CALL TO ORDER The meeting was called to order at 4:05 PM by Chairman Spencer. A quorum was established. II. ATTENDANCE Patricia Spencer- Chairman Peggy Harris Jennifer Williams Vacancy Vacancy County: Darryl Richard—MSTU Project Manager Others: Michael McGee—McGee & Associates Dale Hannula, Janet Pellicane and Jose Carnuayo—Hannula Landscaping (Sue Flynn-JuriSolutions) III. APPROVAL OF AGENDA Chairman Spencer moved to approve the Agenda for November 18, 2014, as presented. Second by Peggy Harris. Motion carried;3—0. 1 November 18. 2014 IV. APPROVAL OF MINUTES—OCTOBER 21,2014 Chairman Spencer moved to approve the Minutes for October 21, 2014, as presented. Second by Peggy Harris. Motion carried; 3—0. V. MONTHLY BUDGET REPORT Staff distributed and reviewed the Golden Gate Beautification MSTU Fund 153 dated November 18, 2014. (See attached) • No major capital improvement projects for this year. • Mileage rate adjusted. • Tessie Sillery will provide future monthly budget reports. Staff reported questions posed by Committee; what does Minus New Construction Annex mean and what is a 13 Levy were asked. Staff awaiting clarification; will report at next meeting. VI PROJECT MANAGER'S REPORT Darryl Richard provided an update on damages caused by accidents and the accidents reported to the Police Department with claim numbers within the Golden Gate MSTU. (See attached) Insurance funds were received on: • ATMTAR#13-08-009—Accident at Sunshine Boulevard and 23`d Avenue S.W. • ATMTAR#13-10-14—Tropicana Boulevard light pole. Chairman Spencer reported the Golden Gate Civic Association voiced concerns over the lighting the full length of Tropicana Boulevard, stating it was a safety issue for students and pedestrians walking before daylight. Staff explained the standard lighting and lighting districts process. Current lighting is termed accent lighting and not meant to be 100%illumination. Staff will research with Traffic Operations regarding lighting and if there are Grant funds available for children's safety. VII. TRANSPORTATION MAINTENANCE REPORTS Janet Pellicane reported: Tropicana Boulevard • Sabal Palm pruning to be completed by November 29, 2014. • Broadleaf weed treatment was not effective; a spray application has been scheduled. • Estimates have been submitted and approved for plant materials. Plant materials have been ordered. • Removing Plumbago beds in serious decline due to insect damage and replacing with Arborcola"Trinette" shrubs in each bed. • Fertilizer has been ordered. 2 November 18,2014 Jose Carnuayo reported some irrigation communication damage issues caused by lightning. Once existing Bermad pulse counter is working, it is recommended to set a high use alarm for the system,when it exceeds 40,000 gallons per week. Coronado Parkway and Hunter Boulevard • Estimates have been submitted and approved for replacements when flooding occurred. Flooding did not reoccur on medians 1, 2, and 4. • Mulch is totally gone On medians on 3 and 6. The pole was removed, which helped drainage some. ABB Engineering is doing an analysis. Mike McGee asked if the Advisory Committee would want to mulch or dress up median 3 and 6. He noted typically from this point in the season, until we get around to the rainy season, we do not have a typical rainy flood, and you may be taking a chance. Darryl Richard trusted Mike McGee's recommendation,to hold off on medians 3 and 6, and not spend public funds. It is a Storm Water issue. He noted a lot of activity to due refurbishment projects. He suggested medians 3 and 6 are raked out and flowers removed. Peggy Harris stated the problems on median 1 and 2 was not from the flooding but due to the disaster of non-care. This problem goes way back to the beginning. Discussion was made on not hiring landscape and irrigation contractors to do the same project. Darryl Richard noted Mike McGee prepared a sketch of proposed refurbishments of the medians. He asked Janet to provide estimates to be reviewed at the next meeting. A consensus was formed to do median 1, 2, and 4. Mike McGee gave instructions to Hannula Landscaping for raking medians 3 and 6. He stated the Flax Lilies should be left in. On the south end of median 6; pull out the Lantana. He stated it was not a good idea to rake roots away. Darryl Richard will give a Storm Water update at the next meeting. Discussion was made on the pump alarm system and how to adjust it. Additional discussion was made on Hannula's Submission Estimates requested and the number of requests denied. 3 November 18,2014 Mike McGee urged Janet to re-submit requests and to have them ready by October 1. He suggested the responses be noted on Landscape Architecture Monthly Report. Darryl Richard suggested when making requests and you receive a response to notify him if it is a no. He will bring to the Director for review or to pursue. He recommended she provide a summarization report on requests denied. Sunshine Boulevard • Broadleaf treatments scheduled. • Accidents reports of plant material has been submitted and approved. • Renovations on median 5. • Indian Hawthorne not looking well. Flax Lilies have been ordered • Fertilizer ordered. Golden Gate Parkway Collier Boulevard& Green Boulevard No estimates provide for Golden Gate Parkway and Collier Boulevard. She will re-submit a request to replace some turf. VIII. LANDSCAPE ARCHITECT'S REPORT-MCGEE & ASSOCIATES Reports were provided and distributed by McGee & Associates Landscape Architecture on Coronado Parkway and Hunter Boulevard, Sunshine Boulevard and Collier Boulevard—Part A& B and Green Boulevard—Median#1 for period FY 13-14 November 2014. (See attached) Mike McGee stated Hannula should stay on top of broadleaf issue. He reported the recommended procedure to clean gum off the pavers on Golden Gate Parkway is to pressure clean first with an orbital rotating head and then use a single high pressure spray head with heated water at about 285 degrees. He recommended fertilization be done as soon as possible. IX. OLD BUSINESS (None) X. NEW BUSINESS Darryl Richard Staff reported Growth Management will be charging for Staff to attend MSTU meetings. Staff gave some hourly rates for each person. Jennifer Williams asked what the response time was from the County when Hannula submitted estimates. Janet Pellicane responded estimates submitted for Fund 111 usually come back a"no" and request made for Fund 153 come back a"yes." 4 • November 18,2014 XI. PUBLIC COMMENTS Discussion was made on the meeting schedule. Peggy Harris moved the GG MSTUAdvisory Committee cancel the December meeting and reconvene January 20, 2015. Second by Chairman Spencer. Motion carried unanimously;3—0.
