MEMORANDUM of UNDERSTANDING BETWEEN THE
COLLIER COUNTY BOARD OF COUNTY COMMISSIONERS
AND THE
SOUTHWEST FLORIDA PROFESSIONAL FIREFIGHTERS
LOCAL 1826 INTERNATIONAL ASSOCIATION OF FIREFIGHTERS,INC.
THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA,
(hereafter "County") hereby enters into this Memorandum of Understanding amending and
revising the Year 2012-2015 Collective Bargaining Agreement with the Southwest Florida
Professional Firefighters Local 1826 International Association of Firefighters, Inc. (hereafter
"Union") based on the mutual consideration specified herein and state and agree as follows:
1. On November 12, 2014, representatives from Collier County met with representatives
from the Southwest Florida Professional Firefighters Local 1826 International Association of
Firefighters, Inc. (hereafter, the "Union"); the Union representing the Collier Emergency
Medical Services/Fire bargaining unit. The purpose for this publicly noticed meeting was to
discuss and negotiate the possibility of an amendment to Article 20 — Wages & Incentives to the
current collective bargaining agreement("CBA") as permitted under Article 42.1, Duration.
The Union proposed several various revisions to the current wages and incentive
program for Collier EMS Union employees. After good faith negotiations, the County and the
Union reached consensus on an amendment that promotes the health, safety and welfare of the
public and acknowledges and rewards performance for providing services that will advance the
mission of EMS to provide excellent care to its patients. This paragraph defines, in as few words
as possible, the purpose of the memorandum of understanding and outlines the terms of the
amendment to the current CBA.
As a result of that meeting, the parties negotiated, subject to the approval of the Collier
County Board of Commissioners and the Union: (1) increasing the total number of Field
Training Officers ("FTO") from the current number of five (5)to a total number of eighteen (18),
(2) that the existing five (5) FTO's will continue to be compensated as currently provided under
the CBA but that the proposed new additional thirteen(13) FTO's will receive a 2.5% increase to
their base salary, effective upon being selected, with an assurance that the County will consider
the possibility of increasing that incentive during the upcoming 2015 CBA negotiations, so as to
be the same amount received as the current FTOs, (3) that employees selected to participate in
Search and Rescue, Special Operations Response Team, Tactical and Med Flight shall receive a
1% increase to their base salary effective upon being selected and shall continue to receive that
wage adjustment so long as they continue to actively participate within that program throughout
the duration of the existing Agreement, and (4) notwithstanding the foregoing, employees
participating in EMS Specialty Incentive programs shall only be entitled to receive a single wage

adjustment, regardless of whether they participate in more than one Specialty Incentive program
at the same time.
2. On December 22, 2014, the Union certified the above modification to Article 20 of the
CBA by a vote of its membership. A copy of the Union's certification of its vote on this
amendment to the original 2012-2015 Year CBA is attached as Exhibit"A."
A copy of the above-referenced Article is attached hereto in strikethrough and
underscored version, as well as, a "clean" version that has been signed by duly authorized
members of the Union and the County upon approval as Exhibits `B" and "C."
3. The proposed revision agreed upon for this Article shall run through the remainder of
the current CBA through and including, September 30, 2015 or until a new CBA is approved by
the parties, whichever comes first.
4. All remaining terms of the 2012-2015 Year CBA shall remain unchanged unless
otherwise agreed in writing by the Parties.

• Based on FLSA guidelines, employees in these positions are classified as non-exempt (hourly) workers. Hourly rates of pay are
determined by dividing the annual rates in Article 20.2 by 3328 for EMT (I, II), Paramedic (I, II, Company Officer) and
Paramedic/Firefighter(I, II, Company Officer)positions. Hourly rates of pay for Pilots are determined by dividing the annual rates in
Article 20.2 by 2288.
• Bargaining unit members will be entitled to any Cost of Living Adjustment (COLA) or Merit Increases in the same manner such
increases, if any, are provided to all County employees.
Section 20.3—Incentives
All employees currently receiving incentive pay under this agreement as of the date this
agreement became effective on December 11, 2012, shall be grandfathered in, so long as they
continue to actively participate within their designated program.
Pursuant to that MOU dated January 27, 2015:
(1) An additional thirteen (13) qualified employees to serve as FTOs. Those additional
thirteen (13) FTOs shall receive a 2.5% increase to their base salary effective upon
being selected and shall continue to receive that wage adjustment so long as they
continue to actively participate within that program throughout the duration of this
Agreement;
(2) Employees selected to participate in Search and Rescue (SAR), Special Operations
Response Team (SORT), Tactical and Med Flight shall receive a 1% increase to their
base salary effective upon being selected and shall continue to receive that wage

adjustment so long as they continue to actively participate within that program
throughout the duration of this Agreement;
(3) NOTWITHSTANDING the foregoing, employees participating in EMS Specialty
Incentive programs shall only be entitled to receive a single wage adjustment as a result
