MINUTES OF THE MEETING OF THE COLLIER COUNTY
PARKS AND RECREATION ADVISORY BOARD
Naples, Florida, September 24, 2014
LET IT BE REMEMBERED, that the Collier County Parks and Recreation
Advisory Board, in and for the County of Collier, having conducted business
herein, met on this date at 2:00 P.M. in a REGULAR SESSION at
North Collier Regional Park, Administration Building, Conference Room A,
15000 Livingston Road, Naples, Florida, with the following members
present:

Chairman Olesky called the meeting to order at 2:07 P.M.
A quorum was established. Four (4) voting members were present.
II. Pledge of Allegiance and Invocation
The Pledge of Allegiance was recited and Invocation was held.
III. Approval of Agenda
Add: VI. C (New Business—Employee Recognition)
Mary Bills moved to approve Agenda as amended. Second by McMurdo Smith.
Motion carried unanimously; 4—0.
IV. Approval of June 18, 2014 Minutes ,Jp,J-1,650Kit SeSSdDN
Continued until the October meeting.

C. Employee of the Month—September
Barry Williams introduced Candy Thompson and Barbara Shea as the
September"Employee(s) of the Month." They were recognized for going
above and beyond their responsibilities and presented the"Employee(s) of
the Month" award.
A. 2014 AUIR
Staff distributed and reviewed the 2014 AUIR Community and Regional Park
Lands Summary Form. (See attached)
Shannon Peters gave the AUIR presentation for 2014. She briefly
highlighted even with Randall Curve transfer the County still has acres to
meet level of service.
Barry Williams noted Randall Curve is anticipated to transfer next year.
The delay in transferring in 2014 is due to interest from another County
Department. It will be determined if the interest will necessitate a swap with
that Department for exchange of funds that could be used for park
development to benefit the Golden Gate Estate residents.
McMurdo Smith suggested the option in Golden Gate be used to build
another park further south versus Big Corkscrew.

It was noted 951 Pathway along the Golden Gate Canal is 100% designed but
there is no funding budgeted for construction.
Planned Recreation Facilities
- Pepper Ranch— 50 acres
- Big Corkscrew Island Regional Park—62 acres
McMurdo Smith questioned if PAR plan to build any athletic fields.
Barry Williams stated Big Corkscrew Island Regional Park proposed plans
include little league and soccer fields. A proposed Sports Complex includes
8 multi-use courts.
Shannon Peters continued the report:
Planned Recreation Facility Amenities FY 2014-15
- Eagle Lakes Center
- Palm River Neighborhood Park
- Veterans Community Park
- East Naples Community Park
Discussion was made on amenities, the upgrade of equipment and grants.
Mary Bills recommended the Board approve the 2014 AUIR. Second by
McMurdo Smith. Motion carried unanimously;4—0.
McMurdo Smith requested Staff provide next year's AUIR Report earlier.
He asked if PARAB would the opportunity to make any recommendations.
Barry Williams responded there could be time prior to when the 2014 AUIR
is presented to the Planning Commission.
McMurdo Smith recommended an AUIR Workshop be held in the future.
Discussion was made on the Master Plan and making a safe place for people
to bike.
B. Request for Dog Park at Golden Gate Community Park
Continued until the October meeting.
VII. Old Business
Barry Wiliams gave a status update on PARAB member representatives. The
Ordinance allows for one representative from Immokalee. This position is not
open and therefore Christine Rahmings is not eligible.
McMurdo Smith moved to recommend Patricia Sherry's application to serve on
the PARAB and to the BCC for approval.
No Second offered. Motion died.

David Saletko moved to re-advertise the Parks and Recreation Advisory Board
vacant position. Second by Mary Bills. Motion carried;3-1. McMurdo
opposed.
VIII. Adopt a Park
David Saletko will report at the next meeting.
Mary Bills reported on Golden Gate Community Center, Golden Gate
Park/Pool/Fitness and Sugden Park. She provided Staff with the "Adopt a Park
Survey" completed forms. (See attached)
• Golden Gate Park/Pool/Fitness
o Date of Visit—August 3, 2014, at 2:000 P.M.
o Things to do to improve this location that could be done right away
and that wouldn't cost a lot:
- Clean up screens over some outside vents in restrooms.
They are full of lint and dirt.
- Restrooms need to be maintained better.
o Changes you would make in the long term that would have the
biggest impact:
- Improve the look of the faded and look of slides.
- Power wash the area by the pergola and seats at the
entrance to fitness and pool area.
She stated on the day of inspection it was lightning. She was impressed
because life guard cleared out the pool and had not waited for the Thor
Guard System to go off
• Golden Gate Community Center
o Date of Visit—August 3, 2014, at 2:000 P.M.
o Things to do to improve this location that could be done right away
and that wouldn't cost a lot:
- Clean up restrooms.
- Mop the floors
- Paint interior walls. The entire facility needs a good
cleaning.
o Changes you would make in the long term that would have the
biggest impact:
- Provide stage lighting for the auditorium productions.
- Add a sound booth for productions.
McMurdo Smith noted the gymnasium at the Golden Gate Center has a
stage set-up with lighting.
• Sugden Park
o Date of Visit—August 3, 2014, at 2:000 P.M.
o Things to do to improve this location that could be done right away
and that wouldn't cost a lot:
- Shoreline weeds continue to be an issue.
- Benches at end of pier are covered with duck droppings and
could be a health hazard. They need to be power washed.
- Fix screws that are sticking out on pergola post at the
butterfly garden. The screws could cause a safety issue.

o Changes you would make in the long term that would have the
biggest impact:
- Provide a lighting sounder for the beach.
- Hire a lifeguard.
- Fix fence along north side of park where the covering on
the fence is torn and falling down.
She noted some beach goers did not come out of the water even though you could
hear thunder and lightning. She recommended lightening warning signs be posted
at both entrances.
It was noted the draw bridge at Clam Pass had been fixed. A sign on the bridge
provides a phone number to call to have bridge drawn.
IX. Directors Highlights
Barry Williams gave the following highlights:
• Gordon River and Greenway Parkway will hold a grand opening on
November 6.
• Big Corkscrew Island Regional Park will hold an Information meeting on
September 30 at 6:30 pm at the University Extension Office. The 2005
Proposed Park and new options will be presented.
Concerns were expressed on the shortage of maintenance staff to keep parks in
prestige condition and public using pathways after dusk. Staff will compile data
^ to show deficiencies in the number of staff to maintain the number of acres and
work on a comparison with other counties to keep the level of service.
Mary Bills suggested the Adopt a Park Reports be used to compile data. The
reports provide feedback.
