Pledge of Allegiance Vice Chairwoman Fiala called the Workshop to order at 1:05 p.m. 2. Library Operations Marilyn Mathis, Director of Collier County Libraries presented the PowerPoint "BCC Workshop, Collier County Public Library, 3 February, 2015" which outlined library activities. The following was highlighted: • The County's Library System was established in 1957. • There are 10 libraries in the County which host 1.3 million visitors annually with 196,000 borrowers of materials. • In addition to physical books, the system provides free access to CD's, DVD's and on-site WiFi service where visitors may utilize a public computer or bring their own device. • There is also a mail program to distribute materials to those persons who cannot physically visit the library. This Program serves over 400 individuals. • Another program utilizes paid high school students to provide assistance and education for use of electronic devices (iPhones, tablets, etc.). • The Department has a"You Tube" account whereby children provide videos to aid in promoting the system. • The public also has access to an online magazine subscription service through the system. • There has been a 14 percent decrease in circulation for the system over the past 5 years (not an uncommon statistic with public libraries) and Staff continues to pursue opportunities to increase the public demand for library services. Lorreta Murray, Library Advisory Board Member reported on the status of the Board which provides support to the system and recommends changes to help ensure the public resource remains at the highest level of service possible. Jon Zoler, Friends of the Library provided an overview of the organization noting: • The organization was formed 55 years ago and is dedicated to improving the educational and cultural life of residents in the community. • There are over 3000 members and have raised over $1M over the past 20 years to provide support to the system above and beyond what the State and County funding provided. • Their efforts are guided by County Staff recommendations or internal initiatives conceived by the organization. • They raise private funds to assist the library system in their activities including 250 adult reading programs, 150 children's programs, genealogy classes, lecture series, etc. Tanya Williams, Assistant Director, Collier County Library provided an overview on future initiatives including: • Use of Radio Frequency Inventory (RFI)to track and enable the self checkout and tracking of materials. 2 February 3, 2015 • Statistics indicate 53 percent of the residents do not use the system and public outreach could be a means to increase the number of users of the system. • Continue to improve funding avenues to increase the quality of service provided. • In FYI7, the 5 year update of the Long Range Plan will be undertaken. She recommended a Strategic Plan be developed to assist the Department in providing the public with the highest level of service possible. The BCC endorsed the concept of developing a Strategic Plan and requested that the County Manager to bring the item forth at a regularly scheduled meeting for their consideration. The following was noted under Board Member/Staff discussions: • Comments by residents on the system are overwhelmingly positive, however,they request additional opportunities be made available to the public including increased hours of operation given most facilities are closed on the weekends. • A home delivery service is available for the blind including audio books and books printed in Braille. • It may be prudent to identify the reason for the decrease in circulation to determine if adjustments in the service needs to be undertaken (opening more facilities on the weekends, extending the existing hours of operation, etc.) 3.
