice Bougs defoliated at west median tip.
• Median 4 —West tip and north side mid way; Dinni Euphorbias are completely
defoliated and should be ultimately removed and the median tip be put into
replacement rotation.
• Median 13 — In fill, new Big Rose Euphorbias are defoliated.
• Median 10 — Big Rose Euphorbia yellow
• Median 5 — Dianella weak and need to be filled in where many blank patches are.
• Median 11 — Ms. Alice Bougs defoliated at west median tip and at east end
Royals as well as Silhouette.
• Median 13 —The second Foxtail Palm from the west is still a bit chlorotic.
• Median 23 —Trim dead wood out of Lantana (east tip) and reduce overall height
to allow to flush back lower
• Median 28 — Helen Johbnson Bougs are defoliated along north side of median at
Oak trees and west end tip.
• Median 29 —The Dianella and Sihouette Bougs are missing several plants that
will need to be filled in.

The following replacements were noted and should be put in the rotation if and when
directed and authorized by Pam Lulich:
• Median 21 - Replace 3 yellow Tabebuia with Natchez Crepe Myrtle.
• Add /fill in 3 Muhly Grass east of Livingston in median 14.
• In general, keep working towards replacement of all Dinnis with Dianella moving
forward as they decline
