It was decided that it would be beneficial to meet monthly for this purpose. The Greater Naples Fire Rescue District has agreed to host these meetings every third Thursday of the month for at least the first 6 months and has advertised as such. Please consider joining us for the next Fire Service Consolidation meeting scheduled for Thursday, February 19, 2015 at 9:00 am at the Greater Naples Fire Rescue District Administrative Headquarters- 14575 Collier Blvd. Naples, FL 34119. This is a public meeting so feel free to extend an invite to all who may be interested in participating in this meeting in effort to offer more effective and efficient fire service to the residents of Collier County. Sincerely, Steve Wemtiu.499 Steve Hemping Commissioner SHinc ISLES OF CAPRI FIRE CONTROL DISTRICT ADVISORY COMMITTEE BY-LAWS ARTICLE I Section 1.The name of the organization shall be the Isles of Capri Fire Control District Advisory Committee(hereinafter called the Advisory Committee). ARTICLE II PURPOSE Section 1.The purpose,objectives, and functions of the ICFDAC are: A. To act as an Advisory Committee to the Collier County Board of County Commissioners (BCC)on the affairs of the district. B. The Advisory Committee shall annually review and assist with a district budget for the BCC,estimating the funds,their purpose and the property taxes necessary for the following fiscal year. C. To recommend to the BCC adoption of resolutions or other measures as may be required to insure the accomplishments of the purpose stated herein. D. Management and operational oversight of the Isles of Capri Fire District is the responsibility of the County Manager. He has designated the following chain of command for these responsibilities. Fire Chief, Director of Bureau of Emergency Services, Administrator-Administrative Services. Potential issues shall be forwarded to the Fire Chief in writing. ARTICLE III MEMBERSHIP Section 1. The regular membership of the Advisory Committee shall consist of five members residing within the district,to be appointed by the BCC as follows: A. All members shall be residents and electors of Isles of Capri Fire Control District. B. Any member who ceases to be a resident of the district during his or her term of office shall be considered a resignation from the appointed office. C. Terms of office for committee members shall be as defined by ordinance. Section 2.The Fire Chief or his or her designee shall serve as an ex-officio member of the Advisory Committee without the right to vote. Section 3. The following or their designee will serve as staff advisors to the Advisory Committee A. Administrator-Administrative Services B. Director-Bureau of Emergency Services Section 4.A committee member shall be deemed to tender his or her resignation should the following occur: A. A committee member is absent for more than one-half of the Advisory Committee meetings in a given calendar year. B. A committee member is absent from two consecutive committee meetings without a satisfactory excuse acceptable to the committee chair. C. A committee member ceases to reside in the district. D. A committee member shall submit a letter of resignation. Article IV MEETINGS Section 1. The regular meetings of the Advisory Committee shall be held monthly,or not less than four times per year at such time and place as designated by the Chair.Special meetings may be called upon a majority vote of the advisory committee at a regularly scheduled meeting, or upon approval of Director-Bureau of Emergency Services. Section 2. Pursuant to Florida Statutes,all meetings shall be open to the public. Notice of the forthcoming agenda and minutes from the previous meeting of the committee shall be communicated to the Advisory Committee riot less than five days prior to the next meeting. • Section 3. Three(3)voting members shall constitute a quorum for the transaction of any business at any meeting of the Advisory Committee. Section 4.Telephone Participation must In accordance with the Florida Sunshine Section 5. Minutes of the meeting will be summarized in written form. Audio will serve as the full record of the proceedings. Section 6.All official records of the Advisory Committee, including minutes, agenda,audio,and resolutions duly adopted,shall be maintained by the Isles of Capri Fire Chief or designee. Minutes of each meeting shall be transmitted to the Collier County Clerk of the Courts. ARTICLE V OFFICERS Section 1. The members of the Advisory Committee shall elect the following officers at the first meeting in January each year. A. Chair B.Vice-Chair Section 2. The term of office for officers of the Advisory Committee shall be one year. Terms will begin at the first meeting in January. Section 3.An officer may be re-elected for the same office. Section 4.A vacancy in the office of the Chair or Vice-Chair may be filled by an Advisory Committee member after duly being elected at any regular or special called meeting for that purpose. Section 5. Duties: A. Chair: Shall preside at all meetings of the Advisory Committee and serve as ex-officio member of all committees. B. Vice-Chair: In absence of the Chair,or his or her inability,shall exercise the power and duties of the Chair. The Vice—Chair may have other duties and responsibilities as assigned by the Chair. C. Staff Liaison: The Staff Liaison of the Advisory Committee shall be the Isles of Capri Fire Chief or Chief designee. The Staff Liaison shall cause to be kept the minutes of all meetings of the Advisory Committee and will be responsible for giving proper notice of the meetings,the agenda, providing copies of the minutes and performs duties incidental to the office of Secretary. It shall be the responsibility of the Staff Liaison to report to the Chair that member who has missed two(2)unexcused consecutive meetings or has been absent more than one-half the committees meetings in a given calander year. Excused absences shall be coordinated with the Chair and or the Staff Liaison. ARTICLE VI AMENDMENTS Section 1. These by-laws may be amended by the BCC on its own initiative,or by approving amendments proposed by the Advisory Committee. A proposed amendment must be passed by two- thirds vote of the Advisory Committee present at a regular or special meeting after notice has been given to all members as provided by these by-laws. Section 2. Notice of any proposed amendment must be submitted in writing to all members of the Advisory Committee not less than thirty days(30)prior to the meeting at which such amendments may be considered. ARTICLE VII RULES OF PROCEDURES Section 1.All meetings of the Advisory Committee shall be governed by Parliamentary Procedure and usage contained and set forth in Robert's Rules of Order-Revised Edition unless provided for in these by-laws.
