MINUTES OF THE MEETING OF THE COLLIER COUNTY COASTAL
ADVISORY COMMITTEE
Naples, Florida, December 11, 2014
LET IT BE REMEMBERED, the Collier County Coastal Advisory Committee,
in and for the County of Collier, having conducted business herein, met on this
date at 1 :00 P.M. in REGULAR SESSION at Administrative Building "F", 3r'
Floor, Collier County Government Complex Naples, Florida with the following
members present:

I. Call to Order
Chairman Burke called the meeting to order at 1:00PM
II. Pledge of Allegiance
The Pledge of Allegiance was recited.
III. Roll Call
Roll call was taken and a quorum was established.
IV. Changes and Approval of Agenda
Mr. Brown moved to approve the Agenda. Second by Mr. Moreland. Carried unanimously S—O.
V. Public Comments

VI. Approval of CAC Minutes
1. October 23,2014
Ms. Roddy moved to approve the minutes of the October 23,2014 as submitted.Second by Mr.
Moreland. Carried unanimously S—O.
VII. Staff Reports
1. Expanded Revenue Report
The Committee reviewed the "Collier County Tourist Tax Revenue PT 14 TDC Revenue Report"
dated November 30, 2014.
2. Naples Beach Renourishment- Update Status
Mr. McAlpin reported:
• The project commenced on November 10. 2014 and was completed on December 4,
2014.
• 78 tons (54k cy) of material was placed on 5 sections of the Naples beaches.
• The City of Naples did not receive any complaints regarding the project.
• At the request of Lee County officials, a different truck route was utilized than previous
projects with the trucks being routed to Alico Road before accessing 175.
• The route change did increase overall costs associated with the truck haul project given
there were 20 additional miles of travel from the previously approved route via
Corkscrew Road.
• Six truck drivers who did not adhere to the prescribed travel requirements were
terminated from the project.
• The project is eligible for the FDEP (Florida Department of Environmental Protection)
cost sharing program with 87.5%of the funds expended being reimbursed to the County.
3. Marco Central Beach - Update Status
Mr. McAlpin reported:

• The project involves areas to eliminate long term ponding of water on the
beach.
• Modeling of the project as completed by consultants has determined removing the sand at
the toe of the beach slope should not have a negative impact on Sand Dollar Island.
• A preliminary design plan has been completed and reviewed by the FDEP and FFWCC
(Florida Fish and Wildlife Conservation Commission) with no m jor concerns expressed
by the Agencies.
• The 130,000 to 140,000 cubic yards of sand required to complete the p ject will come
from three sources: nearshore sand, Hideaway beach dredging p ject and a donation
from the Marco Island Marriot as a result of a foundation excavation for improvements to
their site.
• The m 'oriouucfhrdbc[ouutYiu{berciaoocatmb\iohcdErnsiooConUn| Line (CCL)
which delineates lands that are private or public property on the southern portion of the
project.
• For any work on private lands, or encroachments of equipment,temporary construction
easements will be required from the owner.
• If a temporary easement is not granted by the owner, no sand will be placed on their lands

• The p 'oot will be presented to the Marco Island City Council on January 20, 2014.
4. Collier Creek Feasibility Study- Update Status
Mr. McAlpin reported:
• The Board of County Commissioners authorized Coastal Planning and En 'oe*dog
(CP&E) to conduct a feasibility study on the issue.
• The concept is to ascertain an independent analysis of the issues associated with sand
accreting in the mouth of the creek.
• The feasibility study is expected to be completed in 2 months.
• Any interested party may provide input directly to CP&E on the project.
5. Marco South Beach Renourishment: Tropical Storm Debbie- Update Status
Mr. McAlpin reported the initial surveys have been completed with a report due this week. The
work is anticipated to be undertaken in November of 2015.
6. Doctor Pass Erosion Control Structure- Update Status
Mr. McAlpin reported the work has not yet been initiated on consists of two components:
Rebuilding of the existing jetty and rebuilding of an erosion control structure.
7. 15 Year Permit- Update Status
Mr. McAlpin reported:
• The permit includes renourishment activities for the Naples, Vanderbilt, Park Shore
(eligible for the FDEP cost sharing program) and Pelican Bay ( ivate beach)beaches.
• The permit application has been filed with the Florida Department of Environmental
Protection.
• The US Army Corps of Engineers application is anticipated to be filed after January 1,

• The County proposes a 6 year design template with a standard beach width of 185 feet.
• Sand bypassing for Doctor's Pass is included in the application.
• The maximum volume of sand to be placed within the renourishment template is 730,000
cubic yards.
VIII. New Business
1. Wiggins Pass Interim Dredge
Backup Material
Gary McAlpin, Director,Coastal Zone Management "Recommendation to accept a proposal
from CB&J Coastal Planning and Engineering dated November 18, 2014 for Wiggins Pass
Interim Dredge Analysis& Design, Permitting and Bid Assistance,; approve a work order under
Contract No. 13-6164-CZ for a not to exceed amount of$62,992.75: and make a finding that the
item promotes tourism"dated December 11, 2014 for consideration. He noted:
• A project to straighten the Pass and lengthen the dredging cycle froml 5 months to 4
years was completed in 2013.
• The plan contained a component whereby minor"touch up"dredging would be required
every 2 years.
• Two areas, one near the mouth of the Pass and one in the interior are proposed to be
dredged.
• The I OK +/- cubic yards of material to be dredged will be utilized for beach
renourishment or stabilization of the Pass as necessary.
• The item was approved by the Board of County Commissioners on 12/9/14.
• Staff is processing the permits required for the work and hopes to initiate dredging by the
first week of March with the work taking approximately 2 weeks to complete.
• Staff continues to repair and/or replace navigation markers damaged by boaters when
necessary.
Mr. Moreland reported the area continues to see increases in activity by boaters and read a letter
from who expressed concern the project may not be completed in a timely manner.
Mr. McAlpin reported there are mandatory permit requirements that must be met before
initiating the work and he expects it to be completed in mid March.
Mr. Brown moved to recommend the Board of County Commissioners accept a proposal from
CB&J Coastal Planning and Engineering dated November 18, 2014 for Wiggins Pass Interim
Dredge Analysis& Design,Permitting and Bid Assistance; approve a work order under
Contract No. 13-6164-CZ for a not to exceed amount of$62,992.73; and hereby finds the
item promotes tourism. Second by Mr. Moreland. Carried unanimously S—0.
2. Shorebird Monitoring
Mr. McAlpin presented the Executive Summary "Recommendation to approve a proposal.from
the Conservancy of Southwest Florida dated December 2, 2014 to provide two (?)years of
Shorebird Monitoringfor'bur (4) Collier County beach renourishment projects, authorize
budget amendment, authorize the County Manager or his designee to execute the purchase order
for a not to exceed amount of$29,600, and make a finding that this expenditure promotes
tourism"dated December 11, 2014 for consideration. He noted:

• The scope of work is required to satisfy permit conditions for beach renourishment
projects.
• The monitoring is for endangered species and their habitat with an annual report provided
as a part of the scope of work.
Mr. Moreland moved to recommend the Board of County Commissioners to approve a
proposal from the Conservancy of Southwest Florida dated December 2, 2014. to provide two
(2)years of Shorebird Monitoring for four(4) Collier County beach renourishment projects,
authorize budget amendment, authorize the County Manager or his designee to execute the
purchase order for a not to exceed amount of$29,600, and hereby finds the expenditure
promotes tourism. Second by Ms. Roddy. Carried unanimously 5-0.

X. Announcements
2015 CAC Scheduled Meetings
Gail Hambright provided a Memo dated December 11. 2014 -"Subject: 2015 CAC Meeting
Schedule" for information purposes.
XI. Committee Member Discussion
Ms. Roddy requested an update on the beach monitoring for Marco Island South beaches.
Mr. McAlpin reported the data should be available after 1/1/15 and will be the basis for moving
forward on the beach renourishment projects in the area.
Chairman Burke requested an update on the Clam Bay Management Plan.
Mr. McAlpin reported the item was heard by the Board of County Commissioners and was
continued to their January meeting.
